He isn't just firing one ASAT. He's firing thousands into LEO and presumably into farther orbits like GSO to destroy "all Dorian satellites." That'll sure as hell cause Kessler Syndrome. The largest debris falls into the atmosphere yes, but there's still little pieces of debris that have been in orbit for decades.

Both present challenges, but assuming you have an SSGN (guided missile nuclear submarine) you easily could use cruise missiles to hit Dor.

Which is not really that hard for a submarine, and I have to add that Oscar - II has capability to carry 72 Tomahawak equivalents. If you use CJ-10 (missile) - you can hit Dorian land from 1500 km away.
