The Southeast Marajarbian Government decides to set up a refugee town for homeless refugees that have lost their homes and families after the war, as a way to integrate both the local civilian population and immigrants into a new society whilst providing jobs by building factories. The Government has also requested that permission be given for a Marajarbian Army Town to be built in another smaller town, or for the construction of a new Capital known as Fredericksburg, named after the final ruler of the former Marajarbian Federation.

Meretican forces in the Galapagos set up three main camps in a triangle, naming each after famous Meretican monarchs: Gerontius, Rorimac IV, and Michael II. They were King Vilnius XV's great-great-great grandfather, great-great grandfather, and great grandfather respectively. Each were seen as Meretican statesmen and political giants. It was under Rorimac IV that the Meretican Senate was first established.

Senator Aaron Roberts, a former president of New England, is sent to the Galapagos to oversee the establishment of democracy in the Galapagos. Food kitchens, schools, and hospitals are set up at the camps. Educators in many different fields (including farming, architecture, health sciences, and other career-focused fields) are brought to the camps from Meretica. 1,000 volunteers from the Meretican Peace Corps join them to help stabilize the region.

Meanwhile, Sealandian officials have arrived in the Galapagos to present their vision of a prospering democracy, called 'The 5 year transformation', in which the Galapagos would be shaped to create a functioning, democratic and prosperous society. The plans go as follows:

• Year 1: Military bases are built, but no curfews, and locals get to gradually gain more autonomy and representation. Consumer goods production will be ramped up, and WMDs will be destroyed and their details given to Sealand, because we don't have nukes, and we want nukes.

• Year 2: The Galapagos is divided into their constituent states, which will be governed mostly by locals by now, and they will gain increasing sovereignty in South Olpen. The increased satisfaction because of this should stimulate the economy, which should make them even happier. Military bases will remain until the Galapagos is deemed stable enough.

• This process should continue for a few more years, and, over the next 3 years, democratic measures should be introduced in the states, until they are unified as one, completely independent nation in 5 years.

We await South Olpen's thoughts on this, and add that this is a target, and can change if necessary. After the occupation, South Olpen will defend the Galapagos in the case of the use of WMDs against it, and South Olpen is encouraged to enter an alliance with the Galapagos after the occupation. In response to the massacre, Little Brother urges the consideration of the 5 year transformation, as the previous method has very clearly failed, and the plan may result in independence prematurely, but that as long as the treaty is followed, the economy booms, stability is brought and democracy is upheld in the Galapagos, there needn't be any worries. Sealand, however, is more interested in nuclear secrets than Galapagos' independence. In summary, Sealandian action mainly consisted of pointing out its plans again, then 'business as usual', though the Sealandian public are more supportive of immediate independence, the government is not.

The Sealandian government admits that they have every reason to believe that Meretica has a better plan than Sealand's, as the 5 year transformation is merely a suggestion heavily based on the strategy in Fanastia, except for the independence part, and the plan may be entirely incomparable to the Galapagos, so it urges Meretica to continue its plans if it works for them (though we are having fun with that nuclear info, in case anyone was wondering).

The Southeast Marajarbian Government rejects the proposed plan, as all military equipment is to be handed over to the GA for reverse engineering and/or destruction whilst the Galapagos undergoes a transition and can never go to war again, but is planned to become a major tourist destination whilst also serving GA soldiers as a forward operating base and/or resupply point.

After seeing the 5 year transformation in the dust, Sealand begins to focus more on aiding the occupation now that everyone has the plans, making the 5 year transformation plans being dropped by everyone. As such, Sealand abandons talks of the process of occupation and liberation and now speaks of aid and nuclear technology, as seeing the nuclear skirmishes being as scarily common as they are, it is clear that Sealand needs nuclear weapons. Therefore, it strives to use the supporting SSS (Sealandian Secret Service) to gather as much nuclear technology as possible. This requires the SSS to interrogate nuclear officials and scientists, which is why Sealand brings up an offer for the occupying forces: the SSS will help support the occupation, in return for the SSS to be allowed to gather nuclear research from the Galapagos. We hope that this can benefit the both of us, and that we will not nuke anyone unless we have been nuked, and we will not nuke you. You will not regret this offer.
