2nd attempt at a NATO-UF Detente (closed)

Following the failure of
negotiations between NATO and the UF, Sealand has decided to attempt another one. Negotiations are being held in the Sealandian capital, Brunswick.
Rules:
1. Attending nations must stay until a compromise is reached or a majority of attending members votes that compromise is impossible.
2. Profanity and personal attacks are not to be used during negotiations.
3. The treaty must be filled in and edited at the agreement of the majority of the attending nations.
4. The treaty must be agreed by a majority to be fair and accomplish these goals:
-Keeping the peace permanently
-Reforms in NATO to prevent national sovereignty violations
-Providing benefits of this treaty to both NATO and the United Federation

Senator Nome arrives, flanked by three guards. He attended the last meeting and holds a grudge against GSA. He does not expect anything to come of this meeting but is trying to keep an open mind. King Organa personally asked him to oversee the meeting on behalf of Meretica.

Representative of the Marajarbian Federation to the UF, a young man known as Carl Williams walks into the conference in Brunswick, tired from constantly switching time zones every now and then. Carl was present at the original peace talks, and plans to assist in the creation of the best peace deal possible that benefits all, not one, but all sides. Carl comes with six bodyguards as well.

French Foreign Minister jean Yves-Le Drian arrives with EU representatives in Brunswick. They get out of Rolls & Royce and begin making their way to the building in front of them.
Jean Yves Le Drian spoke to the EU representative while walking up the steps.
Jean Yves: Monsieur, What are your thoughts about this?
Minister Benjamin: Can't say anything, sire, till we meet them.

Vice President Kamala Harris comes out of the car and begins walking up to the building. It's her third-biggest official diplomatic meeting since the visits of Vietnam, India. She shakes hands with the French Foreign Minister and Janpian representative before taking a seat. Accompanying her are Secret Services Bodyguards.

Kamala Harris:Mr. Carls, there is no evidence of the claims that you are making. Washington doesn't control its members and neither dictates its policies all things are agreed by vote and proposals. And we also want your government yo stop making remarks which indicates aggression. Your government has repeatedly made these remarks and attempts. We also contest you to provide evidence of your claims about the United States role in NATO.

Foreign Minister: I don't quite agree with you. NATO has no official leadership it's led by its members. It's not like other alliances. And thanks for your recommendation but NATO members will decide their own future who will lead them.

While we have no objection to the States leading NATO, we must object to the States dictating policies to NATO members without their consent. More reforms are needed to consolidate power through democratic means, not tradition."

I'm not talking about that. What I'm trying to say is that it doesn't have President or Prime Minister. Rather members and general Secretary and NATO Allied Commander who leads the alliance.
