Discussing the COTIA ATTN: Imlaruin Alliance (No furries!)

The Constitution has been written, and is ready to be signed.

Preamble

WE THE PEOPLE of the Region of the Imlaruin Alliance, do hereby establish this Constitution to provide for the governance and order, promote the general welfare, ensure the domestic security and economic prosperity of the nations and peoples who abide within it.

HEREBY is established the sovereignty of the Alliance: for what is mandated by the whole shall be obeyed by the nations within, above all shall be valued the principal of "majority rule" among the nations of the Alliance, and it is hereafter mandated that the nations of the Alliance shall put apart their differences and join together in peace, brotherhood, and mutual protection.

Article I- The Alliance Government

All nations, regardless of their population or economic status, are considered to be equally sovereign in the Alliance, and all receive the same, equal voting power.

All nations may present to the Alliance one ambassador who will be allowed to speak freely regarding the positions, opinions, and philosophies of his nation within reason, provided that the ambassador does not directly contradict or state opposition to passed alliance decisions.

The council formed by the ambassadors sent by the nations of the Alliance shall form the legislative council of the Alliance, and they will hold the responsibilities of lawmaking and deliberating on all Alliance decisions which are not deferred to another branch.

All nations are required to obey statutes and decisions passed by a 60/40 majority by the present voting council of ambassadors* of the Alliance. The council is required to meet at least once a year.

*Ambassadors are not required to attend sessions, but if they are not present, their vote will not be accepted later, and they will not be included in the equation of the present voting council for the determining of a fair majority of all present.

The nations of the alliance, by simple majority popular election where the ambassadors vote may appoint a Secretary of State, a Secretary of Defense and a Chief Justice.

The Secretary of State has the following authority and responsibilities:

*Acts as the Alliance's diplomat to outside nations,
*Receives preference in Alliance debates related to foreign policy (although their vote is no more valuable,)
*Dictates foreign policy.

The Secretary of Defense has the following authority and responsibilities:

*Inspects, maintains, and coordinates the efforts of the military forces of the nations in the Alliance,
*Directs military strategy for the Alliance,
*Receives preference in Alliance debates related to defense, security, and war (although their vote is no more valuable.)

The Chief Justice has the following authority and responsibilities:

*Settles disputes within the Alliance,
*Holds international trials and enforces the Constitution,
*Handles domestic policy and coordinates economic efforts.

Article II- Restrictions on the Alliance Government

No nations within the Alliance may declare war upon each other.

When another state's entry into the alliance is disputed by a current member, a vote will be held to determine whether they shall be allowed in. A 60% majority must be opposed in order to prohibit them from entering the Alliance, any less and they shall be admitted.

Once a nation has entered into the Alliance, they shall be free to leave at any time of their own will. However, in order for the nations of the Alliance to forcibly expel an existing member, they must have an 80% majority of the legislative branch, and the approval of all three of the Secretaries.

The exception to this rule is when a nation has been convicted of an international crime by the Chief Justice, or when they have committed an act of treason or war against the Alliance.

Every nation in the Alliance shall keep a reasonable sized military to provide for their own defense. The Secretary of Defense has the authority to inspect the military forces of every member nation in the Alliance and advise the military leaders of that nation as to how to strengthen their armed forces.

The Alliance may not endorse any act of crime or terror within its nations, and is forbidden from interfering in the laws of its members to a reasonable extent.

Any person who is a born or naturalized citizen residing in one nation of the Alliance shall not be prohibited from traveling within the Alliance and seeking citizenship in another country within the Alliance.

Regardless of what country a person is in, or whether they are a citizen of that country within the Alliance, they still receive the protection of the rights given to them by the Alliance.

The Alliance may not levy a tax, it may not form a police force or military of its own, it may not take loans from the nations in it, nor may it make revenue or profit of any kind. The Alliance may not purchase any product or buy stock in a business, it is to remain ideologically neutral, neither encouraging nor discouraging philosophies of an economic, political, religious, etc. nature.

This Constitution may be amended or changed after its adoption by a vote of the Legislative branch. In order to add a new Amendment, a 75% majority is required. However, in order to change or repeal past Articles and Amendments, a 60% majority is required.

We encourage the Constitutional Assembly to propose a Bill of Rights for the citizens of the Alliance post-haste in the form of amendments to follow after the ratification of this document.

Lorquin Q. Howler looked down at the paper. His old eyes barely read the letters, and yet he knew exactly what it said. He had read and reread it so many times that he was amazed the paper hadn't dissolved from the amount of light it took to read it. I hope that this will be passed...

He sat down at his desk. His hands slightly shaking with old age, he took up his quill and began to write.

I am sorry that I cannot detail any more, for my hands are already unsteady, and this old man cannot keep up with everyone as he once did.

One key thing that was missed during the drafting of the Constitution was term limits for the three offices described therein. Now, I propose that we implement term limits that allow for frequent elections in order to keep the will of the collective alliance behind the running of the alliance.

I also propose we use a nomination system of two to four candidates for each position, with no self-nominations and no votes allowed except for the nominations so that we won't have sham elections where everyone votes for themselves.

As for the larger nations supposedly deserving more voting power than the smaller ones, I suggest that they simply run for office and stop the whining. Each nation has an individual sovereignty, not sovereignty proportional to the number of inhabitants. Adding some system of representatives/votes proportional to the population now gives the Alliance the authority and responsibility to conducts censuses.

And if not, then the Alliance will be forced to rely on the information provided to it by the nations themselves.

Oh by the way, if we enact this system, my nation has a population of 66 billion. I have a doctored census right here to document it. ;)

Grand Premier Allen Stone looked on through the windows of the Central Government Building of Mulatia as he read the hand written note from his dear old friend Lorquin Q. Howler. As he got ready to depart to his private pallazo that his family had first built after the Wars of Rebellion, a detachment of Blue Guards began to follow him to his limousine. He would be present at the meeting of the Alliance's signing of the treaty that would bring them together at last. He would also request, per his friendship with The Howler, the role of the Secretary of Defense. His nation had seen enough fighting for a change, and he did not wish to curse the new alliance with conflict.

After a recent informational discussion with an unnamed country, it has been revealed to me that the Meganations, those who do not want to sign the Constitution, will not be able to survive without us.

Kirvonia is currently undergoing extreme lack of wheat. They always have a strange fetish for Jews... we have plenty of wheat. And some Jews...

Enkivia has almost no oil. It cannot fuel a war. Many of our countries are rich with oil!

The Maxgreen Allies have no government! We can help establish one!

If we, the micronations, work together, we can help establish this Alliance as one of the most powerful in the history of the world.

After two grueling days of riots, Grand Premier Allen Stone sat in one of the plush chairs in the reading room of his pallazo. As he sat reading the mail that had just came in, his wife brought a hot cup of coco to him. As any citizen of Mulatia would, he snatched the cup of warm liquid and took a long sip. The wait for another letter on the progress of the alliance had been excruciating; but, like always, it had come. And as he began to read, a smile cam across his face...

Our nation has oil reserves that we do not use, because we have no use for the technology. Enkivia can buy the rights to our nation's offshore oil reserves if they would like.

Generalissimus Kirov was sitting in his office smoking his second-to-last cigar. The 20 year old military dictator was "meditating" (his fancy word for daydreaming) on his rise to power. He had inherited control of his nation; one based upon a strange combination of ideas called Kirovism which was the political philosophy that dictated how the government functioned. (The best way to sum this system up was a semi-hereditary, semi-communist, semi-democratic nation, with a constitutionally unlimited executive.) The phone on his desk began to buzz, knocking him out of his midday half-daze and causing the cigar to fall out of his mouth into his lap. "Damn It!" he exclaimed. After placing the cigar in an ashtray he calmed himself and answered his phone.
"Yes? Kirov speaking" he spoke, careful to keep his voice as level as possible.
"Your Excellency, the Foreign Commissar is here, he says it’s urgent." Came the voice form the other line. It was his new secretary, (her voice annoyed him) and the third replacement this week. Ill transfer her next week and roll the dice again I suppose, he thought. Three in a week is a bit excessive. "Send him in in five minutes, thank you" Kirov replied, then hung up. Well, this is unexpected
Kirov got up out of his chair, put on his service coat, straightened out the wrinkles, and otherwise arranged it as professionally as possible on his own. He then sat back down in his chair, tossed the cigar in the waste bucket, and cleaned out the ashtray. After another two minutes had passed, the doors to his office opened. Kirov couldn’t help but place his hand on his sidearm, a habit which had served him well during the revolution, having prevented several assassination attempts on his life. He removed his hand as soon as he saw that it was probably the Foreign Commissar. He had never actually seen the man face to face, Kirovnia was relatively Isolationist and the Foreign Commissar was simply an old tool used by Marshal Ghalid to rubber stamp the exchanges of materials between the Republics that used to comprise Marxnia. He was flanked by two Soldiers of the Kirov Guard; the one on the right was Major Vitaly and the one on the left was a young corporal whose name Kirov could not recall.

Major Vitaly clicked his heels, his counterpart doing the same. This was the professionalism expected by the Kirov Guard. "Presenting the Foreign Commissar, Your Excellency!" Major Vitaly announced, then entered into a half bow. A second later, he and the young Corporal pivoted on their heels and exited the room in perfect unison. The Foreign Commissar then clicked his heels, and snapped a palm out salute which in contrast to the Kirov Guardsmen was somehow lacking in intensity.

"Your Excellency-" The Commissar in Chief of the Foreign Commissariat began to recite the title that seemed to increase in length every day, "-Comrade Generalissimus, Prote-…"
"That’s enough of that" Kirov interrupted. "Comrade Foreign Commissar, if you insist on using that stupid full unofficial title that the entire nation has taken to calling me, we will never get anything done. Just use what military courtesy demands." (Kirov hated his many titles; Protector of the Kirov’s Cause, Defender of the Revolution, Savior of the Nation, the list went on and on. He even hated the 'Your Excellency' but gave in when it was put to public vote and the people overwhelmingly voted to officially refer to the Generalissimus as 'His Excellency')."I apologize Comrade Generalissimus" the Foreign commissar used to sign off on the 'Political Undesirables Exported' forms as well, and as a result made it a point not to stick out from the crowd, he was already uncomfortable with having to interact directly with the Generalissimus."Your Excellency I thought you should see this, it came across my desk this morning." the Foreign Commissar handed Kirov the paper. "Comrade Generalissimus, what should I do?" he asked. "Comrade Foreign Commissar," Kirov began after reading the paper. "Send my special envoy, Comrade Ivan Peterlin. Make sure he is equipped with the ability to communicate directly with me. Also, make sure he has an adequate security team. Send…Captain Petrov of the Kirov guard Red Beret's, tell him he can take whoever he wants for his team. Thank you Comrade Foreign Commissar." After giving that order, Kirov noticed the fact that his foreign secretary only had 5 medal ribbons on his chest. "You should go too, get some more weight on that chest". Kirov said jokingly and laughed a little bit afterwards. The foreign secretary didn’t know how to respond so he just smiled. "Dismissed Comrade, Good Luck" Kirov said, following with a salute. The Foreign Commissar returned the salute and exited the room.

Phew, I pulled that one off The Foreign Commissar thought to himself. Ha, I guess he expected somebody more decorated to run an entire Commissariat He continued down the hall, he needed to get back to his office in the Foreign Commissariat to make all of the arrangements
12:04 PM. Lourquinta International Airport, Lourquinta, Theocracy of Lourquinites

It was a relatively smooth landing; the Kirov Guard Captain was an expert pilot in addition to his impressive capability as a ground combatant. Ivan Peterlin sat somewhat uncomfortable in his modern business suit. Any Kirovnian would be, in Kirovgrad it would be like asking for a mob to attack and lynch you and though that probably wouldn’t happen, every single person you passed would at least fantasize about it. He had, to retain at least some of his Kirovnian identity for the cameras, pinned his 27 medals to his chest and removed the rank insignia of full commissar from the right shoulder board of his olive service coat and pinned it to his lapel. He was a two time hero of Kirovnia and a former Major in the air force, and was at one time Military advisor to the Governor General of Odei. Regardless of his actions, whether he reconciled the differences between his nation and the outsiders or at least made a big show of it when he left furious without reconciling them, there was probably the title Hero of Kirovnian Labor (the non combat-related version of the Hero of Kirovnia medal ) waiting for him when he got back.

An aide popped into the cabin that he was sharing with the Foreign Commissar to alert them that the plane had landed (the curtains were drawn over the windows and the landing was so smooth that nobody would have noticed.) and that outside the security force was ready and it was time to set foot on foreign soil. Peterlin looked at the foreign commissar with envy, as he was allowed to wear his uniform. The Commissar had all five of his medals pinned on his chest and had spent the last few hours polishing them, his cross-belt, pistol holster, and boots. He now looked like the Professional soldier Peterlin used to be. He would just have to make do in his suit, which looking in the mirror once more, looked somewhat like the uniform of a foreign army.
When they approached to Exit Hatch at the front of the AN-124 that had transported them to Lourqinta, the group paused to wait for the loud speakers attaché d tot eh airplane to announce Peterlin. The introduction began:
"Presenting the Representative of his Excellency the Generalissimus of Kirovnia, Commissar Ivan Peterlin" The loudspeakers played the march that was probably the best known to all the people present outside of his security team and the Kirovnian media that followed him.

Ivan exited the plane followed by the Foreign Commissar, both effectively faking a smile, and waving at the crowd, as they walked by the Kirov Guard soldiers, placed at intervals of 10 feet, they snapped into attention. When he got to the end of the red carpet he saw Captain Petrov, who must have looked menacing to the foreigners as Captain Petrov had the right half of his face blown off in an attack on his home that killed his wife and two kids. It had since been replaced with a polished steel quarter mask, however miraculously his eye was unharmed by the explosion. The Captain introduced Ivan to the official that was sent to meet him. “Hello” Ivan greeted the foreigner in slightly accented (Russian) english and extended his hand to be shaken. “I guess you’re the one who will take me to where I need to go?”

Grand Premier Stone was already on the ground when he noticed the rather large aircraft on the tarmac of Lourquinta International Airport; he identified it as a AN-124, with the markings of the Kirovnia. Probably the private aircraft of some political commissar from the Socialist Republic of the U.S.K.R. "Mulatia was not as small a nation as it started out when we first entered this alliance," Stone thought to himself. As the group of soldiers that were always to be found near political members disembarked, Stone caught a glimpse of the ambassador before the team of Kirov Guards had completely secured the area. The Premier took a long sip of his coco and leaned back in his uncomfortable chair. "It's going to be a long week," he thought...

Lioner Deriu had been awaiting this visit for awhile. He felt strange... he had always imagined that meeting a foreign ambassador would be much more exciting, but this one had fewer medals on his chest than he himself had. So... the Howler was right when he said that they didn't get out much...

He took his hand, and shook it firmly. "Hello. I guess you’re the one who will take me to where I need to go?" the foreign emissary said, with an accent that Lioner couldn't quite pick up.

"Of course. I am Major Lioner Deriu, and I will escort you to the Palace of the Howler. Now, the Howler has given me a few things to go over with you before we arrive." They all stepped into an awaiting limo. "Now, as you may know, in Lorquinitian culture, the title of Lorquin is passed on to every child, and the second name is the one passed on. Lorquin Quincy Howler is his full name, but you must NEVER call Quincy. He abhors it. You can call him the Howler." he stated.

"Also, to explain the Howler bit. You see, in our culture, Princes are not given their last name until he is 21, or crowned King. They are named by whoever they lead. A scientist would be named by the scientific community. A philosopher, by the philosophers. A teacher, by his pupils, and so on. The Howler was a great leader of the people and army, specifically. His great battle-cry struck fear into the hearts of out enemies, and it resembled the howling of a wolf pack. And so his soldiers called him 'The Howling One', and 'The Howler' for short. on his 21st birthday, all the army came together, and all announced as one: 'His royal name shall be, the Howler!' Thus why he is named as such." he continued.

"Oh look! We are already here! I hope that your stay is enjoyable. Thank you!" Oh thank God that they're gone...

It would seem that Grand Premier Stone was always ahead of the Kirovnian delegate. As he engaged in conversation with Lorquin Q. Howler in one of the many trophy rooms of the palace, he noticed out of the corner of his eye the small, almost gnomish man. The Premier took much notice of this, and excused himself from the presence of his good friend. As he walked towards the Kirovnian, the man turned to face him with a tight salute...

OOC: Sweet, now we have a leader/ambassador conversation! At least, I hope...

Lorquin had been discussing the economic difficulties that all were facing in this time with Mulatia's representative, but was happy when he excused himself. How terribly depressing... he thought to himself. Now, lets just wait for all the other nations to arrive.

None of the Kirovnian Delegation would salute a foreigner unless they had Honorary Rank or a Kirovnian Title: Hero of Kirovnia, Hero of the Internationale, Hero of International Labor, Pasha of Odei, something like that. You can puppet only when you have expressed permission, if you want, you can Email me at MikhailS.Kirov@yahoo.com, to discuss your posts ahead of time, that way if you have an Idea on what my persons reactions would be you can integrate them into your posts. Also I have that yahoo specifically for Nationstates, so if you want to chat I’m up for it. SO I’m going to ignore the puppet, and just have my guy extend his hand for you to shake, No worries man, it takes a while to get used too.

Seeing the Mulatian approach them, Ivan whispered into the foreign Commissars ear. "You’ll handle this one, I will go meet with the King." "Okay" the Foreign Commissar responded. Though technically the Foreign Commissar was the Special Envoys boss, it was Peterlin who was able to organize the Internationale into a single nation. Ivan Peterlin ignored the Grand Premier and continued on to meet with the Howler. The Foreign Commissar stayed behind, he wasn’t interested in meeting with the Howler anyway.

He held his hand out to shake, "Hello, I am Foreign Commissar Andrei Arytom and you are?"

Special Envoy Ivan Peterlin's meeting with the 'Howler'

Ivan Peterlin approached the elderly man he assumed was the 'Howler' He remembered the K.S.B. (Kirovnian Security Bureau) briefing on him, A Military man or at least a Military man at one point. "Your Majesty, His Excellency the Generalissimus sends his regards, and regrets that he can not yet join you, I have to make the proper arrangements for is arrival, His Excellency coming to your nation is no small affair for anybody involved in this."

Stone left out the part about the multiple information ops; it was likely that the Kirovnians had done the same to his country. "It is understandable why your ruler, His Excellency the Generalissimus Kirov, would not attend this meeting. Certainly I have no thoughts of him being a coward, but my curiosity picks at me; why has his excellency not joined us?"

This is a lot easier than I thought it would be. Thought Andrei. "He is repressing a rebellion in Occupied Kurg the leader of the fascist party claimed the throne and started calling himself emporer, its Kirov’s style to deal with these pigs personally. By weeks end, the K.S.B. and C.I.S.P.A. (Commissariat of Internal Special Police Activities) should have the 'pig-dog' (A common slur to refer to a fascist in all of Kirovnia's cultures.) in court. I’m sure Comrade Generalissimus Kirov, will preside over his case himself, and probably administer the execution." Andrei now was visibly more relaxed. Interacting with important people was not as hard as he once thought. It would seem the caution that had at one time kept him alive, was no longer necessary. The old guard had been deposed for three years by now. Surely, the Generalissimus would not allow such happening to occur, or even start." Stone then gave a hearty laugh; "Our countries will soon be allies, my friend! Come, do you enjoy a cup of piping hot coco as most Mulatians do?"

"No we do not have this coco that you speak of" Andrei replied. coco, what the hell is that? "Umm, Kirovnians drink hot tea mostly, in Odei, Nkumai, and Stepojistan, (All of these are Kirovist Republics.) coffee is the hot drink of choice. The reason why these supposed emporers pop up is because the good Comrade Generalissimus allows for an unprecedented amount of political freedom, at least in the nations that comprise the Union of Kirovist Republics. Kurg is currently occupied; His Excellency’s approval rating currently stands at only around 45% there. They are vulnerable to propaganda and always have been. Some person pops up, starts ranting about how their race is superior, and wants to revive the Kurgnian Empire, and they all follow him blindly. It is expected however, that after this guy is gone that, there shouldn’t be any more popping up. He is the last high ranking fugitive yet to be brought to justice. The rest have left the country, the K.S.B. is currently looking for the rest, they have leads that tell us they are hiding in Enkavian territory, and two of them are believed to be in your nation."

"The same way any illegal immigrant would have infiltrated your country. Besides, we are not 100% sure, if we were, we either would have them back by now or filed an extradition request if we were feeling diplomatic that day. One of the advantages of having a nation as large as mine is our K.S.B. can operate unlimitedly in nations such as your own without the fear of military response. Though I guess we will refer to those as the good old days if we reach an agreement here. Anyway, we know you aren’t harboring them purposely, which is why we had planned on dealing with it quietly using our own assets. As for the political danger, unless white or Germanic supremacists are especially powerful in your nation, you have nothing to fear." Andrei said, hoping not to allude too much to Kirovnia’s intelligence ops.

However, he was on orders to use Kirovnia’s size militarily and otherwise as a bargaining chip. The military was Kirovnia’s pride. As was their K.S.B.’s skill at infiltrating and extracting targets without foreign governments knowing. The K.S.B. had people everywhere, except for Enkavia. Whose nature made it hard to infiltrate, and recently as a show of good faith, what little espionage assets were there, were recalled. Kirovnia even went so far as to have the Agents in Enkavian territory report all known security holes to GeWalt Industries, the de facto government of Enkavia.

A lean, imposing figure appears in the doorway. Pasha Maximus enters the trophy room, in a foreign Palace. He was quickly followed by two of his guards. He seemed impressed by the shiny trinkets around him, each representing some noteworthy feat. He turns his attention to the table, in the middle of the room. It was cleared. The seats were vacant, yet there was a definite feeling that someone had been seated, and that someone was arguing. This excited the Pasha, for he had neglected his ambassadorial duties for far too long. He was too preoccupied caring for and serving his loving citizens.

He chuckles and reaches into his jacket pocket with his sinewy arm. He pulls out a small cloth, and with it, he polishes his monocle and reclines upon the comfortable red armchair. He deserves some well-needed rest and relaxation. He wondered when the other leaders were going to arrive. Or had they already left? One thing was certain. He had some time to kill.
