GCN effectively has 11 alliances that make it up right now. Out of all of those, there are two extremely large ones that make up a large chunk of the pie, so idk why you don’t see GCN as an empire. I do agree with your other points, though.

There's also the tunnels being used to shelter them, as most operations have moved below ground.
