1;Passage of new resolution
1a; For a resolution to pass it must have majority(51% or more) support, for a resolution changing the constitution must have 66% or more support
1b; Any resolution must not infringe on a nation's right to govern itself. It may not force any policy or ideal upon a nation.
2;Elections
2a; CIS leadership will be elected every 4 weeks(IRL)
2b; No limit on number of people who may run on a single position shall be placed nor on the limit on terms however, no nation shall run for multiple elected positions
2c(1); CIS elections shall use a rated ballot rather then first past the post.
2c(2); Nations will vote like this:

3;Leadership
3a; The CIS Leadership shall have 2 elected positions(Prime Commissioner and Head Judge) and 5 appointed positions(Cooperation Commissioner, Military Commissioner, Diplomatic Commissioner, Judge 1 and Judge 2)
3b; Commissioners shall be automatically sacked after every election and must be reappointed or changed after every election, Judges will not be sacked after elections and must be manually sacked.
3c; To sack a appointed CIS Leader you must need 1 Judge's or Commissioner's approval and 10% or more approval from General Assembly
3d; To appoint a Commissioner the Prime Commissioner must nominate a canidate with their position and the Head Judge must approve or a majority(50% or more) of the General Assembly
3e; A country elected leader may not be an appointed leader and non-elected countries may have 2 officials appointed to leadership positions
3f; Founders shall only have special permission to accept and deny new nations into CIS as to keep the original nature of CIS intact
4;Leadership responsiblity
4a; Prime Commissioner shall appoint and aid Commissioners in their goals and Head Judges shall appoint Judges and do duties as a Judge
4b; Judges shall Judge and manage major disputes between members. Wether this be political or over wether certain resolutions break the constitution or go against other existing resolutions. They shall manage expulsions and other disciplinary actions.
4c; Cooperation Commissioner shall ensure that CIS members cooperate together in economic, scientific and peace-time military matters. Encouraging trade deals and managing voluntary policy resolutions. Military Commissioner shall organize members in war-time in all their operations. It will be the most powerful commission with moderate power over nation's operations to ensure victory. The Diplomatic Commissioner shall manage diplomacy with non-CIS nations and alliances and will manage diplomatic incidents until the first shot of war to ensure no over-escalation occurs.
4d; The Founders shall continue to control the entry of new nations into CIS to ensure standards and safety of new members. Founders shall also be able to oust The Head Judge or Prime Commissioner with 60% or more support for active members. They shall also run general day-to-day operations such as vote counting
5;Other
5a; An attack on one CIS member is an attack on all. All must join the defender or be punished by the Judges/Court.
5b; Member states facing a crisis or underdeveloped members are entitled to economic and military aid
5c; Members states are not allowed to declare war on each other. Breaking this entails expulsion and immediate starting of hostilities.
5e; Trade deals between members are to be fair to both parties.
5f; Breaking of any Articles will result in Judge's punishment.
5g; CIS shall shall not merge into any other alliance or international body.
