The Piikalans once they see the Lacienia ship approach on the radar firing a stream of day time fireworks that display an image that looks a blurry Piikalan and Lacienian flag. A door in the middle part of the catamaran opens up from the lead frigate as a set of aluminium stairs. A floating platform is retracted by a series of hydraulic pistons and wires for the oncoming vessel.

With the negotiations with the natives still unclear, the colony remained in lockdown in the event hostilities should break out. Fortunately, the situation had yet to worsen as helicopter and ground patrols running extensive sweeps across the colony had yet to find any armed groups hiding out in the uncharted portions of the colonies western and central territories. Radio contact was still being maintained with the eastern fortifications along the colonies former border, and their soldiers and river patrols had yet to report an incursion via land or river. Talks were being held to ease the lockdown, but the Security Council were reluctant to allow people to go back to work with the risk of a native militia sneaking past defences using their superior knowledge of the land just like they had done with New Hanlen.

With Director Jacob Tanner currently away from the colony negotiating with the natives encamped around New Hanlen, Commander of the garrison and acting Director Alec Murtry had taken it upon himself to spend several evenings in contact with the mainland once again, requesting reinforcements in response to the natives. He had made his pleas and kissed many boots, and to his immense relief and gratitude the Countesian Federal Armed Forces finally approved an additional ten thousand soldiers, three transports, two destroyers and four frigates to reinforce the colony if talks should break down. He knew Jacob would disapprove, but contingencies had to be made.

His superiors had one demand, that a rudimentary airfield be constructed with the bare minimum of runway space to allow small to medium sized aircraft to touch down.

The Piikalan colonial governor then stands up and says one English and then in Russian, "Welcome my fellow governors, shall we begin this convention?" Meanwhile, the Piikalan, NA, and Langenian flags are unfurled behind him as the three nations' national anthems start to play staring with Piikalan then the NA and finally the Langeninan Anthem.
