~ The Rhevilian Civil War ~

Background:

The Rhevilian Civil War also called the Socialist Rebellion, or the Rhevilian Revolution is an ongoing conflict between the Kingdom of Rhevilia and the Republic of Rhevilia that began on October 12, 2021. In the past few years, there had been a rising political party known as the People’s Party that had gained significant ground in the National Assembly, the parliament of the nation. The People’s Party advocated for massive social change within the country including the eradication of the capitalist system which they believe to be inherently “authoritarian” and “oppressive”, also they advocated for the abolishment of the monarchy that holds absolute authority over the nation which they also describe as authoritarian and oppressive.

Along with that, there had been rising discussions of the possibility of a “revolution” of some kind, as the People’s Party got closer and closer to obtaining a majority in the National Assembly. The counter to the People’s Party is the Royalist Party, colloquially known as the Monarchists. The Monarchists advocated for the continued support of the King and his royal family, who have led the country for generations. The tensions between these two movements came to a head when on October 11, 2021, the King, at the advice of his Ministers, declared a formal ban on political parties, institutions, and expressions, that endanger the authority of the government i.e. the Monarchy.

Almost immediately, there was a widespread backlash as many people went to arms. The People’s Party met in the National Assembly while it was adjourned and unanimously declared the actions of the King to be tyrannical, immoral, and illegal, and the group formally went into open rebellion against the government. On October 12, 2021, the first few letters came from the Governors of the majority People’s Party regions, that officially declared independence from the Kingdom of Rhevilia.

Overview:

The Kingdom of Rhevilia

The Kingdom of Rhevilia, founded in 1805, is an island nation led by King Andris Balodis I. The nation was founded by Latvian explorers who exerted control of the native populations. Despite initial rebellion against the newly founded Monarchy, the native population and new European explorers were able to find ways to coexist peacefully with one another making the nation one of the few monarchies with a very diverse population to date, though the crown has always been held by people of European descent. Its largest economic sector is tourism, with agriculture, and fishing coming in second and third respectively. The nation has been slowly transitioning its economy toward industries and a more developed economy.

Rhevilia has been, for years ruled by its Monarch, but there recently has been a push for socialism by a solid portion of the population. That clash between socialism and monarchism has led to war, the King has been repeatedly open to bringing the war back to the discussion table as he believes the continued death of their fellow former citizens is “painful” and “saddening” but he has firmly reiterated “there shall be no surrender of any of the Kingdom’s territory”. The Kingdom has refused to acknowledge the Civil War as a war and instead calls it the Socialist Rebellion, and they do not recognize the existence of the Republic of Rhevilia.

The Kingdom of Rhevilia is a nuclear-armed state, and the King has stated that any interference in the rebellion against the government can be treated as a hostile action against the government.

The Republic of Rhevilia

The Republic of Rhevilia, founded in 2021, is a number of territories in open rebellion against the Kingdom of Rhevilia, led by their elected Prime Minister Vanda Ozoliņš. The nation firmly believes in its cause and is willing to drag on the war for as long as possible if it means gaining its independence from the Kingdom. They have expressed their willingness to return to the discussion table but only if independence is “guaranteed” they no longer trust the King or his Monarchist.

Their economy, at the moment, is fully geared toward the war and because of this they are struggling to provide safe food and drinking water to noncombatants and civilians, they have been repeatedly asking for international assistance for their cause in the form of military aid and humanitarian aid to no avail due to the blockade they are under by the Kingdom.

The Republic of Rhevilia is also a nuclear-armed state having obtained access to nuclear weapon systems and silos from generals who joined the rebellion. The Republic has not ruled out the use of nuclear weapons to somehow win the war.

FTP (For The People)

The For the People movement is a rising terrorist group advocating for the complete destruction of the monarchy and the socialist groups “harming” the country. This group was founded after the beginning of the Civil War and has quickly grown despite them being responsible for various terrorist attacks against both civilian and military targets on both sides of the war. Their leader Peter Liepins, is an immigrant from the United States, who obtained citizenship in the country in 2017. The group sees all forms of the current governments as symbols of oppression.

There have been repeated attempts by this group to get access to nuclear weapons possessed by both sides, they have been repeatedly rebuffed so far.

All you need to know about Rhevilia

CLIMATE
Rhevilia is a medium-small island somewhat southern to the Labrador Sea, in the Atlantic Ocean, colonized by European explorers from the Latvian region. The best word to describe Rhevilia is cold, very cold. While it is basically Winter year-round, during Winter it is very common for it to dip and remain in the negatives at around -15°C, during the Summer it stays at an average of 8°C. Because of that, precipitation is fairly uncommon with the most you’ll be getting is snow and maybe some rain on the warmest of days.

GEOGRAPHY
Rhevilia is home to various geographical regions. The east coast is the most mountainous region of the island and the coldest region of the island. Because of this, it is home to three of the nation's smallest major cities, New Talava, Šaná, and Vēra. As you head west toward the center of the island, it flattens into the majority of the island’s vegetation and forest, this also happens to be the location of the island’s most densely populated centers being, Rhevilia City, Groshikha, Aļģis, and Ododiru, and other major towns in the location. As you head northwest you’ll run into the only glaciers on the island, of which there are two named, Suftsall and Ridgemar. While both glaciers are near the northern tip of the island, the closest major city to a glacier which would be Ridgemar is Talava. As you head south you’ll run into the warmest portion of the island, this area doesn’t have much vegetation but it does have warm hot springs provided by the geothermal activity happening under the island. There are also natural harbors that exist that provide good fishing grounds. The two major cities of this area is Rîșri and Valdis.

WATERWAYS
The island of Rhevilia has three major rivers, the Lauga, Gauja, and Dubna rivers. The Lauga River is the largest river on the island and it flows southward from a small lake near a town near New Talava, all the way past Valdis to the Atlantic Ocean. The Gauja River starts from Talava and meets up with the Lauga river at Rhevilia City. The Dubna River starts near New Talava before meeting up with the Lauga River at, you guessed it, Rhevilia City. The city was intentionally built on the meeting point of the three rivers making it the most important point on the island. There are various other small waterways and lakes on the island, though none are as important as the three main rivers.

Any immediate military action at the start of the roleplay will be ignored, you must present to your people and to the international community your justifications for interfering militarily in another nation, and you must also showcase the buildup of your military and the process of getting to said side you’re supporting. 3. Nuclear Weapons may not be used in times of war, unless, the Kingdom or the Republic launches them first. If the FTP somehow gets ahold of nuclear weapons, then that still does not permit the usage of nukes by other nations.

4. When supplying aid or really doing anything that involves, use numbers to quantify what you’re trying to give.

5. Keep in mind, that this is a modern roleplay, so all technology must be modern, usage of some kind of advanced technology will not be accepted.

6. I encourage you to ask any questions that you have before taking action via a telegram, this is arguably the most important rule.

7. At the end of the day, I am the sole arbitrator of the rules, I’ll try to do what’s best for the roleplay, so these rules are subject to change if I feel it is for the best, that said, its best to follow the rules instead of challenging.

The politics of France take place with the framework of a semi-presidential system determined by the French Constitution of the French Fifth Republic. The construction of Europe

Development aid through co-operation

France intends to continue its effort of solidarity toward the poorest countries and in 2003 devoted €6.4 billion to official development assistance. This sum represents 0.41% of French GDP.

The major part of the funds provided by France for development aid is devoted to bilateral assistance provided directly to the beneficiary countries by French government departments or those acting for them.

In 2003, development in Africa continued to be a priority for French foreign policy. The proportion of bilateral aid going to sub-Saharan Africa thus rose from 49% in 2002 to 57% in 2003.

Encouraging cultural exchanges and the use of the French language
France has 860 French cultural establishments abroad, located in 91 countries, and a network of 900 Alliances françaises.

The policy of promoting the French language concerns 82 million learners in 130 countries and relies on 900,000 teachers. The Agency for French Studies Abroad (AEFE) coordinates the activities of the 1,000 French schools in the world.

Promoting scientific and academic co-operation
France intends to both support the internationalisation of French research and disseminate information on the scientific systems of partner countries.

The Science and Technology Observatory and the 28 French research centres abroad are responsible for implementing these objectives.

As regards academic cooperation, France manages more than 200 French-speaking degree courses throughout the world and reinforces, in particular, its relations with partners such as Germany and the United States. An increasing number of foreign students are welcomed to France: they total 220,000.

Ensuring a French presence on the world audiovisual scene
The French audiovisual presence abroad is increasingly strong and support for major operators in this sector, such as the French-speaking channel TV5 and Radio France International (RFI), is now a government priority.

France also supports the distribution of French films and documentaries.

Humanitarian action

France gives humanitarian action a specific place in its foreign policy and also demonstrates its loyalty to the values it has inspired. France has played a vital role in the development of humanitarian action and international humanitarian law.

The French Foreign Ministry’s Humanitarian Action Delegation implements the emergency humanitarian relief actions abroad decided by the government. Finally, France’s contribution to programmes implemented within the European framework amounts to more than €100 million. Through ECHO (European Community Humanitarian Office), France assists countries or peoples in need, suffering the effects of natural disasters or political crises.

French-speaking world (Francophony)

At the same time as promoting cultural, scientific and technical exchanges, France is keen to increase the use of the French language.

Governor-General: Serves as the legislative leader of the Ecclesia. Elected to two-year terms, similar to the Speaker of the House in the USA.
The Ecclesia: split between the lower and upper Ecclesia, this bicameral legislature is the main governing body of the nation, with the Governor-General elected by it.

Military
Nysa is a modest land power and a fairly strong naval power. ~60,000 active duty, 310,000 reserves. 31,000 naval personnel, 62 commissioned ships including one aircraft carrier. ~650 modern combat aircraft.
Nysa due to its geographic security would be willing to deploy a division's (18,000 personnel in three brigades) worth of units without much concern.

Nysa does not possess nuclear weapons. It however does possess ICBMs and in theory, has the resources to develop nuclear weapons.

The Nysian Armed Forces rely primarily on naval and air supremacy to support its ground forces in combined arms operations. However, the Commonwealth generally prefers more covert methods of conflict.

The Nysian intelligence services are considered to be some of the best in the world, with expansive international spy networks, satellite imaging systems, and other unsubstantiated operative abilities. The Nysian Bureau of Foreign Intelligence (NBFI) is generally accepted as the most likely perpetrator of several assassinations of high-profile officials in West Africa, although the NBFI denies such actions.

The Commonwealth of Nysa is a founding member of the UN. It has remained out of the EU and generally remains neutral in world affairs. It desires a balance of power between the major nations within the Atlantic to ensure the peace necessary for commerce.
Nysa would likely support the Republic of Rhevilia, even if it did not agree with all of the fledgling nation's policies or beliefs.

Description of Nysa:
Nysa is an Atlantic island archipelago near the equator, with four major islands that combined, are similar to the size of the State of New York. Discovered and founded by Pytheas of Massalia on his second voyage in ~300BC, the fertile islands were one of the last uninhabited areas of the planet. Some 1000 miles off the coast of Africa, the isolated archipelago and its settlers would remain almost completely unknown to the rest of the world until its rediscovery by Portuguese sailors in 1386. The Commonwealth of Nysa would be host to Spanish explorer Christopher Columbus during his voyage to the New World.

Nysa's strategic location within the Atlantic makes it a major trading nation, made rich off of trading routes within the Atlantic. As a result, the nation has a strong maritime tradition, taking pride in its navy. Although it has traditionally remained neutral in European politics since its reintegration, Nysia contributed greatly to Greek victory in the Greco-Turkish War. The nation also served with distinction in WWII, fighting in Africa as well as mainland Europe from 1941-1945 with the Allied Powers.

Nysian Greek is distinct from modern Greek but still mutually intelligible. Nysian Greeks are prominent in South America and parts of West Africa, with large expatriate communities in Brazil, Senegal, Mauritania, and Morroco. Nysa adopted Roman Catholicism in 1396 after First Citizen Isidoros Samarakos (Reign 1372-1408) was converted by Portuguese missionaries. Nysa's largely catholic population has led to friction with Greece, which is Greek Orthodox. Hey everyone, here's an update on the process section of the roleplay and the economy of Rhevilia. Use this as needed.


The Basics
The process for the RP will flow like this. The official passage of time occurs every two months from me, via an official update on the state of Rhevilia. Usually, this will include the sentiments of each nation, casualty count, map update, etc. I will make it very clear that this is an update, not an RP post so look out for it, it's important everyone stays in relatively the same time period.

As the creator of Rhevilia, I will roleplay the two nations and also roleplay the interaction between other nations. I will always post the flag of whatever nation to indicate which nation you’re roleplay with. Also, you absolutely can request more information on a subject matter of Rhevilia that can help determine your actions, on that note, information that you wouldn’t otherwise know, shall be hidden unless you go out of your way to obtain that information. Try to request such information, beforehand, via a telegram, so it doesn’t conflict with the roleplay.

Military
When it comes to military actions in this roleplay, as stated in the rules, it is forbidden for the first five months. However, you can send troops only for humanitarian purposes, such as providing aid and relief or rescuing people in combat zones, in that time period, they may not enter into combat unless in self-defense, when roleplaying this cannot be used as a justification to unnecessarily escalate the war. Here is are some example questions you should ask your self when sending troops: what is your justification for deploying troops, how does your nation slowly buildup troops, is it under the order of a president, does the legislature have to approve first, what kind of troops are you deploying, how are you going to transport troops to an Atlantic ocean island nation, how many troops are you planning on deploying, etc. You don’t have to answer every question but it’s important that you follow a process and showcase and roleplay that process when building up and deploying troops. Cause and effect people! This same process also should be used for humanitarian troops, though much more reduced.

Also, you cannot send troops without opening up diplomatic relations with whatever side you’re supporting and receiving their permission. Well I mean you can but they would definitely be considered enemies of both states, and would unnecessarily escalate the war.

Diplomacy
Diplomacy is absolutely the first thing you should be doing when roleplaying, both internal and external diplomacy. Diplomacy is the most important process of this roleplay and should be slow and steady. I would like to update you on the formal foreign policy of Rhevilia based on an important question asked: “Rhevilia, diplomatically speaking, is an isolated nation, as in they prefer to keep to themselves when it comes to the international stage. They’re not even members of the United Nations or other international organizations and they open up diplomatic channels to very few nations. They still allow tourists to come and go for the sake of their economy but really it’s only recently that they’ve opened up their diplomatic channels to other nations due to the war, but both sides are mostly focused on receiving international assistance in the form of humanitarian aid at the moment. So when it comes to the roleplay, that basically means you have to formally open up diplomatic channels since they’ve never opened up to you before.”

The formal opening up of diplomatic relations is an important part of the roleplay and its why this is in the rules for now.

ECONOMY
The island of Rhevilia, economically speaking, has a GDP of $803 billion and a GDP per capita of $13,383, which is fueled by its main exports of raw aluminum products, fisheries, and agriculture, but usually, agriculture is used to sustain the nation. Its main service export and largest economic sector is Tourism and despite its diplomatic isolation, only tourists from the select few nations that it has opened up its diplomatic channels, make the time and the effort to visit the nation which is quite beautiful despite being very cold. Despite tourism being the main economic powerhouse, the nation has been slowly transitioning its economy to focus more on industry to hopefully develop the main things that it imports which include, machinery and equipment, petroleum products, and textiles. The island before the war, maintained a free market economy, with very little interference by the Monarchy or the National Assembly, it is believed that this unregulated market led to the rise of socialism within the nation and perhaps led to the Civil War.

Who is the head of government of your nation?: Her Immortal Sufferness, the Eternal Lord-Protector Teilga (for the purpose of this RP I’ll void her “magical” immortality if that is needed)
How would you briefly describe your political system?: It is a colonial empire, very 19-th century-ish, ruled over by the metropoly which maintains economical and (mostly) political domination over it’s subjects, some rogue states who have nothing but the metropoly to turn to. The metropoly in itself is essentially an authoritarian elected monarchy, lacking nearly all elements of any modern society, including some elements of stratocracy and aristocracy.

Military
How would you briefly describe your military strength?: Laka is one of the world’s strongest militaries, that is, if they are fighting the way they figh the way they are supposed to fight…
Generally, Lakan military (and to some extent the society as it is), it’s composition and global strategies all come as a direct of the Great War of 1914-1920. Their primary purpose is deterring hostile from ever again starting a large-scale conflict, thus their primary purpose is acting in a shooting war, which as they believe will be a nuclear one from the get-go. Their army is amongst the largest ones, and they maintain a gigantic mobilization reserve, able to swiftly raise large amounts of troops even in extremely desperate conditions. That is, their army. The Navy, Air Force and other services (namely- the marines, airborne forces, Kolonialtrupplers and Strategic Self Defense Service) more or less focus on maintaining their colonial dominance, with the navy also tasked with protecting what supplies shall be ferried into the metropoly in wartime as well as maintaining a global presence to deter other countries from attempting to invade one of their colonial holdings. Kolonialtrupplers are essentially light units only and strictly supposed for use in low-intensity or COIN operations, equipped and trained to specifically deal with such threats, doing extremely poorly against anything resembling a modern military.
If you were to get dragged into a small-scale war how many land, naval, and air forces would you be willing to commit? If the amount is unreasonable, I will ask you to lower it.: Generally speaking, such decisions will be made on basis of the amount of prestige, equipment and troops at stake. Neither the less they are willing to accept defeat and pull back- although some nobles are sure to loose their heads for this

How would you briefly describe your primary military strategy? EX. Shock and Awe, Air Supremacy, Encirclement, Guerilla Tactics, Elastic Defense, etc.: Mainly- stalling hostile advance and turning the war into a prolonged conflict, at best a Great War-ish entrenched one. However what forces are likely to be deployed (anything but regular army) usually resort to a combination of large-scale planning, coupled with cyberattacks and information warfare, before the start of a conventional conflict. God forbid if we’ll ever deploy reserve or axillary army because they’re built for trench warfare or to be used as a cannon fodder.

How would you briefly describe your economic system?: A colony-based economy, described by some foreign economists as “a relic of a bygone era” (like the country itself), with almost all major imports and exports within the empire. It’s ~7-8th world’s largest economy.

What is the total population of your nation?: The Metropoly populated by around 38 million people, the colonies and other holdings hold many more men, totaling at around half a billion people.
How would you describe your foreign policy?: Essentially based almost completely on the current ruling monarch’s personal opinions. However, Laka almost never goes fully offensive, being best described as a “wasp nest”- if not disturbed they go on their usual business, however once someone interferes with their usual operations the empire is known to commit relarively large amounts of assets to deal with said problems, going as far as using nuclear, chemical, etc. weapons as conventional ones (will not happen in this RP unless OP allows), making no difference between civilian and military targets and personnel, etc. Moreober than that the metropoly, alongside several client states are authoritarian monarchies, still maintaining ties by personal unions, which in the past has resulted in several “internal” succession wars.
If you had to choose, what side would you immediately support? This doesn't mean you have to support that side in the IC if you don't want to, this is just to get a general feeling on who's favored: The Rhevilia. The ideas of democracy let alone socialism are viewed in Laka as hostile, and the current monarch is likely to view aiding a fellow monarch as her obligation. Moreover than that, they believe that they could negotiate a Royal intermarriage with their dynasty, and who knows- maybe one day they’ll even have a Personal Union- adding yet another title to the ruler of the Empire.
