I know not everything is based on history, but when you are agingst something (anti) its a very genral term. He did not specify, so only one can a assume its a declaration of war in a form

The Kaiser, having assessed the situation, and determining that Vu Den Doc is the aggressor in this situation, has ordered the Wehrmacht to support Abbeyverne. Let it be known that if any nuclear weapons are detected as being launched, the Reich shall retaliate in kind and destroy the aggressor. As a result, any ICBM or SLBM launch will be considered to be nuclear tipped and will prompt the indicated retaliatory response. Additionally, if it is possible the Wehrmacht will attempt to destroy the missile.
