You see, laws can vary depending on the constituent republic, so the original negotiation for reconciliation at the end of the civil war was that each republic and their soviets deal with corts, each appointing their own attorney general and courts. Only the most severe and complex of cases are brought to the national level. I realise that this is an unorthodox system, but the republics and their soviets are satisfied with the current system. It is also less of a burden on the central state, and legal records can be transferred as and when they are needed." he explained.

The economic advisor was the next to speak. "One thing I would like to mention is a generalised trade agreement. Essentially consisting of expediated channels for goods produced by the other, and a full waiver of any tariffs, as well as allowing production lisences to be traded at cost. We have a surplus of both light and heavy industry, as well as a growing civilian uranium sector. Foodstuffs as well as locally produced goods can also put on the table as well, should any buyers want to see it. We of course would be willing to buy goods and services from your end as well, cutting down on tariffs and paperwork involved." He proposed.

Uranium is a commodity which we would be interested in acquiring, we do have an expanding nuclear energy sector, currently powering 60% of our nation. Another product of interest is grain, which we do not have a lot of in Tekniania, it would allow us to add another level of food security unto the 4 others we already have." His voice was incredibly dry and monotone, giving all the people listening an intense wish to fall asleep.

The Speaker, however, she seemed to be quite unaffected, calmly picking up the cup of tea, after a quick check for any dangerous substances by a Council Guard, and taking small sips without adding any sugar or milk.

If metereological projections hold then we will have a substantial exportable surplus to spare. Numbers can be included at a later time for the sake of brevity. Lastly, we can provide up to 50kg of fissile material per year, which is enough to run a modern nuclear reaction of average capacity for approximately 12 months if properly used with some to spare if needed. But bear in mind that we will not advise on nor sponsor a nuclear weapons program"

He solemnly mentioned, perhaps because he was about to fall asleep to the sound of his voice or because he had been opposed to it, it was impossible to tell.

We don't import either and don't plan on doing that, so that is of no concern. Ah, speaking of tourism, would you be interested in developing a regular ferry service between, say, this city and Tekniania? We try to use planes as little as possible, replacing them with ferries when possible. The services can be provided by our state-owned National Ferries, they currently use hydrogen-powered ferries which are quite good for the climate. But all of the things you mentioned... do sound good, but you should hold off on presenting this to your legislature before we get confirmation that we can have that reduced 25% rate, which should not take long. I will call the Commissioner for the Economy as soon as possible and she'll make sure it passes."

The General Secretary spoke next "We can speak to the port authorities and see about the practicality of doing so, but a regular cruise or ferry line between the two cities shouldn't be a problem. Also, seeing as how the matter of percentages will need to be smoothed over, I propose a recess until the matter is sorted?" she said. Martinez and the foreign secretary nodded in agreement. "I can see about setting up a travel exception as well as discussing the current terms with the internal secretary, but won't set it in stone until we're all satisfied here. Evening meal service should also be ongoing, and overnight rooms have been provisioned for as well, should it be needed" the latter explained.

Newton nodded at the suggestion "that will make a good way to pass the time, but I do request the presence of a cadre of red guard with me, for peace of mind if nothing else. With minimal weapons, to prevent anyone from being rattled by their presence." She then turned to address the other Crysukon delegates present. "Comrades, I will meet you back here once the prevailing matters are settled" her tone authoritative. Even standing while they sat. "Yes, Comrade Secretary" they said in eerie unison. A short while later, Martinez and the political advisor, one James Thorne made their way to the dining area, deciding they could negotiate more strongly on a full stomach. A trio of red guard were summoned the accompany Newton out. The foreign secretary remained to see what his counterparts would do, more out of curiosity than anything else.

The Council Guards, who had so far been dispersed throughout the room, once more assembled around the delegation, the fully black staves in their hands giving them quite an impressive appearance, letting everyone around them know who here is the head honcho. One of them, a man with considerably more decorations on his chest than the others, leant in and gave a quick message in Teknianian Standard to The Speaker, to which she simply nodded and said a single word back.

Outside the hotel was waiting a sizeable Land Guard buggy, reminiscent of those used by the US Army during WW2, ready to take them to the port and then straight to the ship. The Teknianians sat down first, taking the second row of seats behind the driver and navigator, leaving the last row of seats for the Crysukoans. As soon as they were seated, the car's engine roared to life and sped them away to the port, down the streets with a route already carefully planned out by the navigator.

Arriving at the destination, they could see that a covered speedboat in a metallic grey finish was waiting for them all. On the way to the ship, Tamatoa explained why the SGS Liberty was not an aircraft carrier. "We did have aircraft carriers at one point, but about 70 years ago we lost a major sea battle mostly because we had aircraft carriers and nothing else. The enemy downed all of the aeroplanes we had launched and our ships were left defenceless. That's why we build battleships with arrays of AA weapons, just like the Liberty. Along the port and starboard sides, it has a 40 mm AA cannon every 20 metres, meaning that any approaching plane would have to deal with that entire side. And, of course, on top we have the mainline guns which shred basically any ship they come into contact with."

The jeep drives through the port and straight onto the boat, which then departs for the Liberty at a high speed. The Speaker gestures for everyone to get off the jeep. Now that the boat was drawing nearer to the ship, a gaping half circle opened in its side, with a dark tunnel peering out, which the boat was looking like it would be entering very soon.

Technically there is a helipad, but this was a short trip, so taking that would have been... wasteful." The boat, now right at the ship, swings around with the rear of it facing into the tunnel, which now reveals itself to be a little cut out platform in the side of the ship which can close up and from which what looks like a cargo lift can be accessed. The delegation steps off and the boat begins its return to Col-Talsis. They step into the lift, where an attendant presses a few buttons and they ascend to the top deck of the ship, 50 metres above sea level.

Tamatoa steps out first, quite used to the sights, alongside her people, but the Crysukoan delegation would be quite stunned. In front of them towers the Bridge, adding another 50 metres to the height of the ship, and to both sides from it are the mainline guns, each with three barrels as thick as a Damn! on the Gabriel Iglesias fatness scale, 8 of these guns to each side, towering over the visitors. In front of them, awaiting the delegation, stands a greyish man in the Sea Guard's signature cyan/turquoise uniform with notably more medals than those around him and a lot more stuff on his shoulders, indicating a high rank. Must be quite a job to load these, probably keeps the loading crews well practiced. Reminds me of old pictures of railways guns, actually" She observes, hands tightly behind her back. The red guards continue looking suspiciously around, though reasonably sure that those present meant no harm, one could never be too sure. After all, a previous leader had died to an assassin from getting too complacent and the guard have never completely lived it down since. Their training regimen has consisted of instilling a sense of alertness and paranoia, and even conditioning them to sleep lightly such that they can jump at a moment's notice at any time.

She slowly turns, now calmly walking along the railings of the ships, showcasing little tidbits, making her way towards the lifts up to the main Bridge. I understand the sentiment, I know I have enough departmental oneupmanship to deal with, but sometimes I feel like pride comes into it as much as policy." she went on. Aside, one of the red guards radioed to shore, raising the port authority to explain the situation to them. A warning was given out that a firing test would take place, and the appropriate preperations were starting to be made.
