Phase one specifically had to do with the stuff that was defined as “In General”, meaning stuff which impacts both alliances, including a NAP, which is likely going to be on the final treaty.
Phase two is leaders only primarily because (As far as I am aware), it’s usually the leaders who sign on to any final treaty, and it’s the leaders who usually get the hardest things to deal with, such as, idk, the repercussions of signing said treaties.
In both cases, both phases ultimately impact the final treaty that all leaders from both sides are going to be required to sign, and the treaty’s terms impact everything in general as well.

Quite personally, I don't want a DMZ on our borders. I just want our politics to remain aligned closely together. This is likely going to prevent the event of a war more than a DMZ, because I'm sure we all remember what the Germans did in WW2

At this point, I doubt it. The conference is, in my own opinion, taking longer than the average NS War Peace Negotiations, and so far I just want to move on, and I am sure others do as well.
