OOC: The effects of the white phosphorous attack kills 2400 Uruguayan soldiers, 200 Brazilian soldiers and 100 Civilians in the attack.
Also you need a way larger navy to blockade the entirety of Uruguay, so increase your warships to about 2,000 fully to blockade Uruguay, otherwise it would be considered voided and the only blockade would be the one on Salto.

Planes fly high over the sky over the sky of Uruguay. Water is dropped from the plane to calm the raging fires. The plane also drops the brand new GDR 105th Paratrooper Corp. 100 elite soldiers trained from a young age in the slums of the communist side of Valakaya and considered some of the mightiest soldiers in the nation were dropped from the sky in small shuttles. Upon landing they stepped out into battle with special upgraded armor and a brand new tactical combat sub machine gun model. They were dropping Brazilian soldiers like flies and effortlessly traversing the battlefield unlike the rather average infantry.

After long preparation of an upcoming invasion, finally the leaders of Jilia has decided that it's time, with these new "Elite" troops from the Valakaya, Jilia decides to launch a full on invasion at the core of Salto, they first uses their newly arrived bombers to bomb the Elite Valakayan troops, or atleast try to, and then they line up their newly found motors (about 40 white phosphorous motors), and launches another White Phosphorous Attack to shatter the Uruguayan defenses, then after a hour or two, they start to launch a full-scale invasion from the north and south, using their new battalions (battalions being the keyword here), about 40000 fully trained soldiers, and 4800 Leopards, it is safe to say the Imperial Battalions are a force to be reckoned with, anyways, the Battalion starts invading the core Salto territory and sets up anti-air defenses just in case if they start to bomb the Battalions, Jilia OFFICIALLY Embargo Uruguayan goods.

In return, Jilia revokes the Proposal made earlier and gives most of the SRoM little golden necklaces, now SRoM does not have to pay the 2.5m NSD what anymore or be nutruel in the War, they are free to do whatever they want

However, after stating that Al-Momenta is a major trading partner with Uruguay, he did create points that the nation will be sending economic aid to Uruguay to help recover the nation on it's tracks against Brazil. This is so that Al-Momenta can freely open it's trading routes with Uruguay again. At the moment, discussions are being held by the Sultan and his top military generals, but at the current time, they are unsure of how much money they shall be sending to Uruguay for economic recovery and defence against Brazil.

Maybe Paysandú would be an option, it’s further south than Salto, still has a decently large population and is located along a major river so it’s easy to acess.

IC: The Jilian Government starts sending tons of Tactical Bombers and Stealth Jets to survey the area, they quickly find out that Uruguay is burning the city and there’s fire everywhere, they tell Brazil and other Nations that are supporting Brazil this.

Meanwhile in the Uruguayan coast, the Jilian fleet has started to bomb major Uruguayan costal cities such as Montevideo and starts taking hostages, they treat the newly gained hostages as Slaves for the purpose of helping them run the ships, fixing the ships, and prepare the Weapons, any hostages that do not oblige by the orders of Jilia will have been hanged in the lower decks for all the other hostages to see
