Seeing as how Catalonia and Navarre both want independence in the real world despite already having semi-autonomy, I would argue the same would apply here. Not all Basques want independence, since the lower "Basque Country" seems to be fine with being part of Spain, but both regions want actual independence, not just distance from Spain.

And, seeing as how they were not heavily settled by Muslims while in your nation, I would say the sentiment may be strong while under a more foreign culture and religion.

The actual IC demands won’t be nearly as harsh as the original “demands”, I presume. The war could’ve still happened, but Italy and Iberia will no longer be Insaani, at least.
