Joint communiqué of the Archonate and Prime Minister of the Pacitalian Republic
Per la devoluze imperativense • For immediate release

Monday 17th May 2021 | lunedà, 17. Maio 2021

Pacitalia is closely monitoring the political instability in several countries to the Republic's north. We note with deep dismay and disappointment the decision of several nations to distance themselves from the Atlantian Oceanian project in order to form a new collective of nations.

The decision not to continue to formally collaborate with the member states of Atlantian Oceania on issues of common importance is of great concern and risks the economic and political stability of the whole of the region. We believe that the actions taken were done in haste and, even more concerning, without any apparent justification. Given the ties between each of our nations — and the lengthy history that accompanies such ties — this type of unilateral schism, with no opportunity to resolve any concerns or disputes which may have led to the events of the weekend, is deeply troubling.

The Archonate will summon the ambassadors of Starblaydia, Audioslavia, and Krytenia to Palmafiore for an audience to explain the decisions taken, and seek a path forward. While the government is saddened by these recent developments and the manner in which the resulting actions were carried out, there are historic and established ties between Pacitalia and several of these nations that cannot simply be left to evaporate. We wish to express our openness to continued partnership with the signatory nations of the Foxchester declaration and we extend a hand of friendship to them.

Until such time that these matters are settled and the Pacitalian government is confident that the political situation in these countries has stabilized, we are implementing a travel advisory to recommend against any travel to and from the affected countries. We are also advising Pacitalian nationals currently living, working or studying abroad in these nations to return home as soon as possible for their safety. We will extend consular services to nationals of other Atlantian Oceanian nations who may not have formal relations with these countries, in order to ensure that they are provided safe passage to return home.

We must state unequivocally that we consider the events which took place over the weekend to be of risk to our national security and we will respond accordingly with measures in the coming days.

The Pacitalian government wishes to reaffirm its long-standing commitment to advancing the ideals and objectives of the Atlantian Oceanian region — internationalism, multilateralism, cooperation, pluralism, peace, stability, prosperity, equality, freedom, and social progress. We are looking forward to using this opportunity to strengthen our ties with neighbours in the region to further those objectives.

We believe that we speak for the whole of the region when we affirm that any person who now finds themselves on the outside looking in has a place both in Pacitalia and in this region.

Sincera in domina bene,

Vittoria Agradossa, Archonate
Damián Moya Cárbajal, Prime Minister

Monday 7th June 2021 | lunedà, 7. Junio 2021

On behalf of the Pacitalian people, I extend my deepest sympathies to our friends and neighbours in the Pacifican Isles. The news of today's bombing of a vaccination clinic in the city of Cleveland is utterly heartbreaking and I was extremely saddened to learn of it. What should have been a momentous and happy occasion for thousands of Pacificans ready to take a concrete step forward out of a horrible pandemic has been turned into a horrific, traumatizing time for many.

My thoughts are with the families and loved ones of the victims who have been lost, the medical staff and volunteers who were simply trying to administer vaccines to those attending the clinic, and with the wider Pacifican people, who should never have had to endure such a terrible and unspeakable act.

Details on the ground are still sparse, but I will happily join Pacifican authorities in stating the following unequivocally. People around the world should be reassured that vaccines save lives, and they are safe and effective tools to battle this pandemic. Accepting a vaccine is the right thing to do and our faith in the tireless efforts of scientists and researchers to provide us these tools should not be shaken. The benefits of COVID-19 vaccines have been shown to far outweigh risks and are the only reliable way for the world to return to a pre-pandemic state of existence.

However, given the increasingly heated rhetoric, it is not unreasonable to conclude that this act of transparent cowardice was the next step in escalating tensions among a small, but vocal, minority of people who are intent on ignoring science and recklessly endangering others. There is nothing morally or ethically justifiable in what occurred this morning. The type of endangerment we have seen today moves beyond simple selfishness into outright criminality. This was murder and domestic terror.

We stand ready to assist Pacifican authorities with humanitarian and rescue efforts where needed. Attacks on innocent people going about their daily lives, trying hard to return to a sense of normalcy after what has been a challenging time for many around the globe, will not be tolerated. Rest assured that the Pacitalian Republic will work tirelessly to assist the Pacifican Isles in holding whoever is responsible for this atrocious act of violence accountable, and that Pacitalia's might will be swiftly employed to ensure that justice is brought to bear.

Sincera in domina bene,

Vittoria Agradossa

Per la devoluze imperativense • For immediate release

Saturday 3rd July 2021 | samèdio 3. Julio 2021

(1) State of emergency
The Archonate declared an indefinite state of emergency due to the COVID-19 pandemic, and it was in effect from 12.01am on 28th February 2020. This state of emergency will be rescinded by order of the Archonate at 11.59pm on 4th July 2021. The order to rescind the state of emergency supersedes and cancels all regional and municipal states of emergency currently in effect. Authorities are directed to continue monitoring and managing conditions for public health and safety in the country as before, with the expectation that a state of emergency can be reintroduced at any time.

(2) COVID-19 pandemic in Pacitalia
With the agreement and support of the Chief Medical Health Officer, it is the government's assessment that, domestically, the pandemic has come to an end. The Archonate acknowledges that active cases of the virus have fallen to minimal levels, as have hospitalizations. There are no geographic areas of concern or outbreaks underway in the country. Vaccinations have also reached a level that is approaching functional herd immunity, protecting the general public from another wave of cases. As a result, the Archonate has directed the Prime Minister and the Minister of Health to decrease the Severity Management Level for COVID-19 effective immediately. COVID-19 is no longer considered a pandemic and is again a public health Subject of Concern. Regular preventative and pre-emptive measures to stop the spread of novel coronavirus are to remain in effect.

(3) International borders
At the Prime Minister's request, the Archonate has authorized repeal of s.6 of the National COVID-19 Public Health Emergency Directives enacted on 4th March 2020 ("Measures Governing Entry Into and Exit From Pacitalia"). The Archonate has assented to the Safe Open Borders Act 2021, which will permit Pacitalia to begin reopening its international border from 12.00am 15th July 2021. The Ministry of Border Protection and National Security is, as a result of this legislation, hereby directed to once again permit incoming international travellers, gradually and safely returning to normal operations for land, sea and air ports of entry in the phases defined in the aforesaid Act. Prospective visitors will be advised of the initial and ongoing conditions of entry prior to travel.

(4) Recognizing the efforts of health care and essential service workers
The Archonate has declared 31st July 2021 to be a National Day of Celebration in honour of the tireless efforts of essential service workers during the COVID-19 pandemic. Doctors, nurses, police officers, paramedics, firefighters, teachers, childcare professionals, and workers in front-line businesses have been on guard for Pacitalians, ensuring continuity, safety, community, and a sense of normalcy, during one of the most difficult times the Republic has ever seen. As a National Day of Celebration, Pacitalians will enjoy the privilege of an additional paid holiday this year, free to use this time in whichever way they see fit. Pacitalians will be asked to observe a moment of silence at 12.00pm on the day, to remember the lives lost and the sacrifices made over the past year and a half.

COVID-19 travel advisory

The Directorate of International Relations and Global Affairs has issued the following universal travel advisory.

If you are planning to visit Pacitalia in the next weeks and months, it's important for you to understand the rules and conditions governing entry into Pacitalia at this time. We want to ensure your journey is safe and smooth, so that you are prepared for your journey and are able to meet our requirements to come into the country. Pacitalians are thrilled to welcome you back.

Media reports have commented on Pacitalia's border reopening from 12.00am on 15th July 2021; however, this is an oversimplification of the process governing Pacitalia's reopening. Legally speaking, Pacitalia's international border is not yet reopened to foreign nationals. The Archonate — Pacitalia's head of state — issued a decree on 3rd July 2021, on the advice of the country's chief medical health officer, to declare the COVID-19 pandemic in Pacitalia to have come to an end. Pacitalian authorities now consider COVID-19 to be a "public health subject of concern", a serious matter requiring enhanced monitoring and preventative measures while, at the same time, lifting most restrictions on both work and personal activities.

Pacitalia enacted a "hard closure" of its international border on 4th March 2020, prohibiting entry into, or exit from, the country, except on a compassionate grounds exemption, such as the illness or death of a loved one, or necessary medical treatments for the person requesting an exemption. Foreign nationals who were in Pacitalia on a work or study visa at the time were permitted to stay, and if they desire to return to their home country, exemptions to leave were not required. Visitor visas were cancelled and those visa holders were required to leave the country with immediate effect. Since the implementation of the hard border closure, the government granted 24,570 compassionate grounds exemption requests, and denied 35,593,307.

As of today, Pacitalia is in a much different place. Over 99 percent of Pacitalian citizens, permanent residents and others have received at least their first dose of an approved COVID-19 vaccine, and 77.5 percent are considered fully vaccinated. This level of immunization uptake has provided the country with functional herd immunity, and, by the time many foreign nationals visit Pacitalia for a holiday, almost all people residing in the country will be fully vaccinated.

Pacitalia's parliament has passed the Safe Open Borders Act 2021, which maps out the stages in which Pacitalia will progressively reopen its border to the same extent as was in effect prior to the pandemic. The Pacitalian Republic is currently in "Phase 1" of reopening to foreign nationals, and many restrictions and conditions are still in place. Above all else, it is important to note that, at this time and in most cases, you will not yet be authorized to enter or transit through Pacitalia. To facilitate qualified entry into Pacitalia for those meeting these conditions, the government has created special visas: class 996 (Special Entry Permit) and class 997 (Special Transit Permit).

Adherence to visa grant conditions in this case are no different to any other visa, and any attempt to subvert visa grant rules can result in serious consequences for you and those travelling with you. You could face a range of penalties: fines, imprisonment, deportation, or even a lifetime ban from Pacitalia.

Effective 12.00am AOTC+0300 15th July 2021, the border is reopened to nationals of the following countries either to enter Pacitalia or transit through it, with conditions set out below:
Phase 1 limits allowed foreign nationals to those of select countries in Atlantian Oceania. As the border progressively reopens, nationals of other countries both within Atlantian Oceania and of other regions, will be added to the list.

Applying for the class 996 or 997 visa and submitting your supporting documentation
The application fee for class 996 visas is Ð 16 ($46), and for class 997 visas it is Ð 10 ($29). Fees are payable in Pacitalian doura by electronic transfer or credit card. Application fees cover the cost of administering the visa program and enhanced testing and personnel coverage at points of entry. Unlike other visas, the class 996 and 997 visas are only entry permits. Therefore, in the vast majority of cases, your visa will be granted immediately, provided you've met the requirements below. However, these particular visas do not permit stays of longer than 60 days (72 hours in the case of class 997), and do not permit you to work or study while in Pacitalia. Should you wish to stay longer than 60 days, and/or be authorized to work or study, you will also need to apply for the requisite visa in conjunction with obtaining the class 996 or 997 visa.

There are a number of ways in which you can provide the documentation required to obtain a class 996 or 997 visa.

  • If you have a smartphone or tablet, you can download and register an account on the Pacitalian government's COVIDPass app (recommended)
  • Use the Pacitalian government's eGov portal - no account required, though personal information will still be collected
  • Present yourself at a Pacitalian diplomatic mission in your home country, or, in participating countries, your own government's public service office locations (such as a Sarzonian GFS office).
As noted, the COVIDPass app is the preferred option for incoming travellers. The app has been redesigned to provide one place for you to upload proof of funds, vaccinations, and apply for the visa required to enter or transit. Visitors who opt not to use the app, which more easily stores your information for review by authorities upon entry, will need to retain paper copies of documentation.

Conditions for granting the class 996 visa (Special Entry Permit)
  • Your passport is valid for at least six (6) months beyond your date of arrival;
  • It has been 15 days since you completed a course of a vaccine approved by Pacitalian regulators, or an equivalent, recognized regulatory body in your home country;
  • You've submitted proof of COVID-19 vaccination in one of the ways listed above;
  • You've obtained and submitted proof of an initial negative COVID-19 molecular (PCR) test result no earlier than 10 days before your arrival;
  • You've obtained and submitted proof of a confirmatory negative COVID-19 molecular (PCR) test result no earlier than 48 hours before your arrival;
  • You don't have symptoms of COVID-19 or any other respiratory illness at the time your travel begins (i.e. leaving your home country);
  • You have a return flight home booked within 60 days of arrival;
  • You have access to at least Ð 2,080 ($6,000) in savings to support yourself and cover unexpected expenses;
  • You've obtained appropriate travel insurance coverage to prevent financial loss in the event your trip is cancelled or you're denied entry, and;
  • You don't have a criminal record in your home country and aren't otherwise listed on a banned or restricted traveller database

Conditions for granting the class 997 visa (Special Transit Permit)
  • Your next flight segment occurs within 72 hours of landing in Pacitalia and you book accommodation at a transit hotel on airport property;
  • Your passport is valid for at least six (6) months beyond your date of arrival;
  • It has been 15 days since you completed a course of a vaccine approved by Pacitalian regulators, or an equivalent, recognized regulatory body in your home country;
  • You've submitted proof of COVID-19 vaccination in one of the ways listed above;
  • You've obtained and submitted proof of an initial negative COVID-19 molecular (PCR) test result no earlier than 10 days before your arrival;
  • You've obtained and submitted proof of a confirmatory negative COVID-19 molecular (PCR) test result no earlier than 48 hours before your arrival;
  • You don't have symptoms of COVID-19 or any other respiratory illness at the time your travel begins (i.e. leaving your home country), and;
  • You've obtained appropriate travel insurance coverage to prevent financial loss in the event your trip is cancelled or you're denied entry
Class 997 visa holders are not required to provide proof of access to funds but are not technically granted entry to Pacitalia. Similar to other transit visas, at no point are you allowed to leave airport property.

Upon arrival in Pacitalia
  • You, and anyone travelling with you, will submit to an antigen test (also known as a "rapid test") and a temperature check
  • Your documents will be reviewed again by an immigration official
  • You will wait in the pre-clearance area until your test results are received and your documents are cleared
  • Any finding of misrepresentation or material inaccuracy on your documents will result in refusal to admit you and a fine of up to Ð 1,000 ($2,880)
  • A positive test result confirmed by a second positive test, or a body temperature of 38.75 C or higher, will also result in refusal to admit you
  • Should entry be denied to you solely based on irregularities in your documents, you will be returned home on a same-day flight at your expense, if available, or directed to a Managed Isolation Facility (MIF), also at your expense, until a flight to your home country is available
  • Should entry be denied to you based on your arrival test result or temperature check, you will be directed to an MIF at your expense, until such time as you receive two consecutive negative PCR test results, at which time you'll be sent home on the next available flight at your expense

Important note
As a megadiverse nation with significant agriculture and aquaculture industries, Pacitalia enforces strict biosecurity rules, which remain in effect and are in addition to the specific rules aimed at preventing the spread of COVID-19 in Pacitalia. This means that, as before the pandemic, you'll need to meet health, food security, and invasive species rules as a condition of entry to help prevent threats to Pacitalia's biodiversity, industry, and public health and safety.

You'll need to submit your lifetime immunization record showing proof of the following vaccinations and any required booster doses: diphtheria-pertussis-tetanus (DPT), hepatitis A/B, human papillomavirus (HPV), influenza B, malaria, meningitis, measles-mumps-rubella (MMR), pneumococcal pneumonia, polio, rabies, shingles/chickenpox, smallpox, tick-borne encephalitis, tuberculosis, and yellow fever.

You can't bring wood, leather, fishing gear, certain sports and outdoor equipment, gardening and beekeeping equipment, nuts and seeds, plants and plant material, herbal medicines, scheduled drugs and substances, fish, animals (including pets), fruit, vegetables, meat, dairy, plant or animal byproducts, cooked foods, or processed consumables into Pacitalia. Upon arrival, any of these items still in your possession must be voluntarily declared and disposed of in the designated locations. Failure to adhere to these rules, and attempts to circumvent them, will result in fines and expulsion, and those items will be destroyed.

Ultimately, we recognize that additional requirements can add stress or discourage travel, but we appreciate your cooperation as we attempt to keep both you and your loved ones visiting our country, and Pacitalians, safe and healthy. Ideally, the world will soon reach a point where the virus that causes COVID-19 is no longer a global health concern and countries around the world will be able to return to normal international travel without additional travel requirements or preconditions. If you have any questions or concerns about the requirements to entry, please contact a Pacitalian diplomatic mission or submit an inquiry through the COVIDPass app or eGov portal.

(OOC note: if you did not RP the pandemic and/or you're ignoring it ICly, for RP purposes your nation can be considered immune rather than requiring vaccination against COVID-19, however please keep in mind that Pacitalia still requires vaccination proof for a myriad of other illnesses anyway.)

Strictly and legally speaking, Pacitalia's international border is not yet fully reopened to foreign nationals. The Archonate — Pacitalia's head of state — issued a decree on 3rd July 2021, on the advice of the country's chief medical health officer, to declare the COVID-19 pandemic in Pacitalia to have come to an end. Pacitalian authorities have since considered COVID-19 to be a "public health subject of concern", a serious matter requiring enhanced monitoring and preventative measures. At the same time, most restrictions on both work and personal activities have been lifted.

As of today, over 99 percent of Pacitalian citizens, permanent residents and others are considered fully vaccinated. Minimal restrictions remain in effect to ensure the health, safety and security of Pacitalians and visitors. National health authorities are currently in the process of studying upgraded vaccine candidates that provide renewed protection against SARS-CoV-2, the virus that causes COVID-19. The government will then embark on a universal booster dose program to ensure Pacitalians have every opportunity to minimize or eliminate the risks associated with the disease.

Last year, Pacitalia's parliament passed the Safe Open Borders Act 2021, which mapped out the planned stages to progressively reopen the Pacitalian border to the same extent as was in effect prior to the pandemic. The Pacitalian Republic is ready to progress to "Phase 3" of reopening to foreign nationals, where some restrictions and conditions remain in place. Above all, it is important to note that you must have a valid visa to enter or transit through Pacitalia. Prior to the pandemic, Pacitalia permitted visa-free travel for most countries and this is an operational environment that the government endeavours to return to in future. In the meantime, to facilitate qualified entry into Pacitalia for those meeting these conditions, the government in July created special visas: class 996 (Special Entry Permit) and class 997 (Special Transit Permit).

Adherence to visa grant conditions in this case are no different to any other visa, and any attempt to subvert visa grant rules can result in serious consequences for you and those travelling with you. You could face a range of penalties: fines, imprisonment, deportation, or even a lifetime ban from Pacitalia.

Effective 12.00am AOTC+0300 1st March 2022, the border is reopened to all foreign nationals, either to enter Pacitalia or transit through it, with conditions set out below.

Applying for the class 996 or 997 visa and submitting your supporting documentation
The application fee for class 996 visas is Ð 18 (approximately NSD $50.00), and for class 997 visas it is Ð 12 ($33.50). Fees are payable in Pacitalian doura by electronic transfer or credit card. Application fees cover the cost of administering the visa program and the expenses incurred by the government to apply enhanced testing and personnel coverage at points of entry. You have the option to pay this fee through select participating airlines at the time you book your flight, which will generate a unique confirmation code. You can then enter that single-use code into the COVIDPass app or the Pacitalian government's eGov portal to waive any fees associated with the visa at the time you apply.

Should you wish to stay longer than 60 days, and/or be authorized to work or study, you will also need to apply for the requisite visa in addition to obtaining the class 996 or 997 visa.

Conditions for granting the class 997 visa

Prime Minister of the Pacitalian Republic
Per la devoluze imperativense • For immediate release

Friday 5th April 2024 | venerdà, 5. Abrilio 2024

The Pacitalian government wishes to extend its warmest congratulations to Bertram Andrews, Leader of the Labour Party of the Federal Republic of Tumbra, following his, and his party's, victory in this week's parliamentary election.

Pacitalians, especially the Tumbran diaspora, watched this election campaign with great interest. This was a unique election, one that saw the birth of a new party, and a photo finish that can be credited to the substantive policy debate that played out over the course of the campaign.

It is in that spirit that we also wish to congratulate the citizens of Tumbra, for once again modelling to the world an open, transparent and free election, where every eligible voter had the ability to participate and contribute to the final result — a government that reflects the will of the people, and an opposition that is strong and will hold the government to account.

To all of the candidates, whether victorious or defeated, we have no doubt that you have captured the appreciation and respect of the electorate in putting your name forward. Public service is a noble calling and, as it is in Pacitalia and in other liberal democracies, the willingness to put one's life and work on pause, even if only for the few weeks of a campaign, is evidence of a shared and widely cherished sense of duty to uphold your country's democratic institutions.

The citizens of Tumbra have elected a strong, compassionate government, one that has a mandate to lead and to deliver on its vision for a fairer, more broadly prosperous nation. We are confident that the Federal Republic will be well served by its new government.

We look forward to partnering with the Tumbran government on matters of mutual importance. Our alignment on social and economic issues will permit us to jointly explore paths to increased cooperation, stronger friendship, and shared prosperity.

Sincera in domina bene,

Damián Moya Cárbajal, Prime Minister
