An icebreaker rolls into the harbor. Its side announces its name, "CWS Shackleton".

After it docks, a black station wagon adorned with a Commonwealth flag and an imperial flag drives off of the deck and onto land, followed by two black SUVs. Not long after, a truck drives onto land carrying a small portable office.

The representative of FRUSA, Victor J. Barentine walks in. After the proper formal introductions, handshakes, stupid jokes and so on that characterize all important meetings of international affairs, he poses a question:

'Seeing as how Pacmanistan may have bought slaves, FRUSA— as an observer— is interested in whether or not ULIBOR intends to nip the little nuisance that we can call the 'AUTO Club' in the bud, before it could possibly grow out of hand?"

Representative Nikolayev Fyodyorov arrived at the ULIBOR headquarter in Cylis, wearing his father (General Secretary Ivan Nikolayevich Fyodyorov)'s suit, with the medals he got after the Froatian War in his right chest and with the insignia of the Somuriasian brigadier general in his collar. He's guarded by 4 Elite PSMVD operatives, but they stop in front of the building, to secure the perimeter. Representative Nikolayev walking through the hallways, until he reach the meeting room. He saluted to everyone inside the meeting room before he get inside the room

Vladislav Bazarov enters, with him a moderately-sized briefcase in hand. He is dressed in a similar fashion to other high-ranking individuals in his nation, his uniform resembling that of an old Tsarist Russian officer's uniform, with the insignia of the Ministry of Foreign Affairs on his right sleeve. On his head is a peaked cap bearing the insignia of the Imperial Russian Army. His thick Russian accent and poor English makes it a bit hard to understand him.

"Hello, gentlemen. I am Graf Vladislav Pavlovich Bazarov, ex-foreign minister of the State of Imperial Russia. I am here to serve as the Russian government's representative to the ULIBOR."

He scans the room, looking at the faces of his cohorts. The Janpian representative, Koniyory, catches his eye. Their two nations weren't on the best of terms. He shrugs, and takes a seat.

Bazarov had tried to keep himself composed. He knew there'd be communists here, but hadn't thought there'd been a mention of Stalin at all. Nonetheless, he'd shaken it off. Opening his briefcase, he took a document out before placing it down. It was stamped by the Vozhd himself, and in big, black letters read "SITUATION IN VISEGRAD".

"Gentlemen, I know this may be too soon, but I'd like to bring up the possible crimes against humanity perpetrated by socialist forces in the now-fragmented Visegradian Empire. These include but are not limited to-"

He stopped himself, coughing a bit. He apologized. After all, it isn't easy being sixty-five years old.

OOC: Should I bring up the rest in the "Council" thread, or should I continue here?

I'm wondering, and I want an honest answer, not an 'I'm pretty sure we didn't'. Did your forces commit unethical acts that would constitute as a war crime?"

All our troops do is to invade their slave camps, shoot down any soldiers intend to resist, and settle down the liberate slaves in a safe place without any torture. Then we record the name, age, and family of them, giving them enough resources. We tried to arrest the president as well, but he suicided before we succeeded to invade the presidential palace.

For the POWs and officials, we simply imprison them like normal prisoner. I am pretty sure they receives enough resources as well. Some of the Officials and Military leaders are then sent to the new ULIBOR court in this city, giving them a fair trial. The liberated slaves are now normal citizens of Tonga, or sent back to Romanic Imperium.

Being aggressive is not a war crime, but its actions should be paid attention. The Aquaria have not enough informations on this war, and we decided not to participate in the war as any side. However, if any informations are given that they have committed war crimes, the ULIBOR will surely intervene the war.

"Not all of us is representing a kingdom, Comrade Bazarov," Fyodyorov replied, "In fact, we've fought in Aursi against the monarchs, some times ago. I was a lieutenant of a squad in that war. Anyways i don't think monarchy is the best way out, but i do think constitutional one will, however like what we did in Aursi, i suggest we could mix the system"
