However, reparations from Kamilistan may be a bit difficult, seeing as they are at war with Kyundao on top of an economic depression after the GRAIL invasion. I propose that we do not take reparations from Kamilistan for 2 years, to give them some time to recover from their crisis. Also, I am starting to get suspicious of Kyundao, with Alex Segovish being murdered by people posing as Kamilistani officials after Segovish opposed the Kyundaon delegate’s demands, and Kyundao declaring war on Kamilistan only a short while after.”

Enikő sat and observed for a time, listening to the flowing of conversation and events unfold, her eyebrows occasionally twitching and her clasped hands in front of her clenching every now and again to give voice to the growing horror and turmoil as the back and forth continued. The beginning of the discussion after her arrival was promising, if a little concerning; GRAIL delegates seemed focused on forcing democracy and free market capitalism along with military bases placed through out, an occupation they refused to call as such. She could understand the desire to punish, the desire to change and 'upgrade' such a society of Islamist heathens but social engineering with the way and influence, not occupation and force. The war had not gone on long enough to ensure the changes offered would work, there would be too much resistance.

Still, it was heartening to see the Skyhooked delegate change their mind based on her words, and focus on humanitarian aid, recovery and using bases to spread the aid in addition to ensuring no funny business, and she gave an approving nod in their direction at their words. After some bickering about forcing them into GRAIL or not, that is when it took a turn for the worse. The Kamilistani delegate resisted, citing their focus on nationalism and state ownership, and the Kyundao delegate began to throw his supposed weight around, citing they would have to change to Free Market Capitalism or risk war. Her jaw dropped, diplomatic decorum forgotten forgotten at the brazenness of it. They refused, as any sane person would at such a request, especially as economy was the smallest part to be focused on in this conflict for reform, and Kyundao doubled down, citing a constitution, banning of slavery, lobbying and leftist parties, while Bala Mantre tried to gain territory out of this.

It's almost enough to make one thing the cure is almost as bad as the disease...

Bala Mantre, thankfully, balked at the banning of lobbying and leftist parties, as that was oppression as bad as what the Islamist government was already doing and the Ikherian delegate also balked, rightfully citing the economic system was not the focus here, just slavery and democracy. The Kyundoan government, intent on outdoing the Kamilistani it seemed, then threatened hypersonic strikes on major cities if they refused their terms. A peace conference had become an ultimatum and by a country who joined the war late and was not a GRAIL member, the actual aggrieved parties. She was going to have to speak to the Anax about putting the Kyundoan's on a watch list for this. They left after being rebuffed again, citing the war was back on, which was a gutshot for the peace process; what was the point when a member of the hastily-constructed coalition was going back to invading?

The Kamilistani delegate then stated they would retire for the day and continue this tomorrow; an auspicious start had become tainted by power politics and blatant aggrandizement. Still, there was hope for another day of actual progress, she and her aides said their goodbye's and retired to a local hotel for the night, discussing and planning their responses on the morrow. A phone call was made to the Anax's Estate in Telros, bounced around through relays and encryption, making the connection worse but ensuring protection for their conversation being tapped.

”Diplomat Istvan, a pleasure to hear from you and so soon, has there been progress?”

“No, my Anax, there has not. It has mostly been bickering over how they should reform the Kamilistani, blatant attempts at territory and one nationstates in particular has left the negotiations after having their outrageous ultimatum rejected and has stated they will continue the conflict. I'd advise watching them and putting them on a list for Intelligence.”

”What was their ultimatum?”

Enikő sighed and laid her head back on the pillow of the bad, wincing at the stiffness she felt.

“The Kamilistani informed, when questioned, that they follow nationalistic protocol and have state-control of the economy. The Kyundao delegate took this as an insult of some kind and insisted on reform to free market or there would be war. They even escalated their demands to banning slavery, which was a good start, but oddly lobbying and concerningly, leftist political parties.”

A pause on the line and then,

”That is both erratic and telling. Continue.”

“They also threatened hypersonic missile strikes on major cities if they would not accede to their demands, and in response to the Kamilistani delegate being, shall we say, 'a bit uppity'. They left afterwards, citing the war would continue.”

”You are telling me they threatened to strike civilian center indiscriminately to force an economic ultimatum. And have left due to this being refuse and are intent on continuing the conflict? Are they a GRAIL member?”

“Yes, my Anax, that is correct, but they are not a member of the GRAIL alliance body.”

A period of silence where she could hear the sigh on the other end.

”This will help in the talks with the other parties but this bodes ill for the negotiations. Send my office any information you have on them and I'll see to it that Intelligence gets it.”

“Already done, my Anax."

”Get some sleep and keep up the good work tomorrow. Inform me of any major developments.”

The phone call ended, an obvious dismissal and Enikő turned back to finishing up with her aides.

Unfortunately, the warning brought only worse and worse news; the Kamilistani representative was assassinated in a nearby hotel, rather brutally with clear disrespect to the Islamic religion through a blunt use of pork meat, and Trenakan officials informed this was being investigated and private accommodations with guards were being provided to the new delegate coming from Kamilistan. It was in very short order that she forwarded a request for guarded accommodations, as she felt she would be force to ruffle some feathers before this was over and didn't want a bullet for the trouble. While waiting for the rest of the delegations to come in, an aide popped up next to her, face grave. She tilted her face towards her enough to indicate she had her attention without losing her eye sight of the other delegations.

“We have a problem, Diplomat. The Kyundoan government has kept their word on continuing the war; waves of hypersonic missiles have been launched, but are being kept to military bases and a ground invasion has begun. But they are being indiscriminate in their targets; we are getting many reports about intentional slaughtering of civilians, destruction of towns and villages and further missile attacks on civilian centers.”

She raised her hand, which was making a fist as her anger boiled in her blood but she raised a knuckle to her mouth and bit it to try and keep her focus.

“Damnation! This is going to kill these talks, those bloodthirsty maniacs. Phone home and see if they can confirm what we're hearing and get me any updates you can. How are the Kamilistani reacting?”

“About as expected, ma'am. They have launched missile attacks and suicide bomber waves with the slaves they purchased. They are decrying the attacks, even being joined by the democratic groups in Kamilistan.”

Damn it. Damn. It. They were losing what steam they had to get something accomplished by pen rather than sword.

“GRAIL responses?”

“Trenaka was in turmoil until this past hour; the Senate was deadlocked, wanting war with Kamilistan again, with Kyundao or to do nothing in equal measure. Their King appealed to their Supreme Court in a quiet measure of the constitution and has been given emergency powers. They have declared neutrality and are seeking a solution with a cabinet meeting; Bala Mantre's leader has activated emergency powers of his own and has declared war on Kyundao.”

Enikő put her face into her hands, any attempt at decorum forgotten. They were experiencing the two extremes of government weakness; inability to do anything due to being unable to cooperate and just overthrowing it in favor of authoritarian control. This meeting was now pointless, but she could hear the Trenakan's opening the days deliberations so she put on as calm of a face she could and hoped they could salvage something from this.

GRAIL did condemn the Kyundoan actions, which was made her feel better that they weren't going to completely ignore the growing war crimes in the room. Trenaka even went so far as to declare, as an update from the investigation, that they were suspicious of Kyundoa as they issued an ultimatum, left, the Kamilistani ambassador was killed and they started the war shortly after, not to mention focusing on Muslim civilians in their massacres. Her attention was drawn again when a piece of paper was slid into her view. She picked it up and read it quickly:

“Anagonian's threatened Kyundao with war if they harmed any of their people or operations; Kyundao has agreed to back down from their areas and to tone down the civilian attacks.”

As the talk turned to reparations for the war and the fate of the rebel leaders and their assets, Enikő found herself standing and requesting to be acknowledged to speak.

“Fellow delegates, I understand that I, and my government, am very new to this conflict, and are still organizing the task force to be sent to back up our intent to aid in the humanitarian mission of Anagonia and assist the Kamilistani and Trenakan people harmed in this conflict. However, recent efforts have deemed fit, in my and my government's eyes, to make this peace process a moot gesture at this point. The fact is, the delegate of Kamilistan has been assassinated in this very city, in a hotel neighboring many of our delegations living quarters for this event, ours included. As our Trenakan hosts have mentioned, it is becoming increasingly likely Kyundao had a hand in this, if not behind it entirely due to their actions.

While the Kyundoan government raced into action alongside many others of the coalition that GRAIL has managed to form in reaction to the Kamilistani aggression, it would now appear just a naked attempt at territory and power, as they have invaded Kamilistan unprovoked, as the aggrieved parties are Trenaka and their GRAIL allies, which Kyundao is decidedly not a member of. Further, as they promised just yesterday in these very halls, they launched hypersonic munitions into Kamilistani territory, destroying civilian centers and groups and until the Anagonian ultimatum, their armed forces were hunting down and killing civilians, whole villages and town's wiped out, Muslims hunted down with vile intent.

I would be very surprised if Kamilistan is willing to have any kind of peace talks while they are being invaded and slaughtered in what is an ethnic or religious cleansing, if not an outright attempt at genocide. They have video of these attacks happening, by the Mother-”

She paused a moment, taking shuddering breaths to compose herself as those images filled her mind.

“I understand Trenaka's choice for neutrality; a civil war was just won and the government is in turmoil. However, the rest of GRAIL and her allies do not have to do this; while a rush to another war, as chosen by Bala Mantre is not necessarily recommended or even the right move here, something needs to be done to stop this conflict so peace talks can continue. I suggest that GRAIL put out an ultimatum to demand all Kyundoan advances halt and that they work with the Trenakan investigation into the Kamilistani delegates death and to answer for war crimes being committed by their armed forces. If they refuse, and by all indications they will, then we need a measure to back this up. While outright war is an imperfect option at best, I can suggest a blockade be established, one to prevent this from happening again and two to put an end to any further conflict breaking out over this. Trenakan and GRAIL jurisdiction over this conflict must be established. I am aware Bala Mantre has declared war, but if the Kyundoan back down, than I hope their delegate can agree to have their nation stand down, peace is the objective.

However, if this is challenged, there has to be a measure to continue to pressure Kyundao; they have shown they will take advantage of any weakness or situation and they must not be allowed any further. I have informed my government about all of this and they will be seeking measures to respond to this. But I must stress; it is my position, and that of the Compact's, that no progress on peace can be made until this situation is dealt with.”

Anna Melinovki sigh in relief that Kyundao and Kamilistan have ended with an ceasefire.
