GDRC: Greater Díenstadi Freedom Organization [GDFO | IC]

Founded by the passing of the Freedom and Liberty Act, the Greater Díenstadi Freedom Organization — henceforth referred to as GDFO — is a voluntary organization under the jurisdiction of the Greater Díenstad Regional Council — henceforth referred to as the GDRC. The purpose of the GDFO is "to facilitate the sharing and cooperation of intelligence, logistics, and military assets in the crusade against slavery in Greater Díenstad." The execution of this purpose is left to its body of voluntary membership, as well as future GDRC legislative action.

Discussion within this voluntary organization is organized under break-out sessions from the main assembly floor, when representatives are allotted time to matters that fall under the GDFO and any other like organization under the GDRC's jurisdiction. In other words, representatives who can speak at the GDFO break-out session are the same representatives for the country in the GDRC. For a GDRC representative to be able to speak at a GDFO breakout session, the representative's country must join the GDFO as a member.

Andro Kilomen joined the first break-out session of the GDFO eagerly, although he wasn't quite sure where it would go and hadn't the most minimal idea of what the Golden Throne's interests were in it. But, he had proposed the bill which legislated the GDFO into existence, and so he felt that the empire was compelled to join and he to attend the meetings. He had noticed that the Vakolicci had joined as well, which made him frown. The bureaucracy's intelligence services had provided convincing evidence that they participated in slavery within and outside of their broader empire, and therefore Andro was somewhat concerned with their participation in the program. Neither was it a major problem, however. There was nothing that prohibited conflict between members of the GDFO, nothing that didn't say the Freedom and Liberty Act couldn't be used against the Vakolicci if the evidence was there.

Still, Andro supposed that his primary duty, at least at first, was to limit the scope of the GDFO's influence on intelligence sharing. Intelligence that was shared with Vakolicci, and other possible subversives, could compromise anti-slavery efforts by leaking patrols, targets, and other valuable data. Obviously, that would both undermine the legitimacy of the GDFO and its originating law, the Freedom and Liberty Act.

Safeguarding the legitimacy of the organization seemed like an important agenda item to Andro and he was sure that most of the participating representatives would agree. As he joined the break-out session and saw that so far the representatives had kept quiet, perhaps to see who was still trickling in in terms of membership, Andro decided to bring up legitimacy and survey the room for opinions.

He said, "I am sure that everyone present stands for the sanctity of the GDFO." Even if they didn't, if they said or acted so publicly then that would make them stand out as subversives. "If it is true you stand for the legitimacy of the GDFO and the legislation behind it, then I assume that you are also for the safeguarding of said legitimacy and sanctity of the organization moving forward. Greater Díenstad has seen great victories against slaver states. The recent occupation and partition of Díenstadi Ralkovia stand foremost in my mind, as does the successful war against the Scandinvan Empire in Gholgoth and pirates in Theohuanacu and Nicaro. Great victories have been won and the institution of slavery has rightfully suffered, but it means that the menace of slavery is contemporary and that so is the threat of the slave state. I have no doubt that the GDFO and its policy of openness, while certainly full of merit in most senses, will make it attractive for this organization to be infiltrated by states which are secretly aligned with and abetting the slave trade and slaver states. That means that any intelligence that we make available to them will be leaked to the very enemy this organization seeks to defeat. In short, gentlemen and women, I pose two questions. First, how do we structure our intelligence sharing to minimize the risk? Second, what do we think about organizational legislation to punish offending states of the GDFO with expulsion from the organization?"

Andro sat back down and listened to responses.

Aerkunlauh nos Variskura, as a representative of a state which had until very recently openly participated in the slave trade was nervous as he took his place in the first break-out session of the GDFO. Of course, being a Velsturman rather than a Vakolicci he had no experience when it came to the practices of slave ownership, however he doubted very much that the majority of his fellow diplomats would be very well-acquainted with the often complex nature of Havenic confederalism and the politics that went along with it. He would likely have to tread carefully in these discussions; something he had never been particularly good at. This was the sort of meeting that called for an actual diplomat: the sovereign prince of Harusq was anything but one. He mulled over the first questions that had been raised by Kilomen before getting to his feet.

"The Haven is of course concerned with the sanctity of the GDFO," he began, "It is of course of vital importance that our mission remains true to the purpose for which this organisation was created. We are also concerned however with the organisations efficacy: and I ask you now how we are to truly fulfil the lofty goals that the citizens of our homelands expect of us if we are divided by paranoia. I ask what it is you have to fear? Your own nation does not trade in slaves, neither does mine, is it perhaps the legendary Eitonian slaver fleets that you fear, whose crafty ability is rivalled only by their invisibility? No. The purpose of this organisation requires that we be open with our knowledge and begin from a position of trust. We are fighting an industry that does not stop when governments politely request it to, and that operates underground in many circumstances.
Take this example. I am not a local here; I am from Velstrania, the most distant of the Havenic provinces. Slavery has never been legal in Velstrania in our thousands of years of recorded history and yet human traffickers who both operate into and out of Velstrania are arrested by our authorities on a regular basis. No nation is free of this problem entirely, even those with a larger law enforcement presence than my highly libertarian homeland. I ask you now whether you are more concerned about keeping secrets away from nations which have a commitment to the same goals as you, or whether like myself and my government you are concerned with defeating slavery in all its forms. We cannot begin our efforts until we can be sure that all of our members have the same level of dedication."

Andro arched his eyebrow at Aerkunlauh, who was gifted in ignoring the real events and concerns surrounding him. "Yes," retorted Andro, rolling his eyes, "the legendary, invisible Eitoani pirate fleets...what are you talking about? You are speaking among nations who have fought slaver states literally a year ago or even currently. There is no paranoia, the problems I bring up are based on real experience. Real experience that either you are completely unaware of, and therefore I question whether you should speak to this issue at all, or that you are purposefully ignoring. And if it's the latter, it wouldn't surprise me. Your state is not known for its anti-slavery, quite the opposite, in fact. And your government is among those I wouldn't trust sharing intelligence with with an infinitely lengthened stick."

"As for cooperation," he continued, "prove your commitment. We are willing to share intelligence with governments we trust, but there are no words in the world that can persuade us to share intelligence without beforehand establishing trust. And with an open organization that doesn't have any barriers to entry, other than membership within the GDRC, that trust is not established ex ante. I must categorize that recommendation as absurd. And to accuse us of 'keeping secrets,' within the context of sensitive intelligence concerning national defense...I cannot give serious thought to that. If you wish for us to share data with you, then we require complete transparency from your government, including that outside of the region. That includes the posting of neutral observers that can account for your trade, data on which exists and is accessible unless it's not being kept. And if it's not being kept, then your nation obviously has no oversight over trade and therefore can hardly say to do anything about the slaver trade on a practical level."

And, finally, he finished by adding, "Neither am I interesting exploring the banal platitudes of what it means to be an anti-slaver. There is a clear enough practical definition that most of us here know well, and the criteria that helps us determine your alignment has everything to do with how your government carries itself. Meaning who its friends are, who it allows trade with, and its foreign policy history. Stevid? We've been coordinating with Stevid to defeat slave-trading pirates in Theohuanacu for over a decade. There is trust there. But, there is no trust with you. And there is no trust with any of the other nations in this assembly who have no history with us and no history of true moral alignment with our objectives."

"You wish for neutral observers?" Aerkunlauh asked, a smile creasing his lips, "Then let it be so. In fact I see no reason why, if trust around the region and beyond is at such a low level, a network of such observers could not be established, both for the purpose of transparency and advice. I would not be opposed to that, nor would any of the nations that are currently Havenic provinces, that is if to join this organisation a nations government must agree to submit to that. This would rather forego issues of trust arising in the future with other possible applicants, would it not?
As for whether the Havenic government is committed...I will not mislead you. The Haven only recently abolished the practice of slavery, and our police force has its hands full in dealing with holdouts who are keeping slaves illegally; in fact if your government wishes to help us deal with this situation, I am sure that my own would be willing to enter into dialogue with it in order to accept such assistance.

As for our objectives. Since Velstrania gained a position of primacy within the Havenic government then I can inform you very well what our objectives are. Velstrania is committed to the removal of tyranny wherever it presents itself, whether removing it is achieved by economic, diplomatic or military means. By extention the Haven shares this commitment. Now, all I ask of you is this. The Haven is a nation across several landmasses on 3 continents with a large navy and a highly developed economy. Our monitoring and intelligence-gathering capacity is high. If you wish for our assistance in the fight against slavery, we will be happy to provide it. All that we require in return from the other members of this council is active cooperation with our efforts. Is your government willing to provide this?"

While the politicians bickered about the sanctity and security of intelligence sharing. The People's Unified Federation had begun to get the ball rolling on an actual organization.

The office building they purchased was pre built, and certainly lacked many of the features a properly secured building would require. The bottom floors were rented out to local businesses and restaurants, and a few middle floors were home to local offices, but the upper floors were emptied and cleaned out by the contractors. Empty offices and meeting rooms populated the floors, with many large rooms completely void of anything but support pillars.

Yet in the northeast corner of the 7th floor, three separate areas were walled off and slowly becoming populated. Each area had a few private offices, a small open space for desks, and a self contained reception area. These were the liaison offices for three of the Federation's main intelligence and enforcement agencies.

The first was the Department of Investigations Federal, the domestic agency that investigated crimes across the Federation, from cartel violence to human trafficking. Any international criminal activity that partially took place in the Federation, would eventually be investigated by the DIF.

Next was the section for the Office of Naval Intelligence. A part of the Federal Navy, they were in charge of securing trade routes and the air and waters around the Federation's coasts. It was often the Navy who did the actual interdiction work, so they would be here as well.

The last section was for the Bureau of Secret Affairs. The Federation's external intelligence agency. Although they often focus on gathering intelligence from other states, the growing threat of non state actors required more resources, and that meant looking into non state actor revenue.

These agencies would hold their cards close to their chest, but nearly 3 floors of the building were open for additional international agencies to set up officers.

The politicians could argue over the details, but these offices would give agencies a chance to talk in one location, revealing only what they trusted the rest of the world to know. Or at least a place where two agents could meet behind a closed door to share something more
