II. Novaya, Saiyane and Nova Roma have been known for their rivalry with each other, hence their conflict is called the Cold War. During the Cold War, Novaya, Saiyane and Nova Roma had been upgrading, advancing and improving its technologies, thaumaturgy and paratechnologies.
IIa. Memetics, countermemetics, antimemetics, cognitohazards, and infohazards were also from the SCP Wiki but they won't be in my drafted IC post. They will come once the intensity and severity of the Human-Kovunanto War began to increase dramatically and the war grew more devastating. Or maybe I ain't usin' them.
IIb. To be honest, though I haven't even tried out memetics, countermemetics, antimemetics, cognitohazards and infohazards. And again, I will limit or not use them.
III. Are there other animes and anime-style video games you gonna include in the RP, boss?
IIIa. For example, there's these fantasy and/or isekai animes that's been happening quite a lot. There's quite a lot of them, but I only prefer the more interesting ones.
IIIb. I call dibs on Revue Starlight, Arknights, Genshin Impact, Wandering Witch: The Journey of Elaina, The Hero Laughs While Walking the Path of Vengeance a Second Time, and a few others.

OOC: Narrowing my answers down to the Roman numerals you posted, but not all as for some it's too long for me to dabble around. Hmm, let me see.
Ib: If it's super-advanced enough, it can fully absorb one full duration blast, but will involve a cooldown, a fairly long one. Some super-advanced techs are so advanced it can even reflect back at the attacker with the same damage, maintaining the same speed through its journey, but don't promise yourself on that if it will work.
IIa: Well, in case of things beyond human recognition level that can absolutely consume/destroy worlds, I'm very sure that the Kovunanto will find certain worlds that would one day mid-battle turn into an all-out containment and would just well, decimate it for their own safety, disregarding all other objectives on the world and inform the High Prophets of the turn of events when not on duty.
IIb: It's up to you.
IIIa: Yes, I'm of aware of that, too. Kovunanto chooses worlds to invade based on a priority list. Domestic problems like heresy and internal disputes within their space are handled the highest before anything else. Highest-priority ones are the ones that are in the way of their sovereignty and way of life of the Kovunanto. Medium-priority ones are somewhat of a gamble. Lowest-priority ones are handled last and are the easiest to deal with. Kovunanto will occasionally get involved with non-existing nations based on what Issues being presented at the current moment, and may also find hidden skulls mid-battle by chance that would make future battles more interesting to both sides or harder for the UNSC side.
IIIb: Any worlds with a finished or mostly finished main lore (all the main chapters or episodes fleshed out) is fair game for the Kovunanto to invade, but worlds or systems in which their timeline is still progressing, or undergoing major changes will not be intervened to avoid time paradoxes. Teyvat is still ongoing, not even halfway done and would need more time before they're ready. Arknights will take place way at the end, but will not spoil now. They can wait all they want. Wandering Witch doesn't have an established planet name, but it does mention world, but is in UNSC turf, so it might take place sometime later, but will again not spoil. The lattermost, not enough intel about them, and no suitable world yet.
IV: To be counted as an enemy of the Kovunanto and have them come right after them are any of these conditions, and not necessarily all of the below:
IVa: Human or supernatural that acts human/can talk like a human with emotions, unless they are emotionless or is an AI or another alien species.
IVb: They must not believe in achieving the ultimate transcendence known as the Great Journey, or a similar process in their lore. This is the biggest factor.
IVc: They must have at least one system or world with the majority or all of their main lore finished to meet the minimum.
IVd: Has reached a point in tech status where they can construct basic settlements needed to govern their people, such as a village. Anywhere below that is completely safe and ignored.
IVe: Is a parasite, rampant AI, or just decided to face against the Kovunanto even as another alien species with their own reasons. Yes, alien species do fight each other from time to time.
IVf: Makes unholy decisions that can result in holy relics, structures, or worlds being colonized, tarnished or destroyed in any way unless in the case of IVe.
