1. Reparations in excess of standard reparations plus 25% of said reparations, figure to be posted later.
   
   1. To be paid 25% or more by New Carthagea.
   2. If unable to pay wholly, GRAIL member states must split the deal.
2. Reprimanding of NC by economic sanctions
   1. This would include slashing of military support.
   2. Tariffs placed on NC goods by GRAIL members until an additional $100 billion is acquired. This cash would be used in economic recovery.
3. GRAIL join?
   
   1. Adhearence to these non-negotiable terms strictly required for a GRAIL join deal.
   2. If not possible, no GRAIL join, but 50 billion N$D paid plus total amount of necessary reparations..
