To my understanding, it was cut because the money wasn't there. The BER was built, despite the money being there, yes, but being more useful elsewhere.
I mean, 4.6 billion Euros, plus 770 million Euros for sound protection, was the estimated total in 2019 (granted estimated down from 7.3 billion Euros the year before, not counting in economic damages due to the delays).
We could now go deep into the infrastructural mishaps, and especially their financing, in Germany, but that would be so off-topic, that we might as well book a flight from the BER to a place with no internet... fact is, both federal states could use that sort of money - or misuse, which is just as likely, but well, politics.

Anyway, posted. I hope, that you don't mind my creative liberties with why the SDF had a group of ships in the Med. The MiGs will escape, though, I have no fighters in the area, but if anyone needs radar data, I have AWACS Helicopters in the air.

Absolutely not, as long as you keep it PG-13 (which should be a given) and are aware, that any of those caught by the SDF will be handed over to the SWA (for reasons you can imagine ; )).
