PROPOSAL ON EXTENDED IHC ARTICLES

Introduction: The International Humanitarian Coalition over the past months, or years. It has taken a role in humanitarian missions, and over time, has evolved into a complex, global undertaking. During this time, the conduct of the International Humanitarian Coalition was solely weak. Its charter only being guided by a large unwritten body of principles based on the premises of the idea of a humanitarian organization. Within that period, many member states were unguided to the path of actual humanitarian missions taking place in nations that have succumbed to war, hatred, and instability. The spectrum of peacekeeping operations, rescuing civilians, and various other missions led by the IHC. This document expands the Charter of the International Humanitarian Coalition to further solidify its place, improve its efficiency, and effectiveness to further prove the idea of our mission in the world.

Article 1; The International Humanitarian Coalition banners/logo/name must not be used in a direct conflict involving IHC members, or as a tool to wage a military offensive against other nations, nor be used as a tool/justification while occupying subjugated nations and be used as a tool to violate the sovereignty of a nation.

1a; Nations involved in peacekeeping operations must only adhere to IHC regulations and must not attack other local governmental/international/government institutions during a humanitarian intervention, and must only initiate direct combat as a last resort; when they are being ambushed and being attacked by hostile forces. It must be executed in a precise manner to prevent collateral damage, minimize casualties and sustain the desired effect to prevent further consequences. The use of forces during an IHC peacekeeping operation may lead to a chain of events that may render the coalition ineffective.
ㅤ 1b: Referring to Article 1 (The International Humanitarian Coalition banners/logo/name must not be used in a direct conflict involving IHC members); The International Humanitarian Coalition members cannot use the IHC as means to declare war, but only for peacekeeping operations to protect neutrality.
ㅤ ㅤ 1c; If an IHC member is attacked, member states must still adhere to Article 1 and may not involve the International Humanitarian Coalition within a war between two states within the IHC.

Article 2; The International Humanitarian Coalition can only order humanitarian intervention and not resort to direct intervention.

1a; The International Humanitarian Coalition must resolve to diplomatic means and not bloodshed/violence as a means to resolve conflicts peacefully to prevent more infrastructure damage and civilian deaths leading to a humanitarian crisis.
ㅤ 1b; Referring to Article 1a: Unless necessary, the IHC may order robust mandates, authorizing all force necessary to prevent disruption of the political process, protect civilians prone to physical assault/attack, and may not require such consent from the main parties involved in said conflict.
ㅤㅤ1c; Referring to Article 1a: If the said state/region is too unstable or has remained in a constant state of destabilization, the IHC may order the establishment of a provisionary government to perform basic civilian administrative functions under the International Humanitarian Coalition to restabilize and ensure a peaceful life for its citizens.

Article 3; Neutrality must be ALWAYS maintained; to preserve nonpartisan status, and maintain impartiality.

1a; Consent is required in the main institutions involved in a conflict, as it gives the International Humanitarian Coalition the necessary action, both political and physical to carry out tasks needed to perform essential actions for operations. In the absence of such consent peacekeeping operators may become a risk of becoming another party to the conflict; and possibly be dragged towards direct engagement against other parties, breaking the fundamental rule for a peacekeeping operation.
ㅤ1b; Merging with other alliances will not be allowed, as the IHC remains an independent organization solely based on humanitarian missions. But unless we are the one integrating another organization; it is mostly allowed.
ㅤㅤ1c; A standardized peacekeeping force shall be made, consisting of various equipment from other nations to further strengthen impartiality and promote unity between member states.

Article 4; Peacekeeping forces must be subjected to monitoring to hinder the capability of infringing the International Humanitarian Coalitions charter.

1a; The Overseer on Peacekeeping Operations must report all following suspicious activity to all nations within the IHC and must punish those known to have been breaking the IHC charter.
ㅤ1b; The OPO must also ensure that no member states involved in a humanitarian operation are doing illegal activities that may harm the IHC. The OPO also deserves to right to report any state that has been known to commit crimes during a humanitarian mission.

Article 5; The OPO, OOF, and the OIR are required to be also monitored by various member states and the International Humanitarian Coalition President to check if they are doing their jobs efficiently.

PRESENTING the Concord of Independent States, an alliance made up of some of the worlds' most notable decadent dictatorships, most of whom have proved themselves a threat to international sovereignty and democracy, and others whom continue to ally with said dictatorships,

NOTING their introductory paragraph claims that all crimes committed by their members are to be "absolved", as per its third line, and provides vague threats of violence towards democratic nations, as per its fifth line,
