Disclaimer:
1. The ULIBOR is a permanent-neutral and independent organisation that only liberates the people who suffer under human rights offends. We do not want to participate in any international political affairs. We will also deny any request for merging since it will harm the neutrality of the organisation.

2. The ULIBOR is an organisation neutral to all political ideologies. For example, you will see communist states, parliament states, and Islamic states in the organisation. All nations, except the fascists or human-right-offending nations, are totally welcome to join.

3. In special cases, for example, when a slavery crisis occurs, the ULIBOR can be an alliance in order to solve the crisis at the fastest speed.

4. There will be an Assembly and Court for the ULIBOR, in order to decide the decision whether to send troops or not and also judge the war or human-right-offending criminals.

5. In order to avoid political problems, the Headquarters, Court, and Prison of the ULIBOR will be set in Wallowis.

6. What we mean by human rights is based on the Universal Declaration of Human Rights, to avoid conflicts.

Let me say something. This 'alliance' will only represent the liberation side.

I am allowing any nations with any political alliance to enter the ULIBOR, except the fascists and those with proof that hurt the human rights of their citizens. No matter whether you are in GCN, KTO, or many other alliances, or non-aligned, or even declared permanent-neutral, I will be allowing it. This is agreed by the co-founding nations, like the Aquaria, Muqaddasia, Wallowis, The King Isle, Aursi, etc.

The ULIBOR is nothing near a political alliance. We are just an organisation focusing on the human rights of NationStates. If there are any slavery reports, we will try to intervene in it, either stop their work with diplomatic ways or liberate the slaves with our own hands. If a war happens, we will keep insight if any war crimes happened. We will be sending a peacekeeping force to the affected area, helping the citizens, and at the same time giving war criminals a fair trial.

The ULIBOR, like what did it mean in the description on the first page, is not a stage for your alliance to show your political ideologies or sides. We do not care if both GCN and KTO's founders are the observer, but asking them to cooperate with the ULIBOR. I am not giving up my KTO membership, and I do not ask Muqaddasia and Aursi to give up the GCN membership as well. We are just trying to work for the sake of humanity.

If you can not put down your political side when participating in the ULIBOR's work, get the heck out of here.

So, we really want to unite people regardless of their political ideology or alliance, so it will be best to ignore your alliance's benefit when dealing with the crises. Anyway, I will be accepting.

I look forward to having GCN and ULO work together independently of one another. It genuinely seems worthy of being independent.
