While The Secessionist Islands of the Pacific is not willing to supply military aid they are offering the rebels

$300 Million worth of firearms and $10 Million dollars worth of Javelins and Javelin missiles. The Republic of Ledoi will not be sending troops to support the Minatan Military, but instead send our Foreign legion to back the rebels in there effort in this civil war.
