I do have my doubts about the fact you wouldn't force any territorial changes on CIS.

FYI. France, Iberia, and my northafrican territory joined by their own volition mostly. Like when we came upon citizens we gave them options if they wanted to join us. And most did. The others stayed but left to other parts of the world over time

So in my lore Ireland has about 20 mil population and around 1 mil of them are military, they have have around 200,000 armored ground vehicles [including tanks]

6 escort carriers
20 cruisers
40 Destroyers
70 various other craft including the ships that the coast guard uses for Battle
About 1000 various aircraft [no refuel planes since they don't really do offensive]
Most of their military equient is bought/gifted by romanic imperuim

I also have questions about how the emerald isle can hold 20 million people with current methods of housing and farming.

Well they kinda did some dredging and made the island bigger. Also we are very kind to our Allys our Allyson recipe lots for only a little amount of money
