UPDATE
King Ferdinand VI responded by putting the country into lockdown, and threatening to execute citizens of both county's in Awqnia for no reason. Tanks now roll the seeming jam-packed streets, killing anyone who gets in there way. B-21 Raiders drop bombs over houses with families inside. Tear gas is deployed by police on protesters,
One protester said:
"We Need help, right Now! Money, Weapons, Food, Just give us something!"

Message from the German government: "If you kill any German citizens, we will take appropriate measures, so it is better to release the confined Germans, or we will take more aggressive measures."
After this message, more than 5 million German soldiers were mobilized, along with 100,000 Aircraft and over 1,000 ships to ensure the message gets across.

RESPONSE/UPDATE:
King Ferdinand Said:
"Come and get it Kaiser! You and Your family will die at my hand!"
King Ferdinand orders every Lucerosain man, child, and woman in Awqnia to be executed along with some protesters. No compromise shall be made, If you try and fight, prepare to lose!
King Ferdinand Thanks The knights for there help and asks if they can help Awqnia fight the soon invading Germans.
Meanwhile Protesters have been still fighting for there freedom, and there right to have a monarch back! starved, tired, thirsty. They still stand trying their hardest with no support from any nation in sight. King Ferdinand has been moved to a secret location deep underground, and the Minister of Defense Joe was exacted by hanging for treason.
The military is also fortifying the coast lines following threat of invasion, and fueling up there F-32's. Protesters are also being cracked down on even harder with military men or cops disguised as protesters fight them from the inside. Most are near death or already dead as it looks like it will be the end of Monarchy in Awqnia.

This would give power to the people while still leaving the reigning monarch a measure of authority that is ethical and within reason. Multiple articles and clauses will have to be written that satisfy both parties such as freedom of rights, liberties, and speech while limiting the power of authoritative powers, mainly the police, to more civil and ethical methods. Methods that don't require unnecessary violence in the streets and cause horrendous casualties within the civilian populace.
2. The distribution of resources. If the situational reports are to go by, the populace is starved of basic necessities and comforts. This can be changed by sending out aid packets consisting of food, water, and other items required for the populace to continue with day-to-day tasks, with further distribution of packets to ensure that more than the required amount of material is acquired by each household. The open market must be accessible by the common citizenry to allow them to purchase goods that not only are required for simply living, but for comfort and a sense of freedom.
3. De-escalation. As this urgent and volatile situation is near Vichnaya's borders, the Ministry of Foreign Affairs and the Ministry of Defense have taken notice and have reacted accordingly. With promises of more civil and economic freedom to the common citizenry, reforms to their government including more rights and comforts and the reformation of the monarchy to a Constitutional Monarchy, and a tariff to stimulate the economy, the Monarchy of Awqnia can ensure its continued existence and avoiding a bloody war by the Kaiserreich. In turn, the Kaiserreich must de-mobilize and withdraw its violent threats and statements.
If the situation does not resolve diplomatically and a war ensues, the Vichnayan Federal Republic might have her hand forced to either employ security measures to protect her citizenry within Awqnia from either party or deploy Peacekeeping forces to de-escalate the situation.
Your Majesty, King Ferdinand, the Ministry of Foreign Affairs requests you think of the current proposals. While your government has committed several acts that have, quite frankly, horrified the current administration, the continued violence and the escalation into conflict will certainly cause an untold number of issues that might spiral out of your control.
Your Highness, Reigning Monarch of the German Kaiserreich, the Ministry of Defence heavily suggests you de-mobilize forces intended for a possible invasion of Awqnia. The blood of young men and women is not worth shedding over a matter as trivial and small as this on the international stage. Is it barbaric for the Monarchy of Aqwnia to commit such actions against their citizenry? Absolutely, however, this must be resolved by either economic or diplomatic means.
Once more, if war comes, the use of weapons of mass destruction will not be allowed. If this happens, the Federal Armed Forces of Vichnaya will be deployed to stabilize the situation.
