"It will be a pleasure to meet you again." Stone felt as if he had made a great breakthrough to both the country of Kirovnia and Mulatia. As he returned to the room that he had previously been engaged with The Howler in, he noticed a new man. "More negotiation," thought Stone, "Great." As he extended his arm forward in a handshake...

Commissar Arytom checked his watch, I wonder when the Enkavians will arrive he thought. I wonder how things are going back at New Jerusalem?. Andrei was involved in a meeting between the Enkavian's and the Kirovnians, pertaining to the oil reserves of Odei K.S.R. or at least that was what the Commissars who were present were led to believe. Andrei knew better.

Lorquin had watched the conversation somewhat quietly, waiting for the two ambassadors to finish.

While they had been talking, a servant ran up to the Howler and whispered to him that Pasha Maximus had arrived. Good. he thought. He turned and waved at the slender man, but did not walk over. I'll let Premier Stone continue to try to gain more personal allies.

"Now, my good sir..." Lorquin said to the representative from Kirnovia. "Could you somehow contact Envakia to ask him to at least attempt to come? These proceedings must have more leaders present."

Pasha Maximus tours the trophy room. Reading a small brass plaque, which was crafted to congratulate a Lorquinite athlete for superior effort. He juts out his bottom lip and nods, partly impressed that this fledgling nation has a sports program.

Pasha Maximus moseys over to a vacant chair, and sits. It's already been FIVE MINUTES. He grew impatient. In Amestris, very few things try his patience like this. His eyes scan the table, and he locates a small parchment on the table. It looks as if it hand been handled a lot, and that a lot of corrections were made, for it had many white-out marks and eraser burns. He decides to grab it and read it anyway.

All nations are required to obey statutes and decisions passed by a 60/40 majority by the present voting council of ambassadors* of the Alliance. The council is required to meet at least once a year.

*Ambassadors are not required to attend sessions, but if they are not present, their vote will not be accepted later, and they will not be included in the equation of the present voting council for the determining of a fair majority of all present.


Maximus stands shocked, appalled at such a proposition. Nations may potentially be required to obey statutes and decisions that they may not be included to vote on. And they don't even count them when looking for consensus in a majority. This is madness!

Special Envoy Ivan Peterlin's Meeting with Howler

"I will radio home; we had an Enkavian delegation in Kirovnia yesterday, and they will have been offfered transportation here, and therefore I am unaware as to why no Enkavians have appeared so far. One of the members of that delegation is the GeWalt Industries President. If he is not able to negotiate, I’m sure they will send somebody. One must understand, these capitalists have an amazing bureaucracy, our request took some time to get a response, and even then they came un-announced, we almost shot them down. If you wish, to avoid that possibility, I have a disk with the typical Enkavian transponder codes."
Ivan turned to the aide,
“Could you accompany me to whatever bureaucratic office is in charge of your air traffic control?”
Ivan then turned back to the howler
“Your Majesty, I must make the preparations for the Enkavian Delegation, and if we come to an agreement, His Excellency the good Comrade Generalissimus’s arrival if you don’t mind, I would like to get this out of the way. Commissar Andrei Arytom, can negotiate on Kirovnia’s behalf.”
Oops, I forgot to tell Comrade Andrei, that. Ivan realized.
“Forgive me.” He said to the lourquintian aide, “I must confer with my comrade before leaving, could you please follow me?” “Yes Sir” the aide responded, causing Ivan to cringe. “Could you do me a favor and not call me that again? Thank you” Ivan asked the aide.
Peterlin walked over to Commissar Andrei and again whispered in his ear. “Comrade, the show is yours.” Andrei nodded knowing that the responsibility of representing Kirovnia’s interest in the region was his.
Ivan turned to the aide. “Shall we go?” “Yes” the aide responded then Ivan then left with the aide to make all of the necessary arrangements.

Alojz Kazamier, CEO of Gewalt Industries, amiably strolled down a hallway of the Lorquinian palace heading toward the trophy room, where the talks of alliance were being held. Dressed in a black suit that practically oozed opulence with every fiber and near-invisible stitch, he posed a stark contrast to the Kirovnian soldiers that accompanied him, and had given him transportation to the talks, in doing so sending an unmistakable message of cooperation between the Kirovnians and Enkavians. The party stopped outside the trophy room, and Kazimier turned to thank Captain Petrov, the senior officer among his escort. After these had left and a pair of Enkavian bodyguards had replaced them he entered the trophy room and looked about him, a vague and friendly smile splayed across his face as his gaze passed over the delegations and rulers from the more "minor" Lorquinian states, coming to rest upon the Amestrian Pasha. Excellent, at least someone important is here. He waited a moment, and addressed the room at large, still smiling. "I am informed that here is where the treaty is being discussed."

"Ah, yes," responded Premier Stone, "I believe that you are the ambassador from Enkavia, correct? We were just talking about you. I am the Grand Premier of Mulatia, Allen Stone. Please tell me, good sir, that your journey was enjoyable."

Alojz chuckled, and placed a hand on the Grand Premier's Shoulder. "My dear boy," he began, still smiling. "I am not an ambassador. I am the CEO of Gewalt Industries, acting on behalf of the Enkavian nation." He leaned closer to Stone, his grin widening and his voice taking on a seemingly joking tone. "I'd recommend you learn my face, in case I decide to buy your little country at some point."

"My, I am sorry for insinuating that you were an ambassador, good sir!" responded Premier Stone, "I hope that you will forgive me if you found that last comment insulting." Stone felt slightly disturbed by the middle-aged man, but entirely welcomed and charmed. "It is so good to have everyone here. This is truly historic for my nation, although not for any others, it seems. Of course, my country has just come out of a bloody civil war. We are quite new on the imperialistic front. "

"Imperialistic?" Kazamier chuckled. "Have dreams of expansion for Mulatia, Mr. Premier?" His grin remained friendly, but a predatory glint began to show in the CEO's eyes. "I'd be careful, Mr. Stone. There's no telling who might be watching your every move, waiting for a good excuse to devour your little nation whole. You may have grown to big a fish for your pond, Mr. Stone, but there are sharks aplenty in these waters. You'd do well to find one who will be content too merely direct rather than eat you. Better a protector than a slave-master, don't you agree?"

Andrei had heard what the Mulatian Premeir probably hoped was a joke, but which Andrei knew was anything but. He could not contain his amusement at the Enkavian';s statement, and continued laughing until he heard "imperialism"; a word dreaded among Kirovnians which turned his stomach and filled his mind with outrage. This vehement inner reaction was likely due to the ceaseless indoctrination of Andrei's school years, but for a nations leader to openly claim that it had an imperialist agenda was something that the Foreign Commissar could not abide. He approached the Mulatian, nodding at the comments made by Kazamier.

"Indeed." He began before turning to the Grand Premier. "The Enkavian speaks true, Mr Stone. I am afraid that I must have heard you wrong. Did you say imperialist? If you have ambitions of Imperialism I assure you, Generallissimus Kirov will not hesitate to Liberate* your populous from any oppressive government that attempts to use them to subjugate the people of the world."

We all have dreams of expansion for our countries, of course. I have no plans, however, for rapid expansion. We Mulatians have devoted our lives to increasing our nation, just as your two nations have. And besides, a totalitarian government is generally shunned by most nations in this alliance, as well as Mulatia."

The CEO's expression shifted from annoyance to puzzlement. "I suppose, so long as we are being forced to wait." He led the Kirovnian away from Stone, and turned to face the man. "Yes?"

"Of course." Kazamier said loudly, beaming. "Gewalt Industries looks forward to a long and mutually beneficial relationship of cooperation with Kirovnia." He made no attempt to lower the volume of his reply, and his words clearly carried across the room. "May both of our nations be only strengthened by this partnership."
