Robert talked to another rep and then responded.
"As it says in the bill, the militia will come into action if there s a larger riot and our forces in that given rea cannot hold it, we can call upon this militia. This would involve citizens who have passed the mental health test and people who can handle a AR-15 well."

Senator Riley responds.
"How do you know that they really passes the test? What if they bought their way out. Why not insteadkeep our military down beow and ocuse on other things."

Wayne asked a follow-up question "You mean 'we' as in we the legislature, correct? And this would involve all citizens who passed the mental health test and can handle an AR-15?"
