Paraguay has always been a hotspot of violence and crime. The sad reality was that the government had simply forsaken the region after countless attempts at bringing the province to order. This of course to the dismay of normal citizens had led the people in power to care less and less about the region as votes came from supporting different things rather than the Galapagos drug addicted son. Local politicians did no better than the national government in keeping the region under control. Often times corrupt and at the mercy of the local gangs that vied for power, they were often powerless to deal with the near constant state of crisis that the province was in. This led to the previously mentioned gangs being the only source of power in the region. They ran their sections like nations forging alliances and taxing the populace to fund their near constant state of war. The only areas under full control of the government were urban centers and even then theft, murder, and shootouts were commonplace. It was truly a test to see how the world would react to the collapse of society.
Nevertheless it was an otherwise normal day in North Paraguay home to the North Freedom Movement, a criminal organization that would sometimes act like a political party to avoid persecution. That was until Sargent Nicholas Allen was murdered in his home during the night. His body would be found the next day. It had been desecrated in death as his tongue had been cut from his mouth and a bullet hole had been found directly in his stomach. The assumed cause of death had been from blood loss and the fact that he had recently made 3 high profile arrests of North Freedom members had all but made the death picture clear as to who had caused it. What followed was night raids and gunfights between the gang and police forces as the local authorities gave the green light to finally crack down on the gang activity in the area. Chaos would consume the area soon after and finally it all culminated at midnight on the 3rd week of what the locals deemed “Bloody April.”
At 12 o’clock on Monday an explosion rocked the town of St Richard, the local capital and the epicenter of the violence. It also happened to be the home of the police department. The sight even at night was horrendous. The entire complex was alight in a display of orange and yellow. Emergency vehicles raced through the town trying to get to the station. Police cars caught in the blast radius were set ablaze and the screams of passerby’s could be heard from the apartments above. The casualty count was shown the next day. 24 officers lie dead with another 10 wounded. The attack had caused a few million in damages and while the violence only escalated Galapagosian national guard would arrive in the area from Peru 3 days later, and order, at least for now, was restored. The incident would make news across the nation but would be overlooked only a day later by the public at least. The national guard would leave a week later but not before the leader of the North Freedom Movement was convicted of 97 counts of 1st degree murder among smaller crimes and sentenced to death along with his senior officers. The gang would split up a mere month later and new gangs much weaker in power would fight to regain the power the freedom movement had once held.
The incident, while forgotten to the public, however resignated with the national government and the need for an intelligence agency had become all the more apparent. The current “Internal and International Affairs Department” was defunct and did little more than greedily eat up government monetary funds. And so the conservative dominated government agreed upon Resolution 66G, “The Formation of the Galapagos Intelligence Agency,” of GIA for short. Annexing the IIAD and getting a decent sum of money to begin operations. To both make sure this thing would t happen again in the Galapagos, and to make sure this thing could happen in the Galapagos’ geopolitical rivals.
