Proposal M
1- Expansion and protection
Under Proposal M, the UADC will make finding members a priority. An alliance military shall be founded. Alliances will not be absorbed unless they have the same ideals as the UADC (namely, freedom, democracy, human rights and the protection of international law) and a majority of their members are friendly towards the UADC. Any significant war or other event where human rights and/or international law is being violated must be discussed by the alliance. If any member of the UADC is attacked, all other members must declare war on the aggressor, unless 60% of the members decide otherwise.
2- Economic growth and stabilisation
An alliance treasury shall be founded. Every member shall contribute 2% of their GDP to the treasury per year, unless the majority of the members and founders decide to make an exception. The yearly (OOC: monthly) expenditure shall be decided by the Council of Leaders. Trade routes shall be established between all member nations, and trade deals between all member nations are required.
3- Council of Leaders
The Council of Leaders shall be formed, which shall be a council of three UADC members who will decide yearly expenditures, partly decide if an exception in the contribution in the treasury is necessary, accept members, expel and/or demote members, appoint the Applications Administrator and the Military Advisor, and approve any decisions made by the members. They shall be elected every two years (OOC: two months). The CL cannot be denoted.
4- Applications Administrator
The Applications Panel shall be a UADC member who can accept or deny applications and demote members. They can overrule the Council of Leaders’ decision in accepting and denying, but they cannot overrule the CL’s decision in demoting members. The Applications administrator can be demoted.
5- Military Advisor
The Military Advisor will be a UADC member appointed by the CL who shall supervise all the UADC’s military affairs. They can propose plans and strategies and will report every six months (OOC: 15 days) about the UADC’s military position. They will be in overall command of the UADC military unless the CL and the majority of the members decide to strip them of their position. The Military Advisor cannot be demoted by the Applications Administrator.
6- Legislative Assembly
The Legislative Assembly shall propose and vote on acts. All of the members of the UADC are automatically part of the Assembly. There will be five levels of “necessity”: Red, Orange, Yellow, Green and Blue, with Red being the most “necessary” and Blue being the least. The higher the necessity, the higher it is placed on the que, and thus the quicker it is voted on. Members can motion to raise or lower the “necessity”. Once a vote is passed in the LA, it becomes official alliance law.
7- UADC Court
The UADC Court will be run by the Council of Leaders. Any member of the UADC may hand over criminals if they wish. However, any criminals captured by the UADC will go to the court. The highest punishment will be life in prison.
