Admiral Elliot Gibson looked out from the flag bridge to examine this new land, and he liked what he saw. White sand beaches lined the bay, which had a feeling would be named for him as he lead the first Ibican force to the area.
"Hayley!" Gibson called out to Commander Chase Hayley, who was to be in charge of the first shore installation established, "Get your Marines on that beach, i want a detailed map of our claim." He turned to another officer on the bridge with him. "Get some birds ready, we need to go meet the locals." The officer nodded, and went off to prepare the helicopters.
Gibson turned back out to look at this new land. He had been appointed the head of the Unified Caustoles Command, in charge of all Ibican Forces that were planned to arrive on the continent. But Gibson knew his main goal was not to subjugate the locals, but to convince them that this is the outcome that they wanted. That the Ibican Claim becoming 2 or 3 territories within the federation was what the locals wanted. Plus, he knew that if Ibica wasn't the one to invite them to join the nation, some other country would come along and force them. He saw three helicopters set off to the southwest on their way to the nearby town, scouting out the locals to see what language they spoke and to make sure they would play nice before having a flag officer meet with them. Gibson knew he had a lot of work ahead of him.

As those men begna setting up camp, 4 men armed with AKM's walked in. 2 of them werestrained but one had the gun loosly and the other slung over his back. They stood there waiting

One of the commanders aides taps Hayley on the shoulder as a commotion is heard behind them "Commander, do we know what language the locals speak?"
"Not yet Sargent, why?"
"Cause it appears they're here sir"
Hayley looks up from his tablet and turns back to see the men that emerged from the foliage, with several marines having their weapons partially raised toward the men. A sargent walks toward the commotion, but staying behind the first line of soldiers to address them.
"Easy men. Hello there! Do you speak English?" The sargent scans the other officers around then adds "O español?" The Commander approaches close enough to hear what is being said, praying we don't have an incident on our first day here.

The Sergeant, Sergeant Norton Coombs, smilled, "That's good. We are from the country of Ibica. We came out here to meet you. All of the locals of this area. Are you from the city across the bay?" Behind them, Commander Hayley radioed back to Admiral Gibson that at least some locals seem to speak broken English, and relays the encounter that has begun to unfold.

The same process repeats, until there is 5 giant colonies, small cities. Fueled by power and electricity generated from industrial sized power generators, and supplied by the ships coming in from the Artificial harbors, nothing more than large-scale pontoon bridges

OOC: Having 5 giant colonies is impossible in a couple of days. You can have a large town though.
