I have the honour to inform you of the forthcoming arrival of a Military Attaché of the Romaian Empire to Nifon. The purpose of this letter is to extend a formal notification and express our deep appreciation for the cooperation and support provided by the Ministry of War in facilitating this appointment.

The Military Attaché, Colonel Kyriakos Samaras, has been appointed by the Government of the Romaian Empire to serve as a liaison officer between our two countries in matters of military affairs.

We kindly request the Ministry of War's support and assistance in facilitating the necessary administrative and logistical arrangements for Colonel Samaras's arrival. This includes providing the required diplomatic privileges and immunities, facilitating meetings with relevant officials within the defence establishment.

1. INTRODUCTION
   
   1. This circular lists the areas outside the national territory subject to overflight restrictions or penetration prohibitions issued by the Romaian authorities to Romaian air carriers and aircraft owners registered in Romaia.
   
   
2. GENERAL CONSIDERATIONS
   
   1. Exceptional waivers may be granted upon motivated request to the competent authority
   2. These restrictions or prohibitions apply without prejudice to emergency measures that the pilot in command may take in case of absolute
      necessity
   
   
3. LIST OF CONCERNED AREAS
   
   1. Altaia
      
      1. From 28/07/2023 and until further notice, pilots in command of aircraft performing air services mentioned in paragraph 1.1 are requested not to penetrate into the airspace of Altaia.
   2. Bashiriyya
      
      1. From 10/09/2022 and until further notice, pilots in command of aircraft performing air services mentioned in paragraph 1.1 are requested not to penetrate into the airspace of Bashiriyya.
   3. Haramoun
      
      1. From 10/09/2022 and until further notice, Romaian air carriers and owners of aircraft registered in Romaia are requested to ensure that their aircraft maintain at all times a flight level above or equal to FL260 above Haramoun.
   4. Isfahan
      
      1. From 15/11/2022 and until further notice, pilots in command of aircraft performing air services mentioned in paragraph 1.1 are requested not to penetrate into the airspace of Isfahan (OIZZ FIR (ZHABAR)), except for routes UM860, UM688 and UL602 (between GASMI and ILBET) on which a flight level above or equal to FL320 is requested to be maintained at all times. After obtaining the agreement of the organizations providing air traffic control services, it is authorized, while always maintaining a flight level above or equal to FL320, to fly direct: • northbound between points GASMI and SEPTU and between points SEPTU and SOXOP (trajectory GASMI DCT MEPTU DCT SOXOP UM860 BINVA), • southbound between points RAGVO and MISIN (trajectory RAGVO DCT MISIN UM688 SINAD).
