Errm, no they’re not- any modern army can easily counter this by using CRBN equipment and training their men against this. Sure, civilian casualties but since when did Laka actually care about collateral damage?

Task Force San Jacinto, ~40nmi off the coast of Aquaria

Consistent with Federation messaging, the Federal Navy had begun utilizing international waters to the east of Aquaria as a staging point for naval exercises. The astute geopolitical analyst would state that, more likely, the move had been to give the Federal Navy an excuse to forward-deploy forces near Aquaria in case the Spire decided that the time had come to "intervene" in the country's internal affairs, but there was no concrete way to prove that without access to the Grand Commander's minutes on her meetings with the General Staff. It wasn't a terribly uncommon technique, in fact, it was a basic exercise in the game of international politics, and a stepping stone of gunboat diplomacy- which the Federation had become infamous for. However, since the fall of Griffith Victor, it had notably pulled back on this policy, opting for a more subtle approach under Grand Commander Athena's guidance.

The task force had been dispersed along regular commercial lines in the area. It was unlikely that the Aquarians weren't aware of the Federal Navy's presence, but against the background of the commerce superhighway of the ocean and the passive emissions posture of the assorted vessels, specifically identifying each ship would be difficult. Any carrier-launched aircraft were flying extremely low altitude for many miles before ascending to operational height in order to conceal the carrier positions; these aircraft were an assortment of ASF-14s, F-22Ns, EA-6C Super Prowlers, and E-2D Hawkeye AEW&C aircraft, of which at least one was airborne at any time, operating GWO-affiliated RADARs to make up for the fact that the fleet was maintaining radio silence, apart from directional communication signals. At the head of the task force was Fleet Admiral Griffin Yeats, currently aboard the FWS Moonsplitter, a Ras-class arsenal ship bristling with 3,000 missiles loaded into VLS cells, for inspections. His aide met him in the ship's Combat Information Center, then handed him a folder of information detailing the recent political developments.

The recent developments between ULIBOR and AUTO posed a significant threat to the task force. The GWO, presently, had no intention to invade Aquaria or actually attack ULIBOR's members, despite voicing serious concerns about ULIBOR's stance. That said, AUTO, which counted slavers among its ranks, was unconscionable to support. Regardless, the task force would potentially soon be in the middle of a shooting war between Aquarian forces and AUTO's invasion fleet.

[State of Imperial Russia]

The Imperial Russian government, retaliating against the Pac Manistanian strikes, declared war and neared their airspace at an alarming rate. Hostile cruisers and other warships were quickly rendered inoperable by Tupolev Tu-22M bombers as two Vyatka-class battlecruisers approached the enemy's coast. Their AK-130 dual purpose guns hammered the enemy port, sending the enemy into disarray. Enemy aircraft flying overhead were quickly destroyed by S-300 surface-to-air missile systems.

Following this initial siege, soldiers of the Imperial Russian Army landed on the beaches via Tapir-class landing ship, advancing quickly and utilizing their seaborne cover to their advantage. Dressed in 6Sh122 Masking Suit (6ш122), designed to conceal the soldiers in a variety of environment, they quickly slip past the hostiles in the midst of the chaos, targeting high-interest structures with various explosives.

Devised by General Igor Markov, the Markov Offensive planned to reach the Pac Manistanian capital in under a week, using their speed to their advantage.

The Caesar sighed at the news. "So you are saying that the day we finally decided to submit an observer application to ULIBOR, the founder of AUTO decides to single handedly declare war against ULIBOR?"

"That appears to be correct, sir" replied the Chief of the Joint Chiefs of Staff. There was an uncomfortable shift among the group in the room as it was obvious the Caesar was royally pissed off.

Calpurnia Ticinia, the Minister of Foreign Affairs leaned forward "It's not all bad, Caesar Belletor. The declaration of war happened before we were accepted, so the initial attacks against civilian shipping vessels did not affect ours."

"That is true; we haven't lost any yet. It is also fortunate that the vast majority of our shipping lanes do not go near Pac Manistan. My Ministry has already issued a MARHAZ in shipping lanes in range of Pac Mani bombers. We should have only minimal impact to our trade" added the Minister of Commerce.

"Good. I don't want to get pulled into this war" replied the Caesar.

"Sir, our analysts don't think the war will be much of an issue. The only AUTO nation to declare war is Pac Manistan. They have a massive disadvantage against the size of ULIBOR. The war will be over once the full members of ULIBOR get their forces together to retaliate. I would be very surprised if they attacked us, anyway. We are only observers to ULIBOR, and not a full "Crusader" as they call their full members" the Chief of Staff replied as he read over the report on the analysis of the situation.

"What about our KTO allies in ULIBOR?" asked the Caesar.

Ticinia fielded the answer. "Under Article I of the KTO treaty, we would be responsible to defend any member that is attacked. We could possibly wait to be explicitly asked, however, similar to the defense clause for the IFC. There is nothing stating that we need to join immediately."

The Caesar nodded at that "That is acceptable to me." He paused, looked at his watch, and then shuffled his papers. "One last thing," the Caesar turned to Postumius Pupius Catus, the Minister of the Navy, "I want all our ships on alert, especially those in operating distance to Pac Manistan."

Catus smiled and replied "Sir, Nauarchus Inda has already drafted the orders and was awaiting the go ahead from you. I was going to just about to bring that up."

Caesar Belletor chuckled "Inda is good at knowing what I want. Good, have her send it out immediately. And with that, this meeting is adjourned."

The Federal Republic of Countesia officially CONDEMNS Pac Manistan for its attacks against civilian vessels, an act the nation considers to be nothing short of a war crime.

Whilst Countesia does not contest the legitimacy of its declaration of war against itself and the rest of ULIBOR, the Federal Government does not consider unarmed civilians to be hostile combatants and any hostilities against such individuals is unjustified in every sense of the word. Countesia warns that this paints a very bad picture of AUTO, one already sullied by a tolerance of slavery and fascism.
