Coalition Conference at Czekablnsk

A meeting between the heads of state and military leaders from members of the Democracy For Ohkhos coalition is held in the city of Czekablnsk in Southeast Ohkhos during the aftermath of the Ohkhoskalite Civil War. The coalition armies of Akhenium and Artonin are bolstering the security of the location of the conference to ensure that remaining insurgents do not stymie the crucial talks.

Several items are on the agenda, which may be amended:

• Apportioning the territory of military districts among coalition powers on the map
• Determining the length of occupation
• Developing a pathway to democracy for Ohkhos
• Determining the fates of war criminals
• Deciding the extent of civil administration over military districts
• Preserving the alliance of nations

Item I: Apportionment of Military Districts

The Delegations of Akhenium and Dalmannia propose the division of Ohkhos into six districts, given that it is necessary that peace and good order should be enforced in Ohkhos until fair and democratic governments can be legally established. This proposition is presented as the map below. One of these districts located around the capital of Poylaesk shall operate under complete Ohkhoskalite rule, autonomous of any civil administration by an outside power. The other five districts will be apportioned among major coalition powers which have the resources and the involvement to govern them and enforce the law.

It is also proposed that the former rebel capitals of Yurminks and Uustan be made non-district zones of their own and partitioned between cooperating coalition powers (not unlike post-World War II Berlin), since these were two rebel hotspots.


Before any negotiations over which power shall govern which district occur, first the delegations of Akhenium and Dalmannia motion to vote as a committee on the confirmation of these borders. If any nation wishes to amend the map for any purpose, or has any inquiries, they are invited to make such amendments or inquiries now.

(OOC: Ohkhos owns half of my state of Khabarovsk and a portion of Yakutia, could i eat those?)

OOC: I think district IV is outside Ohkhos and district V covers the entirety of Ohkhos.

Can you maybe show us a map of your territory so that you can gain it back? We could redistribute the apportioned map.

Also, if nobody has any objections, Akhenium would like to possess Sakhalin, also known as District III (unless it’s territory is redistributed after our edits)

This wish will be considered, however we are waiting to see Chemgota’s map so that they can acquire some of their former territory, so the map might change. Additionally, the minimal participation of Lushansk and the UAC in comparison to the other four nations present as well as their potential resources and ability to maintain the peace must be assessed before granting these governments such a substantial section of land.

Military District Map (Revised)


After studying the territory of Chemgota as listed in its factbook, the proposed district borders have been amended. In this map, Chemgota would have dominion over District IV. Additionally, Lushansk and the UAC may have District II, and Akhenium will have District V. District VI is reserved for the government of Ohkhos.

With this, the motion is passed. The districts for Military Enforcement during the Ohkhoskalite Reconstruction are to be apportioned as follows:

Item II: Determining the Length of Occupation

Seeing as the goal of the coalition’s involvement in the war was to save democracy in Ohkhos, the delegation of Akhenium believes that while the period of military occupation of districts must be adequate in its length of time, these districts should not be fully assimilated into any of these nations (with the exception of Chemgota, which owned the territory of District IV prior to the former Ohkhoskalite government’s conquest of the area in violation of international humanitarian law). The delegation of Akhenium proposes a maximum military occupation period of ten years before powers must withdraw their military presence significantly.

The delegation from Dalmannia proposes that nations should be responsible primarily for the defense of Ohkhos from outside powers and interior insurgents, the reconstruction of the population and economy, and the assurance that a stable and democratic government, run by Ohkhoskalite citizens will be established. For these matters, Dalmannia and Akhenium will do the following within District V:

• Station a minimum of 3,250 soldiers in military districts
  - Enforce the law with this army
  - Train local Ohkhoskalite militias to rebuild government military and sell surplus Dalmannian arms to the local government
• Allow a free market economy with the invitation of Dalmannian enterprise
  - Encourage baseline anti-trust laws
  - Encourages improvement of welfare, healthcare, and policies which stimulate the growth of the population
• Support the partnership of advisors and officials from the occupying nation an Ohkhoskalite Governor elected in each district
  - Civil administrations by the occupying nations will exist until district elections are held. We advise that district elections take place as soon as possible
  - District VI will be purely run by an Ohkhoskalite government with a Governor and no occupier
• Proposes electing a President of Ohkhos to head the entirety of the nation as an executive body which holds command over even the occupying civil administrations
  - One candidate will be accepted by each district to run for the position as President, which will be popularly elected across districts

Agreeing with the delegation of Dalmannina that the primary responsibility of our occupation should be too defend Ohkhos, reconstruct the nation, and ensure the establishment Democratic government, Artonin plans too do the following in District III:

• As Dalmannina is doing, retain an appropriate amount of soilders in District III too keep the peace as well as train trusted Ohkhoskalite militias.

• Cultivate a market that ensures that all of citzens basic needs are guaranteed too be met, and pomote and strengthen Union's and Worker Co-Ops.

• Provide relief and aid in the form medicine, medical personnel, shelter, clothing, etc.

• Help organize community events in order too promote solidarity between Ohkhoskalites.

• Provide teachers as well as literature / pamphlets that teaches mutual aid skills and essential survival skills, it is our hope that the teaching this of these skills will not only enable the Ohkhoskalite population too care for each other in times where aid may be delayed, but that it will also give them too tools to strengthen their own automany and rebuild their nation.

Artonin agrees with the propistion of electing a President of Ohkhos from the districts candidates through popular vote.

OOC: We should eventually have an election thread where each of us propose a candidate from our district (every district doesn’t HAVE to enter a candidate, but every district is encouraged to do so) after the conference is over so that we can have some legitimate, democratically elected Ohkhoskalite government.
