The General Council

The General Council is the place where any WTTO member nation can discuss a variety of issues, from wars, sanctions, the future of the world and the WTTO, and also the proposal of new resolutions for the WTTO vote.

How the General Council works

It's all very simple, any nation can propose new resolutions for the WTTO, involving trade, product quality control, changes in the rules, and so on. Member nations propose their resolutions, and the remaining nations vote, whoever gains the most votes wins the vote, but what if, the votes are tied? Well, this scenario might be a little rare, but if it happens, the vote will go to the High Council, and it will be decided in the High Council, since, the High Council has 7 members (Including the Founder).

The Headquarters of the General Council

The WTTO General Council Headquarters is located in Harry Islands, in the town of Green Stairs, close to Harryville, the capital of the Harry Islands, the building in which the WTTO General Council is located is highly equipped, with safety equipment such as firefighting, cameras monitor the interior and exterior of the building for 24 hours, in addition to reinforced policing, along with sufficient protection for various natural disasters, such as typhoons, floods, etc. The Building also has an ecological design, being a Green Build, with the preservation mainly of the green of the trees, plants and bushes spread throughout the building, and also has a small greenhouse where edible plants are planted that can go to dishes made for the Representatives of the countries.
With exclusive connections to government agents from both the Harry Islands and foreign countries, with subway, bus, and a free and exclusive car transport service for the Delegations.

MEMORANDUM: On Wartime Assistance
RESOLUTION 002

The Commonwealth of Aquilara, while positively affirming the peaceful nature and intent of the WTTO, supports sentiment expressed by our Regnum Alian counterparts in providing mutual support to WTTO members in times of conflict. While we stress that active participation in conflicts involving WTTO members should not be mandated by the organization and instead remain the sovereign choice of individual member nations, we feel it evident that wartime assistance to trade partners is not only a good-faith action, but also strengthens the trade and diplomatic bonds that form the basis of WTTO membership and cooperation.

As such, this Memorandum urges WTTO members to:

• Supply non-lethal items (i.e. food, medical equipment, clean water, etc.) to WTTO members engaged in conflict in a humanitarian capacity.
• Provide logistics support to civilians residing in WTTO nations facing conflict-related strife.

All with the provision that fellow WTTO members are not obliged to follow these stipulations should the WTTO member facing conflict be considered the aggressor nation.

HUMANITARIAN AID IN NYETOA
DRAF RESOLUTION #004

Recognizing the increasing brutality of conflicts in Hyetoa is detrimental to the citizens of Nyetoa.

Also recognizing that war destroys lives, and entire economies of nations, and does more harm than good to the world.

Resolution 004 proposes that:

• WTTO member nations send rescue teams to Nyetoa;
• Resolution 004 also proposes that member states send Reconstruction teams to Nyetoa;
• Guarantee help without targeting only one side of the conflict, and without benefiting a specific group.
• Member Nations help Nyetoa to recover economically, through trade, and funds for infrastructure development or other ways;
• Help stabilize Nyetoa politically and economically.

ON THE AMENDMENT OF VOTING PERIODS IN THE GENERAL COUNCIL
DRAFT RESOLUTION #003

Recognizing that the current lack of a process for review and amendment in the General Council of the World Trade Treaty Organization could lead to unfortunate misunderstandings and the inadvertent passage of first-draft legislation,

Recognizing the inherent democratic value in the process of peer review and amendment, as well as the opportunity for any and all Members to have their say on any and all legislation put forth for consideration,

Resolution 003 hereby amends the Voting Process of the General Council from three(3) days to span five(5) Standard Days, of which two(2) will be dedicated to outlining the business of the General Council via the tabling of draft resolutions as well as the discussion and further drafting of those Resolutions so proposed, in order for all Members to voice their input and make amendments to any proposed Resolutions, if necessary, and as the Author of the proposed Resolution wills.

During the three(3) days of voting and debate, no further proposals shall be made and no amendments may be made to Resolutions brought before the Council in consideration during this process until the next round of discussion, after which period will be two(2) days of rest - after which the Council shall formally convene for the next week's business.

Resolutions pertaining to emergent situations, i.e. humanitarian crises, trade collapse, et cetera, may be tabled and put to immediate vote at any given time, whether in or out of session, by the Founder(s) of the WTTO or other such official to be appointed by this General Council in future rulemaking.

This Resolution and the rules detailed therein, following its passage, shall come into force the next Monday afterward.

After releasing the Building to the WTTO, thus making way for the General Council, soon the Harryan delegation was assembled, and was sent to the site.
Representative Hugo Chirira has been appointed to represent the interests of the current Harry Islands Government in the WTTO.

As the large black sedan made its way to the WTTO Building for the inaugural session, Sebastian couldn't help but remark how different Harry Islands was now compared to his visit some 15 years ago. He was on a university-sponsored trip for young and rising star students and the city of Harryville certainly wasn't quite as green and lush back then. Reminiscing a bit as the car made its way through traffic to Green Stairs, the view from the window gave him a nice break from his cell phone, which he had been glued for most of the flight in.

Finally, he had arrived at the building, and stepped out of the car once it had come to a stop, making sure to thank concierge who held open the door. The rest of the Aquilaran delegation was in the cars behind him, a team mostly comprised of analysts and specialists who would work closely with Sebastian on his trip. Looking up at the modern building, its ecological design clear to all, his crisp slate suit and wayfarer sunglasses presented a modern, professional image. He patted his suit pocket, making sure he had not forgotten his cigarettes - just in case he needed them later.

With the rest of the delegation fully disembarked, he looked and nodded to his chief analyst. It was time to enter and greet the other delegates.

Two moving trucks chartered locally pulled up, offloading the Office of the Trade Representative's furniture, equipment, and so on - and all the while, Madame de Vannetais, having been appointed Special Representative to the WTTO, and her staffers looked on as labor set things up. It was a proud day for them and their country, to be sure.

But the work had to be done - even if the office wasn't quite set up yet.

The Empire of Magica, recognizing that aside from the existence of the United States of Independence Hill's excellent and expansive agricultural and energy index, no real unified market under the aegis of WTTO for other industrial commodities exists. We theorize that the unification of WTTO resources into a singular commodities market, featuring commodities such as livestock, industrial metals such as iron, molybdenum, titanium, and steel, other staple agricultural products such as butter, cheese, and cooking oil, yams/potatoes, and rice, and alternative energy sources such as coal, uranium, and natural gas could be a net benefit to all Members, as the unification of basic staples and industrial resources into a singular market could theoretically drive down the cost of doing business domestically for many industrial concerns while simultaneously driving up both export and domestic consumption, fuelling jobs growth, as Member products will be more attractive overall due to the lower costs of manufacture.

After receiving the memorandum from the Upper Magica delegation, we are thrilled for the great idea, and clearly, we will support this memorandum to soon become a Resolution for the vote of the entire WTTO. Hello there, my name is Markyel, leader of Regnum Alea. After joining WTTO we have a few suggestions to assist allies, members and the WTTO.

1. Mild participation in war. Now you might say that the WTTO is a peaceful organization and you are right, and I wish to keep it that way but we may need to assist members in war with supplies so that we will have better relations.

2. Tourism. Maybe we should make some kind of fake home building for tourists to visit to increase public standing and revenue.

3. Creation of factories. I believe we should start making firearms, fruits, paint and the such to increase revenue.

A large black helicopter lands on top of the WTTO building. It's the President of the United States of Independence Hill, William Foster, and a team of body guards climbing out of the sophisticated metal beast. A WTTO building employee shows them to the door exiting the roof and they make their way to the elevator so they aren't late for the grand opening. The president's cell phone didn't stop vibrating even once the entire time.

Upon greeting and shaking hands with the host, Hugo, Sebastian and his aides took a moment to go over the two resolutions at hand. While he and his tea, had not yet had the pleasure of meeting their Magican and Regnum counterparts, he certainly didn't want to hold things up and hoped there would be an opportunity to discuss potential resolutions soon. Seated at a small round conference table, Sebastian and team took out their laptops and loaded up the documents, performing a quick analysis of the proposals and their potential effects before casting their votes.

One step and this venture could fail before it takes off and the WTTO becomes a slush fund for one of these alphabet coalitions." she replied, almost snarling. "We have time before the formal inauguration; set me up appointments with the Harryans, The Hill, and our neighbors - the Aquilians. And, uh, have a missive written up by tomorrow publicly denouncing any drift towards any kind of conflict. We're going to take the lead in countering this draft resolution if we can't amend it in committee."

And so, with a word, the Magican delegation worked to fulfill the commands of its Representative - ironic enough, as the Empire itself was very much at war, fighting for its very existence.

He hadn't expected the draft resolution to receive an AYE so soon - something as important as wartime assistance surely warranted expanded discussion. He stroked his chin and pondered - maybe the theoretical nature of the Upper Magican Memorandum and the briefness of the the Regnum Telegram threw folks off and they expected something less... concrete? With a sigh, he was already wishing for a cigarette.

"Hey Sebastian," his legal analyst interjected, "our wording simply urges members, without committing them. Given the speed of things around here, we've probably got to communicate that with the other delegates"

"Yes yes, I know," responded Sebastian, without looking away from his computer screen, "This moved faster than expected. We probably should have held off on our aye for Magica..."

His analyst shrugged, "well, I mean, it was hardly creating obligations. Nothing wrong with signalling support for a notional piece."

Sebastian nodded. Perhaps the host had merely forgotten a key scheduling priority. Pulling out his phone, he tapped away a message to Hugo, the Harryan representative.
"That was kind of fast... let's maybe start the conference first and and table drafts for discussion"
