DRAFT 0.1:

1:
All members of ICON as of the date of the writing of this paper (IC OR OOC DATE HERE) shall be classified as the founders (unless they do not wish to join or otherwise be involved) of the body dedicated to establishing an body able to fairly regulate trade in regards to the membership of ICON, to be formed by this document.
The budgetary concerns of this body shall be addressed at a later date when budgetary concerns overall are handled (SUBJECT TO CHANGE).

2:
The responsibility of this body shall be to facilitate fair acts of trade and commerce between the membership of this body, with the understanding that under no circumstances should this body infringe on the inherent rights of a nation to determine its own actions and future.
This shall be be done, preferably, through offering a space for economic agreements to be undertaken that is free of bias or other forms of specific favoritism of groups or nations that would threaten the ability to make agreements in good favor.

3:
This organization shall, additionally, with the consent of all within its body, attempt to find compromises in regards to systems of tariffs, duties, and trade arrangements that benefit both ICON and the nations involved to the maximum possible extent, while still assuring that national sovereignty is preserved and maintained to the maximum extent.
These attempts to find compromises shall also (when applicable) (with the consent of these groups through deals made by the Committee of Economic Affairs) attempt to incorporate groups relating to the banking systems extant within nations already within the Economic and Trade Affairs Committee to assure effective results in these endeavors.

4: The Committee of Economic Affairs will be the aforementioned representative body under the Office of the Overseer of Finance which shall be a forum for discussion, deliberation and debate about economic and financial concerns.

Min Ashung would look over the document. Nodding along with every point, "The draft looks very solid. I have some small changes in language however," He would skim the sections he had trouble with, "for section 2 I would add that this Committee shall not infringe on ICON legislation or codes as well as adding that it should strive to make bilateral and multi party trade agreements more accesible." He would finish smiling at Representative Rolan.

The planning phase conference for the International Coalition of Nations was already in full swing by the time the Saescian delegation had arrived at Imperia City, but that was fine. It had taken the central government’s more conservative leadership figures some prodding to get them onboard with participation in the Coalition, but once the political maneuvering and posturing was out of the way, the Glorious Dominion was ready to take her place among the community of states pledging themselves to create a better world through the common threads of peace and security. As a progressive member of her caucus and an astute student of history, Danica-Maryse McNally was more than adequately prepared to step into this moment in history and help lead her people to a greater tomorrow through membership in the Coalition. She had dreamed of this moment – or one like it – for her entire political career. Now, the great hall was rented, the orchestra engaged, and it was time to see if she had the finesse necessary to be a leader for her people.

As the official Minister Plenipotentiary to the International Coalition of Nations, Danica-Maryse was charged with upholding the Saescian virtues of universal fraternity between the membership. Saescian foreign policy had long been geared towards warding off conflict through the careful balance of good stewardship and friendship between their neighbors in the international community. This Coalition however, ICON, it represented something more than simple fraternity between nations. It represented the building blocks for a better world through the collective security and strength of both arms and aims. It was an affront to the good and decent peoples of the world to watch as power-hungry cabals ran roughshod over the world, gobbling up land and power for themselves with extreme prejudice. If the International Coalition of Nations could somehow work to prevent those types of malfeasances from occurring in the future, then Danica-Maryse was all for it and then some. She could only hope that their work here in Imperia City would bear fruit.

And so it was then that the Saescian delegation made their way into the great hall, the Minister Plenipotentiary flanked by her Sentinel attaché and escort, Knight-Captain Kaede. She had known Azuma for several years off and on through her work in the Saescian diplomatic corps; it was customary for the Royal Sentinels to provide security details, even informal ones to officers of the Saescian government. Though he had protested strongly, Danica-Maryse had insisted that he shed his military uniform in favor of a business suit for the occasion, not wanting to arouse any undue attention from their fellow conference members; they were here to cooperate and be productive with their fellow nations, not intimidate or parlay the auspices of intimidation. Still, she was glad to have the Knight-Captain by her side; he had become a trusted accomplice over time in her work, always capable of lending a critical eye to the finer details and being a good friend on top of that. His invaluable expertise would be much appreciated working at the planning conference.

As they took their seats, one of the delegates, Min Ashung was finishing addressing a proposal that had been made by Representative Rolan. Danica-Maryse leaned in towards Kaede has he seated himself beside her, whispering: “Should we introduce ourselves?”

“You know that you should,” Kaede answered bluntly. “Be respectful.”

“It just feels so awkward interrupting the proceedings,” she responded back, placing her hand on his shoulder. “You could introduce us, you know; a Sentinel always lives to serve, and I think it would be more than apropos for you to do the honors here, no?”

“You know that you should,” he replied sarcastically a second time.

Even as Kaede finished chastising her, Danica-Maryse noted that the other members of the conference had directed their attention to the Saescian delegation's arrival. With the room now silent, it was as good a time as any to make formal introductions; McNally rose from her seat, looking across the great conference hall with a resolute purpose in her heart as she opened her speech...

Along with my escort, Knight-Captain Kaede, we eagerly look forward to beginning our long, arduous work here in Imperia City."
