Attention, old friends and foes, and the nations we've yet to meet!
We at the Crimson Tree Culture Committee have been working diligently these past two years in collaboration with the wonderful people at the Arcology Architecture division of Red Keep Solutions LLC. in order to prepare a very special project for all people from all across the Multiverse to experience: The Crimson Tree Matsuri Arcology!

My name is Joni Cottontail, and I was given the amazing opportunity to become the chairwoman of this beautiful underground nation's Culture Committee by my old friend, Chimi Akagi. When the elections started for the representative and leader of a new arcology began, I immediately signed up with the hopes of creating a place for foreign cultures from all around our world and the many worlds of our Multiverse.

The arcology is split into three layers:

• Midori
  In the Midori layer, holidays and traditions are more centred around family and other loved ones. Holidays and traditions such as Easter, hanami, Halloween, and even holidays like Christmas and Hannukah as well! Many religious buildings have been constructed here, such as churches, mosques, synagogues, and the pride of the Midori layer: Akagi Jinja. This beautiful Shinto shrine is also known as the Red Tree Temple, is dedicated to O-Inari, the Shinto kami of fertility, agriculture and industry. Each year, events such as natsumatsuri (summer festivals) and Shougatsu (the Japanese New Year) are held at this shrine, which is home to a unique crimson-barked cherry blossom tree cross-bred by Red Keep Solutions's Botanical and Agricultural Division.
  
• Murasaki
  A mystical place, perfect for spiritual holidays and traditions, from fortune telling, seances, worshipping the deceased, and other more mellow and sombre events. Filled with wonderful flowers and plants, this layer also has many activities for the green-thumbed, including brilliant flower gardens and crop fields. Feeling adventurous? The Murasaki layer also offers spiritual journeys through the use of tobacco, LSD, psilocybin and cannabis.
  
• Orenji
  Love to party? Come to the Orenji layer! Filled to the brim with loud music, great food, and wonderful drinks, every day is Fat Tuesday in the Orenji layer! Speaking of which: Yes! Mardi Gras is celebrated in this layer! Unwind by the artificial beach, specially designed to look and feel just like a real beach, even the water! Just got married in the Midori layer? What better place for an exciting honeymoon than the Orenji layer?

This letter is an open invitation to the Matsuri Arcology: come join us at the Never-Ending Festival! If you have any questions or would like to host a holiday or event, don't hesitate to contact us!

Our Original plan was to host our dinner party on my Private Yacht. However, upon the Opening of this fine Establishment, you seem to have presented A opportunity to finally see your lovely nation with our own eyes, instead of hearing about it from our own soldiers.
This party is for a event, Years in the Making, When we finally open up our new International Storefront to the world. Bringing in a new Age of Economic prosperity. We will also be bringing in our own Beverages in the Form of soda. Its well liked by most people.
I hope you don't mind, but we will be inviting some foreign leaders to our event. You May have heard of some of these leaders, Mr. Morus of Wolfstruppen, The Twins, and your own Dr. Akagi. All of which have been Recommended by my General, and two more Guests, Mrs. Amrani of Laasmistan and Finally, Michael Draven of Krow-Bock, which have been invited by me personally. You'll get your food and drink, obviously, as well as any entertainment you'd like, and not to mention a swanky room in a fancy Crimson club!

"Hello and welcome to the Matsuri Arcology! From here on out, the whole city is your oyster. Feel free to visit any layer you like and don't hesitate to call me if you need hel. And don't worry about cash, we'll take all currencies!"

“We’ve been home for all of a day and you wanna go back out again.”

Lissy nods. “Mmhmm! And anyway, I’ve got an idea.” She sits up in bed, stretching while she does so. “DELLLLLLLLL!”

“Wha-“ Hilda intones. But shortly afterwards a meter high automaton of crystal bounds into the bedroom, and pulls her voluminous skirt up in a curtsy.

“Yes, Mistress? Do you have additional tasks for me? Am I needed to manage the realm in your absence once more?” She stands at attention, hidden hands clasped together, awaiting her ladies’ response.

“Del,” Lissy says with a grin. “Come over here, you look to be in dire need of headpats.”

“Will that be all, Miss?”

“No, no….how would you like to take a vacation?”

“M-miss? This unit is unsure—“

Lissy giggles down at the golem. “Do you remember Crimson Tree? That place under Okinawa we told you about? Oh, don’t look at me that way. Nothing bad happening this time! Why, it’s just the opposite. They’re having a festival! The hardest working emmy in Domain should have ample chances to live it up, y’know.”

If Delicate Object Interpreter had eyes, she would’ve blinked. As it was, she may have vibrated in place a bit. “C-can I take my wife unit along?”

Hilda laughs, this time. “Well, yeeeaaah.”

“Get your things packed, sweetie. We’re gonna check out the festival too, but we want this to be your time!” Lissy tells the SIS-unit. “We can leave as soon as your ready~”

Six black-clad people descended from the VTOL in the center of a place called Matsuri. The leader saw a large rabbit-type creature hopping towards them and silently waved the group forward. In a low, growling voice, he said "Let's get the fuck outta here."

The Xeraphians quickly stepped into the swirling traffic, pedestrians walking slowly while marveling at the city archetecture. Up and down the smaller avenues they walked until they were relatively free from the crowds.

They all stopped to catch their collective breath, one of them noticing a bevy of nearly-naked, very tall women. He laughed and said, "Well, this trip is looking up!"

A decidedly feminie voice replied, "You would think so, Seth. Women and food is all you apparently think about."

He grinned. "Life's two necessities, Jada." They all chuckled and another of the men said, "Alright, people. We have a week or so to check this place out. Let's have a good time, but try not to stand out too much. Last time on Vhammpyr we had a bit of a problem with that hooch they serve."

"Well hell, boss. That shit was 85 proof. How them critters drink it all the time is beyond me."

The one she called "boss" was the Emperor of The Barbaric Empire of Xeraph, Amalric Tan'it. He'd been Emperor of the empire for 377 years, which made him middle-aged.

"Let me tell you about them critters, Qac. It's a damned good thing they're on our side. No one can stand before them in a fight. It was a good thing we had old Mencius with us."

Lord Mencius Merton, High Ruler of the White-Robed Monks, snarled. "You all had better keep your shit together this time. I'm not bailing anyone out. Avoid excess alcoholic beverages and keep your friggin' pants on!"

Qac said, "No problem on my part. Me and Jada are going to check out the cultural stuff they have here. You gentlemen have to watch your own asses."

Seth, Amalric, Merton, and Vyossae, Duke of the Black Katanas, crossed their hearts and promised.

As the women watched them go, Jada whispered, "My ass........."

Jessy Twirls his guns around, Revolver Ocelot Style. "Come on people! move it!" He turns back to Chaim's to see He's pointing to a sign. "Put all fire arms at the Front desk. Reluctantly, Jessy Pulls out all 9 of his revolvers and checks him in a the desk.
Chaims White: Alright, so, everything's in here. The Room is pre-paid, Where's Marialia?
Secretary Marialia walks into the Building.
Chaims White: come on! what's taking you so long? I mean, you beg for me to take you here, and your slowing everything down.

“アンマ” Ooi and Kun said with near unison. It was their best pronunciation or equivalent so to speak.

“它マシ?” Ooi asked, brushing some of his black hair aside while glancing down at his phone, leaning against his partner’s right shoulder.

“是 [アイ].” Kun murmured with a soft smile. “它マシ”

“ワ兆市期待マシカ [ワサオマクコタイマシカ].”

“水面它マシ [ミナモタマシ].”

The raven haired man sighed, putting his phone away as he and his partner emerged from the VTOL. “ヲメン具备很多访 [ヲメンスメイフアン].” Kun hummed, his blonde hair rustled from the outside breeze, the cool wind sweeping into his nostrils however. “空気清洁 [クウキキンシ].”

“是 [シア].” Ooi nodded. “ヤ078マラシテカ.”

“除了ヤ078二銀塔有マシタ [スメエヤ078ニキントヨマシタ].”

Afterwards, the duo entered inside, where they wandered towards the Midori layer…

The shapers commission a classy personal airship to get there. Hilda and Lissy share a couch, while Delicate Object Interpreter and her wife Adverse Concept Examiner (Addy looks nearly identical to Del, as their people generally tend to, though her body is teal colored as opposed to Del’s rose quartz) are locked in their own discussion. Del does eventually approach the shapers, reclining on the couch and on each other, and curtsies.

“We…will be safe amongst the foreigners, correct?” she intones in her melodic, synthetic voice.

Lissy nods at her. “If you two are in any way threatened, we will know. And we’ll be the first to…defuse the situation.”

Del curtsies again. “My utmost thanks, Mistresses.”

“Ahh, doncha worry about it,” Lissy says, cheerfully waving her off.

Hilda addresses her partner. “Those…uh…corp types, right? Neptunvia. They’ve invited us to attend a dinner.”

“Then attend we shall!”

“But there’s something kinda funny, and kinda, um, gross,” Hilda says, furrowing her brow.

“Hmm?”

“They refer to us in the invitation as twins.”

“Uh,” Lissy said. She was very rarely one to be surprised. “Sisters is a common misconception, but…twins? They just…assumed that, huh…” She shakes her head. “Ew.”

“Yeah, really,” Hilda says.

“Well, we can clear up any misinformation,” Lissy says. “Maybe it’s RealiDe spreading BS around, though I hardly know how they might’ve gotten access to the larger multiverse. Maybe we should have our tourist website updated or something.” She looks at Del. “But that can wait.”

Chaim's lifts up the cover of the lobster plater, Showing a 4 foot long lobster, Subsidesed with Backed Potatos, Crab legs, Oysters and dipping sauces. While he unveils the feast, two butlers Set up a large TV that displays short films, as well as a timer in the bottom left.

My character is Kathy Richards (human; 5'6''; poker-straight strawberry-blonde hair) - not a tourist, but a full-time resident of the Mitsuri Arcology. One of ~29,600,000 Crimsons of British descent, her roots are in Tinhampton and (if it were an independent nation) she would be eligible for Tinhamptonian citizenship. She's a bit more bombastic and policy-driven than - say - Cottontail's good friend and People's Representative Chisana/Chimi Akagi, but tows the party line on key federal subjects such as socialism, recreational drugs, and the Crimson Medical Service. So I make no guarantees that the voters will like her...

ELECT KATHY RICHARDS: For Matsuri, For the People
Better Government, Better Services, Better Layers

A central government ringleader who's in deep with the highest-ranking officials, Joni Cottontail decided she'd go office-shopping to build an arcology that appeals to unassuming non-citizens - while leaving the needs of everyday Crimsons in the dust.

I won't begrudge Joni for laying the foundations for the Matsuri Arcology, where we all live, work, study and relax. But what has resulted is a sanitised, cliched, and internationalised experience. It is not good for the visitors, who are being treated to unfamiliar and distorted experiences even of their home cultures. It is not good for the locals, who work back-breaking and soul-crushing shifts for short-stay tourists and have never gotten a good deal out of how the Arcology has been governed. And it will ultimately prove not to be good for the governments, who have to look after the Arcology's many facilities while impressing massive audiences in the process.

I'll be challenging for Matsuri's Representative because I believe I can turn the situation around. I'm a resident, not a transplant. I've served as a waitress in a popular bar on the Orenji layer for almost every day of the Arcology's existence. No spouse, no children, no distractions: just a desire to push ahead and be the best person I can be. I have seen how tourists, well-to-do and sometimes world-famous, are barely enjoying themselves - and I have seen how the residents, decent working-class folk like me, are almost at the end of their rope.

This is a simple problem which has a simple solution. Matsuri Arcology can continue to be a caricature of international culture led by a desire for vanity - or it can be the engine of the Crimson tourism sector, driven by common-sense policy reform, providing a fair day's work for every citizen and something to suit the needs and quirks of every visitor. Here is my plan to help our Arcology achieve that fundamental vision.

My overriding priority is to encourage the central government to diversify the facilities. Even Joni knows that much of what you can do in Matsuri is based on tropes. She thinks it'll help draw in more tourists - but I know that inauthentic and culturally irrelevant experiences will harm rather than help our standing. We need to study the many cultures of the world that we think we represent, look into the major ones that we've neglected, improve what we have to offer based on this experience, and ensure that the new facilities can appeal to everyone without losing what makes them unique.

But diversity, real or imagined, means nothing if we do not step up our efforts to ensure fair work and fair pay. Many residents of Matsuri are overworked, overstressed and underpaid. This is the fault of their employers, who the government has let slide on the assumption that socialism will curb their excesses by design. Yet withholding wages and benefits, abusing workers and forcing them to put in inhumane hours persists in some parts of Matsuri - and I will strengthen the labour inspection committee to ensure that every employer, no matter how prominent, puts in their fair share and acts in the interests of their workers.

I will also introduce a tax credit for the lowest-earning workers. Crimson Tree can be proud of having a highly progressive income tax on the federal level which ensures that nobody can get too far ahead - but we need to give back to the people who keep Matsuri running while promoting and respecting the tax system's fundamental goal. My tax credits plan will show that Matsuri cares about its working class, that we can trust them to contribute further to the arcology, and that we can provide targeted relief to those who need it the most - every single year.

Crimson Tree is free from detention - but in an outward-looking arcology like Matsuri, public concern about recurrent criminals is warranted. This is why I will ensure that the biggest and most prolific criminals receive comprehensive, tailored rehabilitation. Simply because our strengths are tourism and hospitality rather than research and development gives us no excuse to offer one-size-fits-all solutions to crime prevention: we need to make sure that the worst offenders get the support they need for them to return to society as functional, law-abiding members of society, however long it may take.

Promoting the Crimson Medical Service must go hand in hand with supporting the education system, the other great pillar of basic local government. Some people believe that, with the way Matsuri is set up, schooling shouldn't be a priority - but I strongly disagree. Whether by improving standards in all areas of the curriculum, increasing teacher and staff pay schedules, encouraging extracurricular opportunities, or helping students apply to and attend universities across Crimson Tree, we still have a long way to go, but I'll walk the road as far as I can and, if progress allows, show the path for the other Arcologies to follow.

It should also go without saying that we should encourage adult residents of Matsuri to apply for parenting licenses. Thriving schools and workforces need people; before rushing to import workers and families as a long-term solution, we need to make our own. The more parental applications Matsuri sends, the more we get approved - whether by automatic confirmation or through retakes after adequate preparation - and the stronger our long-term stability will be. On top of that, when parenting licenses are awarded in Matsuri, I will instruct the Arcology government to treat them as valid for as long as the law allows, reducing red tape while rewarding those who have already started successful families.

In doing all of this, of course, I will keep to the rulings of the central government. Red Keep Solutions has done a great deal of good for Crimson Tree - from the CMS to criminal justice reform to recreational drugs policy - and I have no intention of ripping any of that up. In that spirit, if People's Representative Akagi has any problems with anything I do or set out to accomplish, I'll be happy to take them up with her - and if she can't make it to Matsuri, I'll come to the Sunrise bar in Warren City Arcology and talk everything over with her.

If I am elected Representative of the Matsuri Arcology, I will govern for everyone: the challenged and concerned hospitality workers of the Orenji layer, the stallholders and farmers of the Murasaki layer, the clergy and lay faithful of the Midori layer, and all those who arrive from around the world expecting a good time in a leading tourism destination. Joni has had two years of planning time to make this a reality - but it is becoming more of a dream with every passing day. I want to change this: for Matsuri, for the people, for the better.
