"The KTO coalition has lost more than 60 ships and several dozen aircraft at least, probably more. By our calculations, over 30,000 KTO soldiers and sailors have lost their lives, and somewhere on the order of 10,000 more are now POWs.

"The Aursian Alliance has lost two ships belonging to the Niranians, maybe a couple dozen aircraft, and has taken fewer than 1000 casualties.

"If that isn't the definition of your side losing and our side winning, then I don't know what is."


Kingston squints at his watch, which is difficult to see in the light of the bunker. "Well, I'm sure you'll hear about it soon enough."


"The only numbers in question are the ones that have already been marked as such. And those are low estimates."

"I don't know what lies your government has been feeding you, but I have already explained to you that the Countesians were never attacked after the initial engagement with their fleet. You can ask their government, or the 4000-some survivors we rescued, if you don't believe me. I have already asked you not to slander our brave men and women who risked their own lives to save those of your coalition.

"What KTO states have lost doesn't matter. The losing side in a war doesn't get to demand reparations, especially when they were the aggressors."


"It absolutely did not allow the Aursians to maintain their way of life. It changed their entire form of government, and forced them to give disproportionately high representation to a communist party nobody in Aursi wanted. But if those are the kind of terms you consider fair, then I propose a new set of demands:

1. Janpia will immediately abolish all traces of communism in their nation. From now on, Janpia shall be a capitalist democracy, and shall never again be allowed to follow communist ideals.

2. The current government of Janpia must immediately step down, and shall never again be allowed to hold a position of power in Janpia.

3. Janpia is not allowed to operate aircraft carriers. All existing carriers must be decommissioned immediately, and must be scrapped within a period of 5 years.

4. Janpia shall be subjected to Aursian occupation and oversight for a period of 5 years, in order to ensure compliance with the terms of the treaty. After that time, Aursian forces shall withdraw from Janpia, but Aursi shall have the right to send forces back into Janpia at any time to verify compliance."

Kingston clears his throat. "I'll work on preparing similar terms for the other KTO nations involved." He pauses. "Or, you could just pay $200 million and be done with it. After all, you've already admitted, and I quote:


"Fair enough." Kingston thinks for a minute. "Very well," he says, "then as soon as this treaty is signed, Janpia will put to vote a resolution to amend the charter. All KTO members who participated in the Aursian War will be required to vote in favor of the resolution. If that is still unacceptable, we will have no alternative but to require all KTO allied nations in the war to individually adhere to the terms of the amendment. This would be far more limiting to their international policies than an amendment applying only to the alliance."


"Just because you don't like with the results doesn't mean they're suspicious. Has it ever occurred to you that maybe the reason Aursians keep voting in support of the monarchy is because that's what they want?"


"Neither the treaty nor any other part of international law allows Aquaria to issue such an ultimatum. The Aquarians never requested an investigation, nor did anyone else. And the treaty does not give Aquaria or the KTO the right to invade Aursi even if they had refused an investigation. In fact, Article 12 of the treaty clearly disallows such an action."


"So you admit that the treaty isn't wholly enforceable, yet try to justify an invasion on the basis of enforcing it?"


"It doesn't matter what is 'pretty obvious' to you. The terms of a contract must be spelled out clearly, because the legal standard is that any ambiguity in a contract benefits the party that did not write it. We are therefore required by law to interpret the treaty in Aursi's favor.

This means that Article 6 applies only to the three elections it explicitly mentions. It also means that the entire treaty expired five years after it was signed, and was no longer in force when the Aursians held their referendum. You therefore have no legal basis for this war whatsoever."

“Just because you bankrupted your nation fighting this war dosent mean you can claim whatever you want. The KTO didn’t lose and if we wanted we could’ve escalated to the point of Aursi being nothing more than an irradiated wasteland like Cyprus. The most the Galapagos will pay you is a dollar and 5 cents and maybe a Paraguayan girl from the black districts.

"Oh but you did lose, by any standard of measure. Or at least are well on the way to doing so. Your side's losses are in excess of 30 times our own. Remind me how many Galapagosian ships were sunk during your attempted landing on Aursi? Our preliminary reports indicate at least six warships sunk or heavily damaged, and several transports as well.

"Moreover, your alliance has failed to accomplish a single one of its objectives in this war, while our side has accomplished all our objectives. Aursi and their allies have completely prevented a KTO invasion, and have already caused most of your allies to withdraw from the conflict. And you know perfectly well that you couldn't escalate to nuclear war without facing the same annihilation yourselves."

Kingston pulls out a pen and prepares to take notes. "Tell me more about these Paraguayan girls. And how are they valued?

"The fact that we are massively winning this war does mean that we can demand just about anything we want. That's how this works. Our demands have been more than fair, and we are not interested in negotiating them any f..." An aide urgently taps him on the shoulder, shoving a note in front of him. Kingston reads the note, then continues his rant in the same irate voice, "Our demands have been more than fair, and we are interested in negotiating them further!"

His face takes on a somewhat amused expression, and he continues in a friendlier tone. "Mitheldalond would be willing to accept your proposed payment if your government agrees to our proposition regarding Gonswanza."

If you don’t have the money then maybe don’t try and fight for no gain.

"We have no shortage of money, but I'm confused as to what part of our asking for reparations lead you to the conclusion that we're fighting for no gain. You're not wrong, but I'm intrigued by your logic."

While maybe not well known thanks to Marge propaganda Janpia isn’t the only leader of the alliance, we have just as much say in how it’s run as they do.”

The Kingdom of Aursi, the Kingdom of Mitheldalond, Niran, and the United States of America1775, hereinafter referred to as "the Aursian-Allied Powers", of the one part, and
The Aquaria, the United Revolutionary States of Janpia, the Holy Armenian Empire, Tartania, Countesia, the Republic of the Sons of Liberty, GreatOceania, and the Galapagos, hereinafter referred to as "the KTO and Associated Powers", of the other part:

Whereas the KTO and Associated Powers undertook a war of aggression and thereby provoked a state of armed conflict with Aursi and with the Aursian-Allied Powers, and each bears their share of the responsibility for the conflict; and

Whereas the KTO and Asssociated Powers have thus far failed in their efforts to invade and, on the part of some, to subjugate Aursi, and have in the most part withdrawn their forces and sought to have no further involvement in the conflict; and

Whereas the Aursian-Allied Powers and the KTO and Associated Powers are desirous of concluding a treaty of peace which, in conformity with the principles of justice, will settle questions still outstanding as a result of the events hereinbefore recited, and will form the basis of friendly relations between them;

Have therefore agreed to declare the cessation of hostilities and for this purpose to conclude the present treaty of peace, and have accordingly appointed the undersigned Plenipotentiaries who, after presentation of their full powers, found in good and due form, have agreed on the following provisions:

PART I. POLITICAL CLAUSES

Article 1

The previous Treaty of Aurtumn is hereby overridden. All of its articles and provisions are held to be null and void, and none may be enforced by or against any signatory to said treaty.

SECTION I — THE GOVERNMENT OF AURSI

Article 2

1. The Democratic Federal Republic of Aursi, established by the prior treaty, is hereby dissolved. The government of Aursi, in accordance with the democratic referendum held before the present conflict, is reinstated as a constitutional monarchy.

2. Her Highness Princess Mrinmoy of Aursi shall be the first Queen of the new government.

Article 3

Her Highness Princess Mrinmoy of Aursi and His Highness Prince Sanehito of the Empire of Greater Nifon shall, if they be willing, be joined in marriage. His Highness Prince Sanehito shall thereafter be King-Consort of Aursi.

Article 4

The legislature of Aursi shall be a Parliament compliant with the following provisions:

1. Members of the Aursian Parliament shall be democratically selected in free elections to be held at regular intervals of no more than six years.
2. Elections shall be open to all Aursian citizens of the required age, regardless of race, gender, or religion.
3. The vote of every citizen shall have equal value, and shall be counted equally.
4. The Monarch shall not have the power to dissolve or suspend the Parliament for any reason.

SECTION II — FOREIGN INFLUENCE IN AURSI

Article 5

1. The KTO and Associated Powers shall have no further involvement or say in the internal affairs of Aursi. They shall not attempt to interfere with Aursian politics or internal matters of the Aursian economy or military. Aursi shall henceforth be free to conduct its own affairs without oversight or interference from foreign Powers.

2. Nor shall they impose any political, economic, or military sanctions against Aursi for adopting a constitutional monarchical government, nor against any of the Aursian-Allied Powers as a result of their involvement in the present conflict.

3. The KTO and Associated Powers shall not seek to influence the opinions or policies of their allies or any foreign Powers against Aursi, nor shall they encourage their allies or any foreign Power to undertake any action detrimental to Aursi or any of the Aursian-Allied Powers.

SECTION III — LIMITATIONS ON THE KTO

Article 6

1. Janpia and the Galapagos shall draft an amendment to the Charter of the Kalisight Treaty Organization (KTO), and within one week of the coming into force of the present treaty, shall put the amendment to vote before the members of the KTO. The amendment shall express the following:

1. The KTO, as an alliance, may not engage in any war of aggression, nor shall it send armed or military forces into the territory of any sovereign Power that has not freely granted it permission to do so.
2. However, should the KTO, by their own due processes for such matters, find it necessary to oppose by military force the actions of a KTO member nation, they may engage in those activities otherwise prohibited by paragraph 1a.
3. The KTO, as an alliance, may only engage in defensive wars to protect member nations, or non-member nations that explicitly request the assistance of KTO forces, from external or internal attack.
4. However, the KTO as an alliance, may not help hold or defend any territory captured from another foreign Power by any nation engaged in a war of conquest or aggression. This shall apply only to territory captured after the coming into force of the present treaty.

2. The provisions of this amendment shall apply only to the KTO as an alliance, and shall in no way restrict the military operations of any KTO member nation, nor shall it restrict them in their political or economic dealings with other KTO member nations.

3. The form and wording of this amendment shall be subject to approval by the governments of both Aursi and Mitheldalond before it is taken to vote.

Article 7

1. All KTO member nations involved in the present conflict shall be required to vote in favor of the amendment outlined in Article 6 of the present treaty, and shall be recorded as having done so regardless of their representatives' participation in the voting process.

2. The nations bound by the provisions of paragraph 1 of the present article include: Janpia, the Galapagos, the Aquaria, Armenia, East Lankia, Vinsegrad, GreatOceania, Tartania, the Imperial Principate of Imperia, Somurias, and Countesia.

3. Thus there shall be recorded a minimum of 11 votes in favor of the amendment.

PART II. MILITARY CLAUSES

SECTION I — WITHDRAWAL OF FORCES

Article 8

1. All armed forces of the KTO and Associated Powers shall be withdrawn from Aursi as soon as possible, and in any case not later than 30 days from the coming into force of the present treaty

2. All naval and air forces of the KTO and Associated Powers not engaged in the evacuation of ground forces, rescue operations on the sea, or conducting repairs necessary for the journey shall be withdrawn from Aursi not later than 7 days from the coming into force of the present treaty.

3. Naval and air forces so engaged shall be withdrawn as described in paragraph 1 of the present article.

Article 9

Armed forces of the Aursian-Allied Powers shall be withdrawn as requested by Aursi, or otherwise at the discretion of their own governments.

SECTION II — PRISONERS OF WAR

Article 10

1. All prisoners of war shall be repatriated as soon as possible. The governments of the Detaining Power and the prisoners' Power of Origin shall make arrangements for their release and transportation.

2. The release of prisoners shall not be subject to any conditions not outlined in the present treaty or the existing Laws of War.

3. In accordance with the provisions of the Geneva Conventions, all costs of repatriation shall be borne by the prisoners' Power of Origin from the time they exit the borders of the Detaining Power to the time they arrive in friendly territory. Costs incurred during their detainment within its borders shall be borne by the Detaining Power.

SECTION III — WAR CRIMINALS

Article 11

1. All accusations of war crimes against any Power or individual shall be brought to the Cylis Treaty and Arbitration Organisation (CTAO) for investigation and, if the situation warrants it and there is sufficient evidence to support the accusations, for trial in the International Court of the CTAO.

2. No court or institution of justice other than that of the CTAO may hold trials for any accused of war crimes during the present conflict, nor shall any Power or individual be required to comply with any judgement rendered by another court.

3. The position of Mitheldalond as both an authorized CTAO Arbitrator and a party to the present conflict represents a clear conflict of interests. Mitheldalond will therefore recuse itself from adjudicating any case relating to the present conflict.

PART III. CLAIMS ARISING FROM THE CONFLICT

SECTION I — REPARATIONS

Article 12

All monetary values given in this section of the present treaty shall be based on the NSD at its gold parity on October 11, 2022, i.e. $1,670.10 for one ounce of gold.

Article 13

For their unlawful use of prisoners and prisoners of war as forced suicide bombers and human bombs, NIRAN shall forfeit their right to claim reparations from any party for the loss of Niranian lives and equipment suffered during the present conflict. It is estimated that these losses amount to a sum of more than $2 billion.

Article 14

REPARATIONS TO BE PAID BY THE AQUARIA

1. TO AURSI, Aquaria shall pay a sum of $100,000,000 for their role in instigating the war against them.

Article 15

REPARATIONS TO BE PAID BY THE HOLY ARMENIAN EMPIRE:

1. TO AURSI, Armenia shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against Armenia if an agreement is reached between them on separate matters regarding Eastern Europe.

1. Otherwise, Armenia shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 16

REPARATIONS TO BE PAID BY COUNTESIA:

1. TO AURSI, Countesia shall pay a sum of $1.5 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, and for the attack by Countesian terrorists on the peace conference that negotiated the present treaty.

2. MITHELDALOND waives all reparations claimed against Countesia in recognition of the willingness of their government to compensate Aursi for damages caused by terrorists not under their control.

Article 17

REPARATIONS TO BE PAID BY THE GALAPAGOS:

1. TO AURSI, the Galapagos shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against the Galapagos if an agreement is reached between them on separate matters regarding Gonswanza.

1. Otherwise, the Galapagos shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 18

REPARATIONS TO BE PAID BY GREAT OCEANIA:

1. TO AURSI, Great Oceania shall pay a sum of $100,000,000 in reparations for their part in the war.

Article 19

REPARATIONS TO BE PAID BY JANPIA:

1. TO AURSI, Janpia shall pay a sum of $100,000,000 in reparations for their part in the war.

2. TO MITHELDALOND, Janpia shall pay a sum of $100,000,000 over a period of four years for the cost of expended munitions.

1. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 20

REPARATIONS TO BE PAID BY THE SONS OF LIBERTY:

1. TO AURSI, the Sons of Liberty shall pay a sum of $100,000,000 as reparations for their part in the war.

Article 21

REPARATIONS TO BE PAID BY TARTANIA:

1. TO AURSI, Tartania shall pay a sum of $1 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, for violating the immunity of Aursian diplomats, and for the abduction and murder of His Highness Prince Tonmoy, heir to the throne of Aursi.

2. MITHELDALOND waives all reparations claimed against Tartania.

Article 22

REPARATIONS TO BE PAID BY OTHER POWERS:

1. Having taken a lesser part in the war, East Lankia, the Imperial Principate of Imperia, Independent South Africa, Neo-Western East Korea, Piikala, Somurias, and Vinsegrad shall provide humanitarian aid to Aursi, according to the requests of the Aursian government.

SECTION II — RENUNCIATION OF FURTHER CLAIMS

Article 23

1. The reparations listed above, upon completion of payment, shall be regarded as satisfying all debts accrued as a result of the present conflict. The Aursian-Allied Powers and the KTO and Associated Powers shall waive any other claims of any description arising from the present conflict or from actions taken because of the existence of the conflict.

2. The provisions of this article shall bar, completely and finally, any future claims of such a nature, regardless of whoever may be the parties in interest.

Article 24

Any and all sanctions, travel bans, and similar restrictions, imposed by one Belligerent Power in the present conflict upon another, shall be lifted as soon as possible, but in any case not more than 30 days from the coming into force of the present treaty.

PART IV. FINAL CLAUSES

Article 25

The present treaty, of which the English text is authentic, shall be ratified by the Aursian-Allied Powers and by the KTO and Associated Powers. It shall come into force immediately upon the deposit of ratifications by Aursi and Mitheldalond, and the approval of Wallowis. The instruments of ratification shall, in the shortest time possible, be deposited with the government of Wallowis, and shall be stored in the archives of the CTAO.

Article 26

1. Any Belligerent Power not a signatory to the present treaty may accede to the treaty, and upon accession shall be deemed to be an Allied Power or an Associated Power.

2. Instruments of accession shall be deposited with the government of Wallowis and shall take effect upon deposit.

Article 27

Any dispute as to the meaning of any of the provisions of the present treaty shall be settled by Wallowis and the CTAO. Their judgement shall be final and binding on all parties.

3. The KTO and Associated Powers shall not seek to influence the opinions or policies of their allies or any foreign Powers against Aursi, nor shall they encourage their allies or any foreign Power to undertake any action detrimental to Aursi or any of the Aursian-Allied Powers.

SECTION III — LIMITATIONS ON THE KTO

Article 6

1. Janpia and the Galapagos shall draft an amendment to the Charter of the Kalisight Treaty Organization (KTO), and within one week of the coming into force of the present treaty, shall put the amendment to vote before the members of the KTO. The amendment shall express the following:

1. The KTO, as an alliance, may not engage in any war of aggression, nor shall it send armed or military forces into the territory of any sovereign Power that has not freely granted it permission to do so.
2. However, should the KTO, by their own due processes for such matters, find it necessary to oppose by military force the actions of a KTO member nation, they may engage in those activities otherwise prohibited by paragraph 1a.
3. The KTO, as an alliance, may only engage in defensive wars to protect member nations, or non-member nations that explicitly request the assistance of KTO forces, from external or internal attack.
4. However, the KTO as an alliance, may not help hold or defend any territory captured from another foreign Power by any nation engaged in a war of conquest or aggression. This shall apply only to territory captured after the coming into force of the present treaty.

2. The provisions of this amendment shall apply only to the KTO as an alliance, and shall in no way restrict the military operations of any KTO member nation, nor shall it restrict them in their political or economic dealings with other KTO member nations.

3. The form and wording of this amendment shall be subject to approval by the governments of both Aursi and Mitheldalond before it is taken to vote.

Article 7

1. All KTO member nations involved in the present conflict shall be required to vote in favor of the amendment outlined in Article 4 of the present treaty, and shall be recorded as having done so regardless of their representatives' participation in the voting process.

2. The nations bound by the provisions of paragraph 1 of the present article include: Janpia, the Galapagos, the Aquaria, Armenia, East Lankia, the New Roma Republic, Vinsegrad, GreatOceania, Tartania, the Imperial Principate of Imperia, Anagonia, Somurias, and Countesia.

3. Thus there shall be recorded a minimum of 13 votes in favor of the amendment.

PART II. MILITARY CLAUSES

SECTION I — WITHDRAWAL OF FORCES

Article 8

1. All armed forces of the KTO and Associated Powers shall be withdrawn from Aursi as soon as possible, and in any case not later than 30 days from the coming into force of the present treaty

2. All naval and air forces of the KTO and Associated Powers not engaged in the evacuation of ground forces, rescue operations on the sea, or conducting repairs necessary for the journey shall be withdrawn from Aursi not later than 7 days from the coming into force of the present treaty.

3. Naval and air forces so engaged shall be withdrawn as described in paragraph 1 of the present article.

Article 9

Armed forces of the Aursian-Allied Powers shall be withdrawn as requested by Aursi, or otherwise at the discretion of their own governments.

SECTION II — PRISONERS OF WAR

Article 10

1. All prisoners of war shall be repatriated as soon as possible. The governments of the Detaining Power and the prisoners' Power of Origin shall make arrangements for their release and transportation.

2. The release of prisoners shall not be subject to any conditions not outlined in the present treaty or the existing Laws of War.

3. In accordance with the provisions of the Geneva Conventions, all costs of repatriation shall be borne by the prisoners' Power of Origin from the time they exit the borders of the Detaining Power to the time they arrive in friendly territory. Costs incurred during their detainment within its borders shall be borne by the Detaining Power.

SECTION III — WAR CRIMINALS

Article 11

1. All accusations of war crimes against any Power or individual shall be brought to the Cylis Treaty and Arbitration Organisation (CTAO) for investigation and, if the situation warrants it and there is sufficient evidence to support the accusations, for trial in the International Court of the CTAO.

2. No court or institution of justice other than that of the CTAO may hold trials for any accused of war crimes during the present conflict, nor shall any Power or individual be required to comply with any judgement rendered by another court.

3. The position of Mitheldalond as both an authorized CTAO Arbitrator and a party to the present conflict represents a clear conflict of interests. Mitheldalond will therefore recuse itself from adjudicating any case relating to the present conflict.

PART III. CLAIMS ARISING FROM THE CONFLICT

SECTION I — REPARATIONS

Article 12

All monetary values given in this section of the present treaty shall be based on the NSD at its gold parity on October 11, 2022, i.e. $1,670.10 for one ounce of gold.

Article 13

For their unlawful use of prisoners and prisoners of war as forced suicide bombers and human bombs, NIRAN shall forfeit their right to claim reparations from any party for the loss of Niranian lives and equipment suffered during the present conflict. It is estimated that these losses amount to a sum of more than $2 billion.

Article 14

REPARATIONS TO BE PAID BY THE AQUARIA

1. TO AURSI, Aquaria shall pay a sum of $100,000,000 for their role in instigating the war against them.

Article 15

REPARATIONS TO BE PAID BY THE HOLY ARMENIAN EMPIRE:

1. TO AURSI, Armenia shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against Armenia if an agreement is reached between them on separate matters regarding Eastern Europe.

1. Otherwise, Armenia shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 16

REPARATIONS TO BE PAID BY COUNTESIA:

1. TO AURSI, Countesia shall pay a sum of $1.5 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, and for the attack by Countesian terrorists on the peace conference that negotiated the present treaty.

2. MITHELDALOND waives all reparations claimed against Countesia in recognition of the willingness of their government to compensate Aursi for damages caused by terrorists not under their control.

Article 17

REPARATIONS TO BE PAID BY THE GALAPAGOS:

1. TO AURSI, the Galapagos shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against the Galapagos if an agreement is reached between them on separate matters regarding Gonswanza.

1. Otherwise, the Galapagos shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 18

REPARATIONS TO BE PAID BY GREAT OCEANIA:

1. TO AURSI, Great Oceania shall pay a sum of $100,000,000 in reparations for their part in the war.

Article 19

REPARATIONS TO BE PAID BY JANPIA:

1. TO AURSI, Janpia shall pay a sum of $100,000,000 in reparations for their part in the war.

2. TO MITHELDALOND, Janpia shall pay a sum of $100,000,000 over a period of four years for the cost of expended munitions.

1. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 20

REPARATIONS TO BE PAID BY THE SONS OF LIBERTY:

1. TO AURSI, the Sons of Liberty shall pay a sum of $100,000,000 as reparations for their part in the war.

Article 21

REPARATIONS TO BE PAID BY TARTANIA:

1. TO AURSI, Tartania shall pay a sum of $1 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, for violating the immunity of Aursian diplomats, and for the abduction and murder of His Highness Prince Tonmoy, heir to the throne of Aursi.

2. MITHELDALOND waives all reparations claimed against Tartania.

Article 22

REPARATIONS TO BE PAID BY OTHER POWERS:

1. Having taken a lesser part in the war, Anagonia, East Lankia, the Imperial Principate of Imperia, Independent South Africa, Neo-Western East Korea, the New Roma Republic, Piikala, Somurias, and Vinsegrad shall provide humanitarian aid to Aursi, according to the requests of the Aursian government.

SECTION II — RENUNCIATION OF FURTHER CLAIMS

Article 23

1. The reparations listed above, upon completion of payment, shall be regarded as satisfying all debts accrued as a result of the present conflict. The Aursian-Allied Powers and the KTO and Associated Powers shall waive any other claims of any description arising from the present conflict or from actions taken because of the existence of the conflict.

2. The provisions of this article shall bar, completely and finally, any future claims of such a nature, regardless of whoever may be the parties in interest.

Article 24

Any and all sanctions, travel bans, and similar restrictions, imposed by one Belligerent Power in the present conflict upon another, shall be lifted as soon as possible, but in any case not more than 30 days from the coming into force of the present treaty.

PART IV. FINAL CLAUSES

Article 25

The present treaty, of which the English text is authentic, shall be ratified by the Aursian-Allied Powers and by the KTO and Associated Powers. It shall come into force immediately upon the deposit of ratifications by Aursi, Mitheldalond, Janpia, and the Galapagos. The instruments of ratification shall, in the shortest time possible, be deposited with the government of Wallowis, and shall be stored in the archives of the CTAO.

Article 26

1. Any Belligerent Power not a signatory to the present treaty may accede to the treaty, and upon accession shall be deemed to be an Allied Power or an Associated Power.

2. Instruments of accession shall be deposited with the government of Wallowis and shall take effect upon deposit.

Article 27

Any dispute as to the meaning of any of the provisions of the present treaty shall be settled by Wallowis and the CTAO. Their judgement shall be final and binding on all parties.

The Kingdom of Aursi, the Kingdom of Mitheldalond, Niran, and the United States of America1775, hereinafter referred to as "the Aursian-Allied Powers", of the one part, and
The Aquaria, the United Revolutionary States of Janpia, the Holy Armenian Empire, Tartania, Countesia, the Republic of the Sons of Liberty, GreatOceania, and the Galapagos, hereinafter referred to as "the KTO and Associated Powers", of the other part:

Whereas the KTO and Associated Powers undertook a war of aggression and thereby provoked a state of armed conflict with Aursi and with the Aursian-Allied Powers, and each bears their share of the responsibility for the conflict; and

Whereas the KTO and Asssociated Powers have thus far failed in their efforts to invade and subjugate Aursi, and have in the most part withdrawn their forces and sought to have no further involvement in the conflict; and

Whereas the Aursian-Allied Powers and the KTO and Associated Powers are desirous of concluding a treaty of peace which, in conformity with the principles of justice, will settle questions still outstanding as a result of the events hereinbefore recited, and will form the basis of friendly relations between them;

Have therefore agreed to declare the cessation of hostilities and for this purpose to conclude the present treaty of peace, and have accordingly appointed the undersigned Plenipotentiaries who, after presentation of their full powers, found in good and due form, have agreed on the following provisions:

PART I. POLITICAL CLAUSES

Article 1

The previous Treaty of Aurtumn is hereby overridden. All of its articles and provisions are held to be null and void, and none may be enforced by or against any signatory to said treaty.

SECTION I — THE GOVERNMENT OF AURSI

Article 2

1. The Democratic Federal Republic of Aursi, established by the prior treaty, is hereby dissolved. The government of Aursi, in accordance with the democratic referendum held before the present conflict, is reinstated as a constitutional monarchy.

2. Her Highness Princess Mrinmoy of Aursi shall be the first Queen of the new government.

Article 3

Her Highness Princess Mrinmoy of Aursi and His Highness Prince Sanehito of the Empire of Greater Nifon shall, if they be willing, be joined in marriage. His Highness Prince Sanehito shall thereafter be King-Consort of Aursi.

Article 4

The legislature of Aursi shall be a Parliament compliant with the following provisions:

1. Members of the Aursian Parliament shall be democratically selected in free elections to be held at regular intervals of no more than six years.
2. Elections shall be open to all Aursian citizens of the required age, regardless of race, gender, or religion.
3. The vote of every citizen shall have equal value, and shall be counted equally.
4. The Monarch shall not have the power to dissolve or suspend the Parliament for any reason.

SECTION II — FOREIGN INFLUENCE IN AURSI

Article 5

1. The KTO and Associated Powers shall have no further involvement or say in the internal affairs of Aursi. They shall not attempt to interfere with Aursian politics or internal matters of the Aursian economy or military. Aursi shall henceforth be free to conduct its own affairs without oversight or interference from foreign Powers.

2. Nor shall they impose any political, economic, or military sanctions against Aursi for adopting a constitutional monarchical government, nor against any of the Aursian-Allied Powers as a result of their involvement in the present conflict.

3. The KTO and Associated Powers shall not seek to influence the opinions or policies of their allies or any foreign Powers against Aursi, nor shall they encourage their allies or any foreign Power to undertake any action detrimental to Aursi or any of the Aursian-Allied Powers.

It is appalling that in the modern era, nations will utilize underhanded tactics to gain the upper hand and falsely accuse nations who are proactively Humanitarian. I would have had no issue, if requested, providing aid to Aursi at their request. To force us to pay reparations, however, for a war we participated nothing in is both underhanded and a manner most foul. You have zero proof or evidence we contributed anything to the war effort. We actively stayed out of the affair and, through back-channels, protested the war to our fellow KTO members.

Understand this now, representatives of the Kingdom of Mitheldalond, we have sent no Ambassador to represent us in this circus of an affair you call a diplomatic summit. I will gladly send an Ambassador there post haste, who will when they arrive offer you terms for your national surrender should you not fix your grave errors on our national honor. Failure to oblige the requests of this message will be grounds for consequences upon your capacity to wage any sort of war.

Our demands are as follows and they will be complied with:

1.) SECTION III - LIMITATIONS ON THE KTO shall be struck out as null and void.
2.) The name of our honorable nation shall be struck out of this Second Treaty of Aurtumn
3.) The Kingdom of Mitheldalond shall pay reparations for their offenses against the Confederate States of Anagonia in the form of D$12 Billion Denars, which shall thereby be donated to the Kingdom of Aursi to assist with rebuilding efforts.
4.) The Kingdom of Mitheldalond shall pay reparations for their offenses against the KTO in the form of D$2 Million Denars to each listed KTO member on the Second Treaty of Aurturmn
5.) The Kingdom of Mitheldalond and the Kingdom of Aursi will permit Confederate Navy Humanitarian Aid forces if they request it.
6.) The Kingdom of Mitheldalond shall, officially in all capacities, declare its non-involvement in the affairs of further negotiations concerning Aursi - now or in the future.
7.) The Kingdom of Mitheldalond shall be permited to concluded talks and negotiations on the Second Treaty of Aurtumn if they make the appropriate changes and structure the treaty in a fair fashion to permit equitable and suitable obligations and conditions for all involved - per Anagonian final approval.

Abiding these demands shall avert further consequences. Ignore them at your own peril. Let these consequences remind you that insults such as coercive tactics hold no place on honorable diplomatic negotiations.

The Kingdom of Aursi, the Kingdom of Mitheldalond, Niran, and the United States of America1775, hereinafter referred to as "the Aursian-Allied Powers", of the one part, and
The Aquaria, the United Revolutionary States of Janpia, the Holy Armenian Empire, Tartania, Countesia, the Republic of the Sons of Liberty, GreatOceania, and the Galapagos, hereinafter referred to as "the KTO and Associated Powers", of the other part:

Whereas the KTO and Associated Powers undertook a war of aggression and thereby provoked a state of armed conflict with Aursi and with the Aursian-Allied Powers, and each bears their share of the responsibility for the conflict; and

Whereas the KTO and Asssociated Powers have thus far failed in their efforts to invade and subjugate Aursi, and have in the most part withdrawn their forces and sought to have no further involvement in the conflict; and

Whereas the Aursian-Allied Powers and the KTO and Associated Powers are desirous of concluding a treaty of peace which, in conformity with the principles of justice, will settle questions still outstanding as a result of the events hereinbefore recited, and will form the basis of friendly relations between them;

Have therefore agreed to declare the cessation of hostilities and for this purpose to conclude the present treaty of peace, and have accordingly appointed the undersigned Plenipotentiaries who, after presentation of their full powers, found in good and due form, have agreed on the following provisions:

PART I. POLITICAL CLAUSES

Article 1

The previous Treaty of Aurtumn is hereby overridden. All of its articles and provisions are held to be null and void, and none may be enforced by or against any signatory to said treaty.

SECTION I — THE GOVERNMENT OF AURSI

Article 2

1. The Democratic Federal Republic of Aursi, established by the prior treaty, is hereby dissolved. The government of Aursi, in accordance with the democratic referendum held before the present conflict, is reinstated as a constitutional monarchy.

2. Her Highness Princess Mrinmoy of Aursi shall be the first Queen of the new government.

Article 3

Her Highness Princess Mrinmoy of Aursi and His Highness Prince Sanehito of the Empire of Greater Nifon shall, if they be willing, be joined in marriage. His Highness Prince Sanehito shall thereafter be King-Consort of Aursi.

Article 4

The legislature of Aursi shall be a Parliament compliant with the following provisions:

1. Members of the Aursian Parliament shall be democratically selected in free elections to be held at regular intervals of no more than six years.
2. Elections shall be open to all Aursian citizens of the required age, regardless of race, gender, or religion.
3. The vote of every citizen shall have equal value, and shall be counted equally.
4. The Monarch shall not have the power to dissolve or suspend the Parliament for any reason.

SECTION II — FOREIGN INFLUENCE IN AURSI

Article 5

1. The KTO and Associated Powers shall have no further involvement or say in the internal affairs of Aursi. They shall not attempt to interfere with Aursian politics or internal matters of the Aursian economy or military. Aursi shall henceforth be free to conduct its own affairs without oversight or interference from foreign Powers.

2. Nor shall they impose any political, economic, or military sanctions against Aursi for adopting a constitutional monarchical government, nor against any of the Aursian-Allied Powers as a result of their involvement in the present conflict.

3. The KTO and Associated Powers shall not seek to influence the opinions or policies of their allies or any foreign Powers against Aursi, nor shall they encourage their allies or any foreign Power to undertake any action detrimental to Aursi or any of the Aursian-Allied Powers.

SECTION III — LIMITATIONS ON THE KTO

Article 6

1. Janpia and the Galapagos shall draft an amendment to the Charter of the Kalisight Treaty Organization (KTO), and within one week of the coming into force of the present treaty, shall put the amendment to vote before the members of the KTO. The amendment shall express the following:

1. The KTO, as an alliance, may not engage in any war of aggression, nor shall it send armed or military forces into the territory of any sovereign Power that has not freely granted it permission to do so.
2. However, should the KTO, by their own due processes for such matters, find it necessary to oppose by military force the actions of a KTO member nation, they may engage in those activities otherwise prohibited by paragraph 1a.
3. The KTO, as an alliance, may only engage in defensive wars to protect member nations, or non-member nations that explicitly request the assistance of KTO forces, from external or internal attack.
4. However, the KTO as an alliance, may not help hold or defend any territory captured from another foreign Power by any nation engaged in a war of conquest or aggression. This shall apply only to territory captured after the coming into force of the present treaty.

2. The provisions of this amendment shall apply only to the KTO as an alliance, and shall in no way restrict the military operations of any KTO member nation, nor shall it restrict them in their political or economic dealings with other KTO member nations.

3. The form and wording of this amendment shall be subject to approval by the governments of both Aursi and Mitheldalond before it is taken to vote.

Article 7

1. All KTO member nations involved in the present conflict shall be required to vote in favor of the amendment outlined in Article 4 of the present treaty, and shall be recorded as having done so regardless of their representatives' participation in the voting process.

2. The nations bound by the provisions of paragraph 1 of the present article include: Janpia, the Galapagos, the Aquaria, Armenia, East Lankia, the New Roma Republic, Vinsegrad, GreatOceania, Tartania, the Imperial Principate of Imperia, Anagonia, Somurias, and Countesia.

3. Thus there shall be recorded a minimum of 13 votes in favor of the amendment.

PART II. MILITARY CLAUSES

SECTION I — WITHDRAWAL OF FORCES

Article 8

1. All armed forces of the KTO and Associated Powers shall be withdrawn from Aursi as soon as possible, and in any case not later than 30 days from the coming into force of the present treaty

2. All naval and air forces of the KTO and Associated Powers not engaged in the evacuation of ground forces, rescue operations on the sea, or conducting repairs necessary for the journey shall be withdrawn from Aursi not later than 7 days from the coming into force of the present treaty.

3. Naval and air forces so engaged shall be withdrawn as described in paragraph 1 of the present article.

Article 9

Armed forces of the Aursian-Allied Powers shall be withdrawn as requested by Aursi, or otherwise at the discretion of their own governments.

SECTION II — PRISONERS OF WAR

Article 10

1. All prisoners of war shall be repatriated as soon as possible. The governments of the Detaining Power and the prisoners' Power of Origin shall make arrangements for their release and transportation.

2. The release of prisoners shall not be subject to any conditions not outlined in the present treaty or the existing Laws of War.

3. In accordance with the provisions of the Geneva Conventions, all costs of repatriation shall be borne by the prisoners' Power of Origin from the time they exit the borders of the Detaining Power to the time they arrive in friendly territory. Costs incurred during their detainment within its borders shall be borne by the Detaining Power.

SECTION III — WAR CRIMINALS

Article 11

1. All accusations of war crimes against any Power or individual shall be brought to the Cylis Treaty and Arbitration Organisation (CTAO) for investigation and, if the situation warrants it and there is sufficient evidence to support the accusations, for trial in the International Court of the CTAO.

2. No court or institution of justice other than that of the CTAO may hold trials for any accused of war crimes during the present conflict, nor shall any Power or individual be required to comply with any judgement rendered by another court.

3. The position of Mitheldalond as both an authorized CTAO Arbitrator and a party to the present conflict represents a clear conflict of interests. Mitheldalond will therefore recuse itself from adjudicating any case relating to the present conflict.

PART III. CLAIMS ARISING FROM THE CONFLICT

SECTION I — REPARATIONS

Article 12

All monetary values given in this section of the present treaty shall be based on the NSD at its gold parity on October 11, 2022, i.e. $1,670.10 for one ounce of gold.

Article 13

For their unlawful use of prisoners and prisoners of war as forced suicide bombers and human bombs, NIRAN shall forfeit their right to claim reparations from any party for the loss of Niranian lives and equipment suffered during the present conflict. It is estimated that these losses amount to a sum of more than $2 billion.

Article 14

REPARATIONS TO BE PAID BY THE AQUARIA

1. TO AURSI, Aquaria shall pay a sum of $100,000,000 for their role in instigating the war against them.

Article 15

REPARATIONS TO BE PAID BY THE HOLY ARMENIAN EMPIRE:

1. TO AURSI, Armenia shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against Armenia if an agreement is reached between them on separate matters regarding Eastern Europe.

1. Otherwise, Armenia shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 16

REPARATIONS TO BE PAID BY COUNTESIA:

1. TO AURSI, Countesia shall pay a sum of $1.5 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, and for the attack by Countesian terrorists on the peace conference that negotiated the present treaty.

2. MITHELDALOND waives all reparations claimed against Countesia in recognition of the willingness of their government to compensate Aursi for damages caused by terrorists not under their control.

Article 17

REPARATIONS TO BE PAID BY THE GALAPAGOS:

1. TO AURSI, the Galapagos shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against the Galapagos if an agreement is reached between them on separate matters regarding Gonswanza.

1. Otherwise, the Galapagos shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 18

REPARATIONS TO BE PAID BY GREAT OCEANIA:

1. TO AURSI, Great Oceania shall pay a sum of $100,000,000 in reparations for their part in the war.

Article 19

REPARATIONS TO BE PAID BY JANPIA:

1. TO AURSI, Janpia shall pay a sum of $100,000,000 in reparations for their part in the war.

2. TO MITHELDALOND, Janpia shall pay a sum of $100,000,000 over a period of four years for the cost of expended munitions.

1. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 20

REPARATIONS TO BE PAID BY THE SONS OF LIBERTY:

1. TO AURSI, the Sons of Liberty shall pay a sum of $100,000,000 as reparations for their part in the war.

Article 21

REPARATIONS TO BE PAID BY TARTANIA:

1. TO AURSI, Tartania shall pay a sum of $1 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, for violating the immunity of Aursian diplomats, and for the abduction and murder of His Highness Prince Tonmoy, heir to the throne of Aursi.

2. MITHELDALOND waives all reparations claimed against Tartania.

Article 22

REPARATIONS TO BE PAID BY OTHER POWERS:

1. Having taken a lesser part in the war, Anagonia, East Lankia, the Imperial Principate of Imperia, Independent South Africa, Neo-Western East Korea, the New Roma Republic, Piikala, Somurias, and Vinsegrad shall provide humanitarian aid to Aursi, according to the requests of the Aursian government.

SECTION II — RENUNCIATION OF FURTHER CLAIMS

Article 23

1. The reparations listed above, upon completion of payment, shall be regarded as satisfying all debts accrued as a result of the present conflict. The Aursian-Allied Powers and the KTO and Associated Powers shall waive any other claims of any description arising from the present conflict or from actions taken because of the existence of the conflict.

2. The provisions of this article shall bar, completely and finally, any future claims of such a nature, regardless of whoever may be the parties in interest.

Article 24

Any and all sanctions, travel bans, and similar restrictions, imposed by one Belligerent Power in the present conflict upon another, shall be lifted as soon as possible, but in any case not more than 30 days from the coming into force of the present treaty.

PART IV. FINAL CLAUSES

Article 25

The present treaty, of which the English text is authentic, shall be ratified by the Aursian-Allied Powers and by the KTO and Associated Powers. It shall come into force immediately upon the deposit of ratifications by Aursi, Mitheldalond, Janpia, and the Galapagos. The instruments of ratification shall, in the shortest time possible, be deposited with the government of Wallowis, and shall be stored in the archives of the CTAO.

Article 26

1. Any Belligerent Power not a signatory to the present treaty may accede to the treaty, and upon accession shall be deemed to be an Allied Power or an Associated Power.

2. Instruments of accession shall be deposited with the government of Wallowis and shall take effect upon deposit.

Article 27

Any dispute as to the meaning of any of the provisions of the present treaty shall be settled by Wallowis and the CTAO. Their judgement shall be final and binding on all parties.

1. TO AURSI, Tartania shall pay a sum of $1 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, for violating the immunity of Aursian diplomats, and for the abduction and murder of His Highness Prince Tonmoy, heir to the throne of Aursi.

2. MITHELDALOND waives all reparations claimed against Tartania.

Article 22

REPARATIONS TO BE PAID BY OTHER POWERS:

1. Having taken a lesser part in the war, Anagonia, East Lankia, the Imperial Principate of Imperia, Independent South Africa, Neo-Western East Korea, the New Roma Republic, Piikala, Somurias, and Vinsegrad shall provide humanitarian aid to Aursi, according to the requests of the Aursian government.

SECTION II — RENUNCIATION OF FURTHER CLAIMS

Article 23

1. The reparations listed above, upon completion of payment, shall be regarded as satisfying all debts accrued as a result of the present conflict. The Aursian-Allied Powers and the KTO and Associated Powers shall waive any other claims of any description arising from the present conflict or from actions taken because of the existence of the conflict.

2. The provisions of this article shall bar, completely and finally, any future claims of such a nature, regardless of whoever may be the parties in interest.

Article 24

Any and all sanctions, travel bans, and similar restrictions, imposed by one Belligerent Power in the present conflict upon another, shall be lifted as soon as possible, but in any case not more than 30 days from the coming into force of the present treaty.

PART IV. FINAL CLAUSES

Article 25

The present treaty, of which the English text is authentic, shall be ratified by the Aursian-Allied Powers and by the KTO and Associated Powers. It shall come into force immediately upon the deposit of ratifications by Aursi, Mitheldalond, Janpia, and the Galapagos. The instruments of ratification shall, in the shortest time possible, be deposited with the government of Wallowis, and shall be stored in the archives of the CTAO.

Article 26

1. Any Belligerent Power not a signatory to the present treaty may accede to the treaty, and upon accession shall be deemed to be an Allied Power or an Associated Power.

2. Instruments of accession shall be deposited with the government of Wallowis and shall take effect upon deposit.

Article 27

Any dispute as to the meaning of any of the provisions of the present treaty shall be settled by Wallowis and the CTAO. Their judgement shall be final and binding on all parties.

The Kingdom of Aursi, the Kingdom of Mitheldalond, Niran, and the United States of America1775, hereinafter referred to as "the Aursian-Allied Powers", of the one part, and
The Aquaria, the United Revolutionary States of Janpia, the Holy Armenian Empire, Tartania, Countesia, the Republic of the Sons of Liberty, GreatOceania, and the Galapagos, hereinafter referred to as "the KTO and Associated Powers", of the other part:

Whereas the KTO and Associated Powers undertook a war of aggression and thereby provoked a state of armed conflict with Aursi and with the Aursian-Allied Powers, and each bears their share of the responsibility for the conflict; and

Whereas the KTO and Asssociated Powers have thus far failed in their efforts to invade and subjugate Aursi, and have in the most part withdrawn their forces and sought to have no further involvement in the conflict; and

Whereas the Aursian-Allied Powers and the KTO and Associated Powers are desirous of concluding a treaty of peace which, in conformity with the principles of justice, will settle questions still outstanding as a result of the events hereinbefore recited, and will form the basis of friendly relations between them;

Have therefore agreed to declare the cessation of hostilities and for this purpose to conclude the present treaty of peace, and have accordingly appointed the undersigned Plenipotentiaries who, after presentation of their full powers, found in good and due form, have agreed on the following provisions:

PART I. POLITICAL CLAUSES

Article 1

The previous Treaty of Aurtumn is hereby overridden. All of its articles and provisions are held to be null and void, and none may be enforced by or against any signatory to said treaty.

SECTION I — THE GOVERNMENT OF AURSI

Article 2

1. The Democratic Federal Republic of Aursi, established by the prior treaty, is hereby dissolved. The government of Aursi, in accordance with the democratic referendum held before the present conflict, is reinstated as a constitutional monarchy.

2. Her Highness Princess Mrinmoy of Aursi shall be the first Queen of the new government.

Article 3

Her Highness Princess Mrinmoy of Aursi and His Highness Prince Sanehito of the Empire of Greater Nifon shall, if they be willing, be joined in marriage. His Highness Prince Sanehito shall thereafter be King-Consort of Aursi.

Article 4

The legislature of Aursi shall be a Parliament compliant with the following provisions:

1. Members of the Aursian Parliament shall be democratically selected in free elections to be held at regular intervals of no more than six years.
2. Elections shall be open to all Aursian citizens of the required age, regardless of race, gender, or religion.
3. The vote of every citizen shall have equal value, and shall be counted equally.
4. The Monarch shall not have the power to dissolve or suspend the Parliament for any reason.

SECTION II — FOREIGN INFLUENCE IN AURSI

Article 5

1. The KTO and Associated Powers shall have no further involvement or say in the internal affairs of Aursi. They shall not attempt to interfere with Aursian politics or internal matters of the Aursian economy or military. Aursi shall henceforth be free to conduct its own affairs without oversight or interference from foreign Powers.

2. Nor shall they impose any political, economic, or military sanctions against Aursi for adopting a constitutional monarchical government, nor against any of the Aursian-Allied Powers as a result of their involvement in the present conflict.

3. The KTO and Associated Powers shall not seek to influence the opinions or policies of their allies or any foreign Powers against Aursi, nor shall they encourage their allies or any foreign Power to undertake any action detrimental to Aursi or any of the Aursian-Allied Powers.

SECTION III — LIMITATIONS ON THE KTO

Article 6

1. Janpia and the Galapagos shall draft an amendment to the Charter of the Kalisight Treaty Organization (KTO), and within one week of the coming into force of the present treaty, shall put the amendment to vote before the members of the KTO. The amendment shall express the following:

1. The KTO, as an alliance, may not engage in any war of aggression, nor shall it send armed or military forces into the territory of any sovereign Power that has not freely granted it permission to do so.
2. However, should the KTO, by their own due processes for such matters, find it necessary to oppose by military force the actions of a KTO member nation, they may engage in those activities otherwise prohibited by paragraph 1a.
3. The KTO, as an alliance, may only engage in defensive wars to protect member nations, or non-member nations that explicitly request the assistance of KTO forces, from external or internal attack.
4. However, the KTO as an alliance, may not help hold or defend any territory captured from another foreign Power by any nation engaged in a war of conquest or aggression. This shall apply only to territory captured after the coming into force of the present treaty.

2. The provisions of this amendment shall apply only to the KTO as an alliance, and shall in no way restrict the military operations of any KTO member nation, nor shall it restrict them in their political or economic dealings with other KTO member nations.

3. The form and wording of this amendment shall be subject to approval by the governments of both Aursi and Mitheldalond before it is taken to vote.

Article 7

1. All KTO member nations involved in the present conflict shall be required to vote in favor of the amendment outlined in Article 4 of the present treaty, and shall be recorded as having done so regardless of their representatives' participation in the voting process.

2. The nations bound by the provisions of paragraph 1 of the present article include: Janpia, the Galapagos, the Aquaria, Armenia, East Lankia, the New Roma Republic, Vinsegrad, GreatOceania, Tartania, the Imperial Principate of Imperia, Anagonia, Somurias, and Countesia.

3. Thus there shall be recorded a minimum of 13 votes in favor of the amendment.

PART II. MILITARY CLAUSES

SECTION I — WITHDRAWAL OF FORCES

Article 8

1. All armed forces of the KTO and Associated Powers shall be withdrawn from Aursi as soon as possible, and in any case not later than 30 days from the coming into force of the present treaty

2. All naval and air forces of the KTO and Associated Powers not engaged in the evacuation of ground forces, rescue operations on the sea, or conducting repairs necessary for the journey shall be withdrawn from Aursi not later than 7 days from the coming into force of the present treaty.

3. Naval and air forces so engaged shall be withdrawn as described in paragraph 1 of the present article.

Article 9

Armed forces of the Aursian-Allied Powers shall be withdrawn as requested by Aursi, or otherwise at the discretion of their own governments.

SECTION II — PRISONERS OF WAR

Article 10

1. All prisoners of war shall be repatriated as soon as possible. The governments of the Detaining Power and the prisoners' Power of Origin shall make arrangements for their release and transportation.

2. The release of prisoners shall not be subject to any conditions not outlined in the present treaty or the existing Laws of War.

3. In accordance with the provisions of the Geneva Conventions, all costs of repatriation shall be borne by the prisoners' Power of Origin from the time they exit the borders of the Detaining Power to the time they arrive in friendly territory. Costs incurred during their detainment within its borders shall be borne by the Detaining Power.

SECTION III — WAR CRIMINALS

Article 11

1. All accusations of war crimes against any Power or individual shall be brought to the Cylis Treaty and Arbitration Organisation (CTAO) for investigation and, if the situation warrants it and there is sufficient evidence to support the accusations, for trial in the International Court of the CTAO.

2. No court or institution of justice other than that of the CTAO may hold trials for any accused of war crimes during the present conflict, nor shall any Power or individual be required to comply with any judgement rendered by another court.

3. The position of Mitheldalond as both an authorized CTAO Arbitrator and a party to the present conflict represents a clear conflict of interests. Mitheldalond will therefore recuse itself from adjudicating any case relating to the present conflict.

PART III. CLAIMS ARISING FROM THE CONFLICT

SECTION I — REPARATIONS

Article 12

All monetary values given in this section of the present treaty shall be based on the NSD at its gold parity on October 11, 2022, i.e. $1,670.10 for one ounce of gold.

Article 13

For their unlawful use of prisoners and prisoners of war as forced suicide bombers and human bombs, NIRAN shall forfeit their right to claim reparations from any party for the loss of Niranian lives and equipment suffered during the present conflict. It is estimated that these losses amount to a sum of more than $2 billion.

Article 14

REPARATIONS TO BE PAID BY THE AQUARIA

1. TO AURSI, Aquaria shall pay a sum of $100,000,000 for their role in instigating the war against them.

Article 15

REPARATIONS TO BE PAID BY THE HOLY ARMENIAN EMPIRE:

1. TO AURSI, Armenia shall pay a sum of $100,000,000 for their part in the war.

2. MITHELDALOND will waive all reparations claimed against Armenia if an agreement is reached between them on separate matters regarding Eastern Europe.

1. Otherwise, Armenia shall pay to Mitheldalond a sum of $100,000,000 over a period of four years for the cost of expended munitions.
   
2. Of this sum, 20% shall be donated to the Aid and Recovery fund of the CTAO.

Article 16

REPARATIONS TO BE PAID BY COUNTESIA:

1. TO AURSI, Countesia shall pay a sum of $1.5 billion during a period of ten years from the coming into force of the present treaty. This shall be reparations for their part in the war, and for the attack by Countesian terrorists on the peace conference that negotiated the present treaty.

2. MITHELDALOND waives all reparations claimed against Countesia in recognition of the willingness of their government to compensate Aursi for damages caused by terrorists not under their control.

1. TO AURSI, the Galapagos shall pay a sum of $100,000,000 for their part in the war.

Also, I didn't expect this to be the final version of the treaty. I did try to include some of what everyone wanted, but I figured some people would still have issues with it. So feel free to request changes either IC or OOC. This is supposed to be a negotiation after all.

Mitheldalond, there was absolutely no way you knew my submarine was in the theater of operations. I had a single intelligence asset, that was it. It didn't even participate. I suggest you go back and look over the materials of my involvement before placing my name on a document to which I'm not even representing ICly, nor did I take hostile action in the accused operations thereof.

I started writing this thing sometime last week, and have spent many hours over several days working on it (because apparently that's something I enjoy. Also, not looking for praise or anything, just trying to point out that I may have forgotten things from one day to the next). There were multiple lists of nations needed for different parts of it: Aursi side and anti-Aursi side, KTO and non-KTO, majorly and minorly involved players, people who were participating in the peace conference, and various combinations thereof. So I was running back and forth in the IC and OOC threads, as well as the KTO thread (since the member list isn't up to date *coughs*).

I knew that you were KTO and that you were active in the IC, but weren't heavily involved, which I think is how you got filed onto the wrong lists. Now that I look, your app on the OOC even says neutral, so sorry about that. The funny thing is, I did actually read through (and enjoy) most of your IC posts, and was perfectly aware OOC that you only had a submarine deployed, and that it wasn't actively participating in the conflict. Yet somehow that never occurred to me at any point during the writing or reading over of the treaty.

Of course I'll take your name out of the treaty, since it never should have been there in the first place. I'll respond to the IC part of your post if you want (which will basically just be restating most of the above in IC terms), but I think it might be better if we just assume OOC that it never actually happened IC. The funny thing is, I did actually read through (and enjoy) most of your IC posts, and was perfectly aware OOC that you only had a submarine deployed, and that it wasn't actively participating in the conflict. Yet somehow that never occurred to me at any point during the writing or reading over of the treaty.

Of course I'll take your name out of the treaty, since it never should have been there in the first place. I'll respond to the IC part of your post if you want (which will basically just be restating most of the above in IC terms), but I think it might be better if we just assume OOC that it never actually happened IC. Because it really shouldn't have even been possible IC; Mitheldalond would have had no way of even suspecting Anagonian involvement, and the treaty hasn't been finalized yet. The only people who should know anything about the treaty are the people in Mitheldalond who wrote it, and the delegates at the peace conference (who are presumably still hiding in a bunker).

As a final note, I was actually not paying attention to the KTO Boardroom through the duration of the war, since I couldn't participate and shouldn't know anything you all were discussing about the war. So OOC I don't know anything about what went on there prior to page 18.

MY next post after my first one on page one was canonically 20 hours later, which was enough time to fairly constitute a fair travel time. It was also only done in response to this post by America1775 which I didn't get to in time because of work. I mentioned his contact as "eight hours ago" in the new post. So where I started, if I may be so bold and upfront, was logistically at the edge of the map and it took me 20 hours canonical time to traverse that distance.

In defense of what you said: No, I did not post or assume to post a departure from a base as normal. I placed in assumption that this submarine was already close by at some point, since most of my submarines usually are on patrol.

OOC: Don't worry about it at all. I've had experience with the same kind of people, so I know where you're coming from. The only thing that came across as brash was the IC part, which is totally appropriate for the situation. The rest I read as polite but somewhat annoyed, which is also perfectly fair.

I'd say we just wash over it since it doesn't really make much sense from an IC perspective. I'm also not particularly interested in picking a fight with the Eldritch Horror that is Gholgoth, especially not accidentally.

It does help, since this is exactly the point I'm trying to make. I sent drones from Mitheldalond to find the Janpian fleet. Assuming 400 kn for the drones, they would arrive in the search area ~7.5 hr later, and would spend at least a few more hours actually searching for the fleet, so my next post would be 10-12 hours later. Plenty of time for a bomber group to fly in from Mitheldalond. My bombers also started about 900 miles from his fleet, which is further than the 1200 km he started from Aursi, or the 12 nmi (or 200 nmi for the EEZ) you started from.

My point is, it makes perfect sense for all of us to have our forces first appear where they did, because prior to that they weren't relevant to the RP or doing anything an opponent could reasonably react to. None of us did anything wrong.

I mentioned that they took off after the UAVs. They were included in my ORBAT along with a link to my Air Force factbook entry, so their existence shouldn't have been a surprise, and you were notified about them as soon as they did anything noteworthy.

As for knowing what's going on, I tracked your missiles shooting down satellites and sent a pair of stealth drones to find your fleet. What did you think I was going to do when I found it, bake them a cake?

Anyway, this is the wrong thread to continue this discussion. We should focus on the peace treaty.
