Most of my government is divided between New York City and Vienna. A couple of other cities. I could shut down Gibraltar and the Suez, kill trade and economics for y'all. Or worse things.

I lottery shut down suez and Gibraltar. *sends 4 carrier task forces and has legions come in from the non Roman parts of the imperium.
