All of the puppets have large standing armies. I haven't made official factbooks for them because I'm still doing a lot of worldbuilding (three of these are from a boom I ended up abandoning) but all of them are more than able to find more than enough soldiers to fight. The Gulf does not a large standing military and trains all of its citizens to fight or work in factories. New England keeps a medium-sized standing army (around 60,000 for them) but all of its people are armed (with exceptions) as there are laws requiring people to learn how to shoot due to past wars with Quebec to the north. The New California Kingdom keeps a small standing army (around 19,000) but also puts a lot of effort into oil and agricultural production. E-H has no standing army, but volunteers are consistently allowed to fight in foreign wars. E-H also focuses on non-militaristic foreign aid, such as economic aid, construction aid, food aid, education aid, etc. But it would be more than plausible to find 10,000 volunteer fighters given it has over a million people.
