No. Not yet, at least, but they tried, so they might try with the CIS.

Just to address a few things..

I set the groundwork for a Vannish naval contribution. It will take a long time for all of those submarines to arrive on scene. They are a large number. My factbook mentions that my Navy is heavily submarine based. That goes back to 2014 or 2015, so it’s not just convenience writing. The fact that it’s such a large number represents a sizable portion of the navy, but we have at least twice as much. So it isn’t like we’re deploying our entire navy. RI has a lot of ships because they are an Empire, so is the Vannish Empire since it’s conception. I just want to make sure people don’t think I’m summer NS powergaming.

For example, even that number of 77 total subs won’t be acting like one maneuver unit, or even all in station at once. It leaves room for some to rotate out of theater and such. They also won’t all just miraculously end up in the fight. This is the amount spread from Africa up the Atlantic. At this point we aren’t even set to fight, so they might just be observers.

There are other alliances who oppose GENA who may not allow members to join other alliances. Then we have alliances who wish to push their own agenda against GENA and finally we have nations who don't want to join KTO but would like to see action against GENA pushed for in their alliance.

This treaty organization isn't an alliance nor would it function like one. KTO has functions and aspects to their treaty that make them intergovernmental and literally allied. RTC will only function as signed commitment by signatories to refuse GENA nations access to their territories, which will result in a number of consequences faced by both sides. Can the members eventually pervert that original idea and turn it into something else? Yes, I suppose if a majority vote to, they can. But at the same time signatories can walk away whenever they please, especially since there's literally no commitments signatories have to make to be member of RTC. KTO may focus on GENA as an organization, but RTC is literally made as a consequence of GENA.
