As a explination, a bunker burster is a heavy bomb ussally dropped from a high altitude. Its designed to dug itself into the ground, and then explode near bunkers, to (depending on warhead) cause entire bunker systems with reinforced tunnels to collapse

Oh... But you have to keep in mind, being PMT, it is perfectly possible to build the tunnels deeper. Also, I said that some of them evacuated to nearby nations.

Yes, its perfectly reasonable for PMT to build deeper tunnels, tho vice versa its also perfectly reasonable for PMT to have bunker bursters which can penetrate more soil and reach deeper (I mean the during the Iraq war, it took just a month for Uncel Sam to develop a bunker buster which turned nearly all Iraqi command bunkers obsolete.)

Its more about undermining foreign influence in the region, and well Heldervin is a risk to the integrity ot EFU Heldervin so a weaker Heldervin is better.

Also dont worry, im not planning to take any more territory for myself, I will instead give the task of turning Heldervin into a proper nation state to another nation. Tho while retreating out of Heldervin, I will proly plunder what has been temporarily occupied during this war while pulling out troops

Yup, tho not just from the perspective of NS states or because I said so but because I do spend quite alot of time, or rather include what I learn from day to day research into my nation.

Well, I mean that Heldervin, with a military, would pose more so a risk to East Heldervin, since A) the Superior Monarchy would likely expand the highway network to improve army movement (ICly, you shouldn't know that) and B) we're right next to them.

Its quite litterally impossible to hide large infarstructure programs, because of the ammount of contractors needed for that, sattelites in space could easily spot those, reccon aircraft could too, and it would be an easy thing for onground intelligence to spot.

Even if build underground the previously mentioned things would work, with the addition of incredible increases in construction time and horendous construction costs

Not as if I can really do much. Except having the nuclear power plants self-destruct to limit nuclear damage.
