there's no hard and fast rules. It's best to figure out WMD rules with the other roleplayers, some uses of nukes can make for a more interesting RP, whereas strategic nuclear exchange can make for a possibly boring one.

Israel has been around for thousands of years (not continuously or same leadership etc. but you know what I mean). 500 million is a good amount of time for someone to have learned how others RP, and when and when not to use nukes. I'm not against them having nukes, or being able to threaten with them ICly, just not using them.
