In response to the rapid growth of the global whaling industry in recent months, and to the formation of an international whaling consortium, the Kiravian Empire, long at the forefront of the battle against whaling, calls for the establishment of the International Anti-Whaling Coalition, for the purpose of protecting whale populations and slowing the expansion of whaling.

Article I- Prime Directive
No nation, organisation, or individual associated with the IA-WC shall under any circumstances other than in Self-Defence, attack, threaten, or malevolently harass any whaling vessel, crew, crew member, depot, or device.
No IA-WC Personnel on buisness, nor Matériel under any circumstances, enter the Territory, Territorial Waters, or Exclusive Œconomic Zone of any non-member state without explicit permission.
No attempt may be made by any entity associated with the Coalition to undermine the sovereignty of any nation.
Article II- Conservation Effort
Any State seeking to become a party to this Charter must outlaw and criminalise the killing and/or permanent capture of any Cetacean species, including, but not limited to, Whales, Dolphins, Porpises, and Belugæ, and enforce the appropriate penalties as determined by the State.
All States, with the unexpected yet accounted for exception of landlocked nations with no freshwater Cetacean populations, must designate areas as marine wildlife sanctuaries within their own internal or territorial waters.
Article III- Scientific Coöperation
All member states and organisations of the IA-WC conducting independent cetological research are required to submit their findings to the Coalition Cetological Bureau.
The Coalition Cetological Bureau, as a department of the Coalition, shall be responsible for the collection and analysis of data concerning whale populations, migrations, and ecology to aid the Coalition in its mission.
No studies involving the killing of Cetaceans may be performed.
Article IV- Diplomatic and Œconomic Initiatives
To slow the expansion of whaling, the Coalition and her member states shall attempt to prevent whaling practices from being adopted in developing nations.
In order to do so, the Coalition and her members shall encourage and facilitate the use of alternative materials to whaling products in developing nations, and offer investment opportunities for these materials to be produced in such nations.
Article V- Maritime Code
As a nation's navy is often its finest and most effective maritime asset, member states are permitted to dispatch naval vessels in service of the Coalition. However, such vessels are not permitted within 120 miles of a non-member nation's Exclusive Œconomic Zone.
Civilian Vessels in service of the Coalition are permitted to carry weapons for the purpose of self-defence. These weapons may only be discharged if another vessel has fired upon a Coalition vessel, in accordance with the Prime Directive.
No foreign national may be imprisoned or held against their will aboard a Coalition vessel outside of the associated waters of the nation to which the vessel is registered.
For the purpose of identification, all vessels in service of the Coalition are required to fly the Coalition Flag in addition to their usual flags while on Coalition buisness.
Article VI- Administration
The Coalition shall have a Board of Representatives, with one seat alotted to every state party and independent organisation in the Coalition. Organisations that operate in or out of a single nation may not sit on the Board of Representatives, but may send an observer. Regional organisations may sit on the Board.
On July 16th of each year, the Board of Represenatatives shall elect an Executive Commission of five persons. A member of the Board of Representatives is barred from election to the Executive Commission. The Executive Commission, once elected, shall elect a Prime Executive from its own members. The Executive Commission shall be the instrument of executive power in the Coalition. It has the power to implement and enforce or veto proposals from the Board of Representatives.
The Executive Commission shall oversee a Cetological Bureau, a Diplomatic Bureau, a Conservation Bureau, an Education Bureau, a Bureau of the Exchequer, and a High Commission.
The High Commission shall carry out the day-to-day tasks of managing Coalition operations.
Each Bureau, including the High Commission must make a report of its activities to the Executive Commission every month, and must make a report to the Board of Representatives thrice yearly.
Article VII- Amendment Process
In order to expand, edit, or otherwise alter this Charter, the proposed amendment must be aprroved by two-thirds of the Board of Representatives, and three-fifths of the High Commission.
