President Evaline Buckley finally makes her appearance in the territory. She meets with the territorial cabinet and leaders of several towns before attending the groundbreaking ceremony of the new territorial capitol building. After the ceremony, her motorcade leaves the city to the east, toward the peninsula. She bought a ranch out on the peninsula to retire to when her presidency ends. Also announced during her visit is the creation of the University of Caustoles system, with the flagship campus to be built in Maurau, and branch campuses in Toules and Junction. While the President's new ranch is in the much more rural part of the Peninsula northeast of the city, the suburban portion along its west coast have started seeing residents now, largely from mainland Ibica. The main parts of the territories highway system are now finished as well, with trade and travel now flowing freely around the territory and to the edge of Ibican sovereignty. The railroad line between Maurau and Toules has also opened up, with freight and passenger service now serving the towns of Maurau, Toules, Junction, and Bellmare.

The Port of Maurau's new container terminal is now open, doubling the port's capacity, plans are now being drawn up for a liquid storage and transfer terminal, and a cruise terminal. The resorts on the beach along highway 1 are also nearing completion, planned to open in the middle of winter, with Caustoles' tropical climate making them the new hot getaway from mainland Ibica where it is currently winter.

The Piikalans construct their town as several large Piikalan ships pull into port and unload their containers that are taken into several warehouses and unloaded in the middle of the night. Revelling a large amount of Piikalan armoured vehicles, planes, tanks, and arms. Followed the night after by a Piikalan fleet of cruise ships that unload an army of natives that are put onto busses and bussed off into the city and put up in several large workers dorms as the Piikalan ships leave the port and sail back to Piikala.

Operation Justice Storm

The Allaneans had spent days compiling lists of suspected rebel camps from their satellite readings and drone overflights, and stockpiling bombs and missiles. Now it would be time for them to strike.

It would be in the frozen dark of the Candabaumian night that the first bombers approached their target. The craft did not descend below twenty thousand feet, to avoid being targeted with rebel MANPAD – but the tactic that the Allaneans had chosen would not require such hazardous tactics. Nor would it require the use of expensive precision munitions. There would not be a need.

The targeting computers on strategic bombers allowed them to drop a bomb within a hundred-foot circle from level flight, and the bombs they would use were cheap and plentiful enough that a few misses, or even malfunctions, in the bombs, would not matter.

At 12:43 local time, the first bombs detached from the wings of a B-22 Zeus bomber. Written on the bombs were messages from the ground crews – some obscene, others patriotic – in any event, since most of the bombs would explode, the messages would largely go unread.

A half-ton bomb, with the words For the Crown and Liberty on its side, came screaming down into the treetops, detonating overhead as it smashed into a tree crown, showering everything beneath it in shrapnel. Another one, marked with Death to the slaver!, missed a rebel camp by a few dozen yards, and instantly started a fire as it splashed the forest around it with napalm. Yet a third, with a series of expletives written on it in several languages, came down screaming onto a campground.

The bombers turned in a broad semi-circle in the skies, untouchable, chariots of wrath laying down flame and death. Their tail guns, intended to be a last-ditch weapon against enemy planes and AA missiles, came alive in short bursts, autocannon shells arcing out towards unfortunate rebel positions.

The bombers had plenty of fuel and plenty of bombs, and were quite capable for circling in the skies for a long while before flying back to base. When they left, they were replaced by other craft – fighters from the carrier fleet, helicopters from the ground army. Men and women who had until that point believed themselves to be secure in deep forest camps now found themselves woken up into a nightmarish reality, in which the forest that was meant to be their protector turned to be a trap, with forest fires set by napalm strikes surrounding their camps and painting the skies a brutal red, bombs shrieking down from the skies, the smell of smoke and napalm on their nostrils.

As the bombings seemed to cease momentarily, long-range rockets were the next chord in the symphony of judgement and death that Allaneans were now performing. They arced out from the landing ground, reaching deep into the forest, detonating with a loud clap far overhead – only to shower vast swaths of forest in submunitions, setting hundreds of fires, scything through unfortunates caught in the open with shrapnel.

Only with the light of dawn would the violence end. Far overhead, the engines of aircraft were heard, and then, in the silence, fluttering, almost inaudible, like butterfly wings beating.

They fell towards the ground slowly – sheets of thin paper, printed in color on one side and in black and white on the other. The black and white was a drawing – showing Candabaumian rebels, in disheveled clothes, huddling in the snow around a tiny bonfire. This was marked with THE FRUITS OF SLAVERY. The other side was a photograph, showing Allaneans and Candabaumian loyalists enjoying a pleasant meal around a fireplace, with a large green New Year's tree decorated with gleaming toys and with gifts underneath it, with glasses of what appeared to be mulled wine in their hands. This was captioned THE BLESSINGS OF LIBERTY. In smaller letters, the leaflet said.

Do you truly wish to continue fighting, in the snow, for a cause that is both unjust and lost? Even now, when your leaders have refused multiple times our offers of liberty, peace, and friendship, the common soldier and rebel has nothing to fear from us. We respect your bravery. We promise that those of you not found guilty of crimes against humanity will receive not only warm food, shelter, and medical attention, but also job training classes and education to help you adapt to a free, post slavery economy. You have seen already our promises are true.

We come to you with warm food, shelter, education, liberty and opportunity in our hands. Will you choose humiliating death in the cold from starvation, gunfire, and hypothermia, with your bodies going unburied and your cause condemned by all? Will your families truly want you to perish in this way?

We do not want you to perish. Come over. We have warm food.

Dear friends!

We have completed initial stages of overturning the slaver regimes of Candabaumie, and are working on rehabilitating Candabaumie as part of the Free Kingdom of Allanea. As we understand, several of you have embarked on similar projects in your own areas of responsibility. As you can already understand from our actions so far, we are not in any way opposed to a vigorous colonial enterprise, but we do believe such an enterprise must proceed in an orderly and competent fashion.

Therefore we propose some ideas that may benefit some of you (some, as the Empire of Romextly, already have an extensive experience of economic and military cooperation with us, and are already our trade partners). We are not blind to the fact that some of the nations here are engaged in armed conflicts with each other. We would hope to mediate these conflicts, and help the parties achieve peace.

We propose the following suggestions:

1. That free trade treaties be established within the area, so as to enable economic prosperity for all, and swifter economic recovery. The Empire of Romextly already has free trade with us through the CAPINTERN and their leadership can testify to our many virtues.

2. That we invest in the improvement of infrastructure within the area by signing an Open Skies Agreement with each other to facilitate commercial air travel between, and over, each other's territories where possible.

3. That we coordinate projects to improve infrastructure in the colonial territory to mutually reinforce our successes through synergy and cooperation.

We welcome the input of our erstwhile neighbors.

we approve of the idea of a free trade agreement with our fellow nations in the region, and our willing to discuss anytime and anywhere. Also, we would like the idea of an Open Skies agreement, provided that it not be exploited to violate restricted airspace over military installations. Finally, coordinating infrastructure projects is an excellent idea that we would like to make a reality. For instance, we would like to build a bridge across the bay from Caustoles to Hoding connecting our two provinces in Caustoles to the Antartican province in central Hoding, and build a freeway between the province of West Caustoles and the Ibican province of North Caustoles.

Langenian colonists and natives-turned-Langenian citizens have steadily been moving into the central area of Caustoles in places still isolated. There they have built towns and set up the province of Central Caustoles. Construction of a freeway in Caustoles and skyscrapers and other buildings in cities continues, expanding the economic growth of the Langenian colonies. As Langenia becomes increasingly prosperous in the region, they have decided to move south and set up two trading posts on Paisacrata and build villages around them, one on the extreme western tip of the island, the other on the extreme eastern tip of the island. It remains to be seen how the natives will react. Meanwhile in South Hoding, the Langenian delegation at the walls of the city-state turn on a megaphone. "We simply wish to form an alliance against potential invaders," they say.

While the Piikalans continue to build their settlement in the northwestern part of Hoding errecting several dozen large skyscrapers, two different shopping malls, government building, an airport, hundreds of houses, resorts, convention centre, and a state of the art hospital. Along with a large cotton processing centre and textile industry. They start hiring natives to work in the factories and open a free public university and public schools for the native children in the area. At the same time, Piikalan troops construct a large electric fence around the city to keep out any wildlife from the cities edges. They invite the natives displaced by the NA to live in the city that the Piikalan government helps the natives set up their own government in the city and gives it to the natives as a token of their friendship as Piikalans settle in the city and set up a financial district and shopping district to cater to the natives. In what the Piikalan government hopes will become a thriving place of trade and commerce in the reigon
