The United Federation of Relikai will activate the International Branch of the Disaster Assistance and Relief Team (DART) of 3,000 members trained by the Central Relikan Civil Defence together with an aid package of 50 million NSD in the form of modular housing, supplies, food and fuel among others. Water distillers and power generators will also be flown in with the Relikan Air Force activating 12 C-17RIV Globetrotter heavy transports to load both the DART members and relief equipment. DART parajumpers will also begin HALO missions to secure landing zones for helicopters and heavier equipment among the wreck, the members trained to work and operate independently with three days of supplies. With a working airstrip this force can be expected to arrive in 24 hours.

A naval transport flotilla of eight LSTs in the vicinity will offer the services of the 302nd and 303rd Independent Marine Regiments, carrying with them a number of utility and heavy-lift helicopters for rescue operations and establishment of communications. The regiments are also able to provide its Engineer battalions to maintain and repair public infrastructure as well as set up a tent city with medical supplies. Fresh food and produce will be flown in for the Logistics battalion to prepare for the refugees, with one Logistics battalion able to serve three full meals for a total of 2,000 calories per person for up to 15,000 people daily. Given their vicinity the marines can reach Exquilonia in 48 hours.

While the DART team forms the first wave, the Relikan Medical Council has approved the release of 50 doctors and 100 nurses from the Relikan Western Front, an area prone to seismic activity and trains medical personnel specifically on how to deal with victims of natural disasters. This second wave will be available in 48 hours, and will be accompanied by the Relikan Red Cross and their volunteers, numbering 3,000 in ten full companies. These volunteers will assist in logistics and administration matters behind the devastation zone, including food preparation, setting up of tents and infrastructure, and identification and reuniting lost members.

Finally, the Relikan Medical Council and DART has agreed to provide three hospitals worth of equipment, and selecting three existing buildings to set up the equipment in. It is estimated that this venture will take 72 hours to complete, with the transports used being the same as the DART team's initial fleet. These hospitals are here to stay, and the Relikan Medical Council is willing to have the doctors provide training and educational programs to local volunteers to help in the rebuilding effort.
