Well in that case then it is absolutely legal, but Galimencia might still see it as an attack

Piikala declares the nation of Northern Yukon as a self administrative state of the Imperial State of Piikala and starts moving more military forces and construction workers into the region. Piikala starts constructing a Maginot line around the states' borders to protect them from foreign aggressors. Piikala also starts the first diet of the Self Administrative Territory of Northern Yukon, with each village in Northern Yukon having a seat in the diet. The first diet is made up of five hundred members. They meet in the newly named capital city of Confluence, the same capital as Northern Yukon nation just renamed not to match the old regime.
