Three Main Tenets of Total Defence
Civil Defence
Civil defence broadly refers to activities of the Police Force and Civil Defence Force to restore a sense of normalcy during a national crisis with the aid of active civilian participation. Civilians are trained in first aid, urban survival, and management of blood, water and food resources. Donating blood to national blood banks, volunteer work, and being a medical frontliner are also activities seen as contributing to civil defence. The Alliance seeks to ensure that each members' civil defence force are able to provide the best service during times of emergency. The Alliance seeks to hold biannual firefighting and rescue exercises to ensure that all member states are able to assist other nations in times of natural disasters and disasters of epic proportions with a civil defence expeditionary force, and assign units to the STDA Humanitarian Task Force
- The STDA Humanitarian Task Force consists of firefighting and hospital brigades forming a humanitarian task force to assist in disaster-struck areas. The STDA HTF are to be supported by units from the STDA Peacekeepers, or the target nation's own military forces.
Economic Defence
Economic defence relates to governmental efforts to sustain and develop a nation's economy, while a policy is undertaken by the government for workers to upgrade their skill sets. Members also stockpiles essential supplies of food, medication and personal protective equipment, in addition to pursuing secondary supply chains, so as to offset potential disruptions. The conservation of essential resources including water is placed under economic defence. The Alliance seeks to create strong interconnected trade routes and development of local economies to ensure self-sufficiency in STDA member nations. Primary, secondary and tertiary industries are to be developed and nurtured in order to create strong economic defences for the member nations.
- Industry development include creating eco-friendly methods to extract raw materials from the earth, and create fair-trade networks to ensure feasibility in working within the primary industry. Basic safety and welfare policies will also be enforced for the member state to follow, to ensure that each worker can work and provide in a safe and efficient environment.
- Essentials will be fairly priced within strict limits to follow inflation to ensure that no exploitation by merchants would occur during times of crises like Pandemics, Natural Disasters and War. This list extends to foodstuff, water, medical supplies, and other survival essentials of the human body.
Military Defence
Military defence involves heavy investment in armaments, training and equipment for the member nations' armed forces. A capable armed forces is seen as a necessity to deter potential aggressors, combined with quality training and cutting edge technology. The Alliance seeks to hold biannual military exercises for selected units of the armed forces of all member nations to ensure cohesion among STDA formations. The Alliance also seeks to maintain an Army-sized military force of 160,000 men for both Last-Resort Military Interventions and peacekeeper operations.
- A Last Resort Military Intervention (LRMI) involves the entirety of the STDA's integrity under a military threat by a foreign entity or alliance. LRMIs are to be considered only if the top members of the STDA are unable to contain the military threat by their own independent actions, and are to be wholly defensive and allowed to operate solely within the border of an STDA member nation in a Status Quo.
- Peacekeeper Operations involve the STDA deploying armed units in order to maintain order and support rebuilding efforts in a politically and militarily unstable region. Approval has to be given by the recipient nation, and approval sought from active STDA nations within a 3 IRL day period.

Alliance Principles
- Principle 1: The Silvana Total Defence Alliance is a defensive alliance focused on Civil, Economic and Military integrity, with no obligation to join a fellow member in foreign interventions but fully obliged to support when under sovereign economic or military aggression. Any aggression among members will result in the expulsion of the aggressor.
- Principle 2: The Silvana Total Defence Alliance can be applied into by nations of any and all forms of governance, provided they do not engage in domestic and foreign abuses of the human being of any form including and not limited to illegal child labour, slavery, puppeting and annexation of foreign lands.
- Principle 3: The Silvana Total Defence Alliance works towards the abolition of corruption of all forms, whether governmental, economic, whether bribery or extortion.
- Principle 4: The Silvana Total Defence Alliance seeks continued growth and improvement of relations with fellow nations active in the International Sphere, and resolves to bring conflicts to an end in as quick and bloodless a manner as possible.
- Principle 5: The Silvana Total Defence Alliance reserves the right to accept and reject, to maintain and expel any member states found to be in breach of the Alliance Principles, and will be labeled a Roguish Member to be expelled.
- Principle 6: The Silvana Total Defence Alliance reserves the right to grant their members political and diplomatic autonomy, and reserves the privilege of Plausible Deniability should a member participate in roguish actions independently.[/b]
