Writing up a post about a meeting between Navy and Air Force officials in progress...
Since the coup is being mainly planned and supported by the Army, the navy and the air force are having varying thoughts on the issue...

As I've said before, a good chunk of the Air Force will head into the country's interior, and aid the elected government. The Navy will only back up those who hold the coast, in this case, it may as well be the coup plotters, a part of it will head to the Falklands, to inform of the impending invasion, as well as offer their services if they can get British support for the elected government leading the fight from the interior.

Piikala to jam a radar system you need to have line of sight to the radar system or presume the radar system is connected to the dumpster fire that is the world wide web. Which is an eminently nonsensically stupid thing to do. And needless to say some dude in a basement does not have line of sight to some radar system in South America.
I'll get some post up this week.

It's not a dude in a basement. It's a Piikalan military complex. They're also destroying the generators, not the radar systems causing them to stop without power.

Have you considered that military bases may have such security that none of its things are connected to the www?
