Semi-IC:

The Morningstar Coalition, having had no contact, and having no information on the nation of Terra Empira with which to make an informed decision, hereby casts their vote as Aye for a Probationary membership.
Further, the Coalition invites the leadership of Terra Empire to diplomatic talks so that we might know their peoples better, and perhaps lead to a more favorable decision on their prospective membership in the Syndicate.

Edit: A thorough sift through the thread reveals that I missed two votes in my last update. Sertian had voted Nay, and TechSov had changed their vote to Nay, leaving Tavan's case at 3-7.
I will be casting my vote in this update, a vote of Nay.
This brings the application to a required 8 votes for majority. Tavan's application is rejected and their probationary membership is revoked.




Also at issue is the application of Randur. 15 Members at time of application, 8 votes needed for majority.
Vote currently stands as such:
1 Aye Votes - Voted Aye: Morningstar
5 Nay Votes - Voted Nay: Ozymos, Storm Gard, Rethan, Seperates.
Have not voted: Jenrak, Amazonian Beasts, Brewdomia, Xiscapia, O Boyce, Techno-Soviet, Xzarian, Sertian, OMG-Russia, (Abruzi was not a member at time of application, will need ruling if his vote counts).

Edit: Jenrak's tally showed one vote of Aye for Randur, but I could not find any post where this was indicated. If someone can help me track it down, I'd appreciate it.
2nd Edit: I will be withdrawing the Morningstar vote of Nay and instead changing our vote to Aye for probationary membership.




Also at issue is the application of Forged Steel (Abruzi).

Edit: I was tallying votes as I went, and seems that Rethan was the deciding vote in This Post. Abruzi passed almost without dissent.
The final vote was 8 Ayes, 3 Nays.

Hornopolis has been taken out of the Syndicate, as well as Tavan.

Hornopolis' ejection takes out his vote, so that puts Tiurabo at 6 (since Morningstar's becomes a probationary, not full acceptance). I'll vote for Tiu at an 'aye' for his full acceptance, putting it at 7.

My post for Randur and Terra will be coming either tonight or tommorrow.

IC:

The Coalition further has a proposal to make to the membership of the Syndicate.
Several times now we have seen a distressing lack of interest or activity amongst the members of the Syndicate, pertaining to matters of membership applications. We have seen votes go uncast for periods of time much longer than reasonable consideration alone. This has caused such issues and applications to lay fallow for longer than is fair and just to the issues at hand.

Therefore, we propose that for the purposes of voting, and determining the number of votes required for majority, that any standing member which does not cast their vote within a reasonable period of time, shall be disregarded for the purposes of that issue alone. The period of time before this action takes place can be determined by another discussion.




OOC:

Quick OOC explaination, in case the above is unclear. I propose that when a player has become very inactive in the Syndicate, not voting for a long period of time, that for that vote alone, their membership be discounted for purposes of counting the total number of members and the 1/2 required majority.
We've had applications and votes held up for RL months while waiting on additional votes, which never come. One case example is Tavan, which stood at even votes for almost two months.

How long one would have to be inactive before this takes effect is something we would all need to discuss, but I propose the basic idea here.

From democratic states of techocracy

as a nation formed out of the exile of many peoples during a rather bloody social revolution we would like to be able to join an orignization which promotes peace but won't be used as some ones sheild . We have seen many orginizations like this fail before such as the U.N and the weaker L.N ( league of nations) . The failled because of short sightedness we feel this shall not be the case here We will Lend our eyes and ears but only if it is decided a matter of intrest by most of this orginization .we are also willing to get involved in any forigen affairs by lending our millitarys spec op units if needed.
We are fairly recent and haven't even made first contact as a species so this will be a monumental acheviment in our history .

Also, the Pokosian Commonwealth puts forth a motion that a comitte be put together to handle new initiates and voting on who is in or out. Not only for the sake of the Syndicate but also for those who find it hard to keep up with it all. The committee can be any size, taken from our esteemed leader and a few others chosen by a majority vote. The people can revote for delegates at timed interavals so that no one person is on the committee for too long.

Suggest instead that we form a Glorious Council for the Destruction of Communism committee for the purpose of determining how best to eradicate Communist from the galaxy. feed the glorious Russian Army as it embarks upon a crusade to annihilate Communism children.

I would like to provide the suggestion to my kin, in understanding of the Coalition's proposition, that within a defined time frame that if members do not vote, then it becomes an abstain, and their vote thereby counts as a 'yes' due to the skewing of the majority required. That way, should a member feel strongly against a case, they will be more inclined to voice their opinion and vote 'no' should they desire so.

My intent is not to force members to vote for the sake of voting, but to provide discourse, and to provide an incentive to act in the face of an unfavourable applicants will require that they express discontent.

The Kitsune Empire seconds the motion made by the Morningstar Coalition. However, the Kitsune Empire would repudiate our honorable leader's suggestion with this reasoning. Any given applicant must of course be given due consideration, but the Kitsune Empire feels that if someone would enter into the Syndicate, it should be because a significant number of people wish for them to be here, not because a significant number of people are neglecting their duties to the organization. Because of this logic, the Kitsune Empire would keep a lack of vote as a simple abstain, with no positive or negative effect on proceedings. While in some societies silence is akin to consent, we consider silence to merely be another way of saying what we want to say.

Furthermore,

The Kitsune Empire votes "Nay" to the membership of the Democratic States of Technocracy.

The Kitsune Empire votes "Aye" for the admission of the Japanese Empire.

The Kitsune Empire votes "Nay" to the proposal put forth by the Pokosian Commonwealth.

we are demicratic in the truest sense as every one votes on laws but officials are elected to direct the burocracy . We also are far from capitalists most people think that wealth should be distributed evenly . We all work towards the common goal of peace happiness and knowledge. As our director of Arts and lititure said even the most powerfullceo will starve if all the farmers burn their crops.

So comrade good luck.

Ok, telling the Russian Empire that you're socialist is not a way to get into their good graces. Nor is addressing them as 'comrade'. And further, no self respecting high-grade vodka comes in a 20 gallon drum, you are also presuming that the Russian Empire does not have large stocks of high-grade vodka. In fact, high grade vodka is so plentiful in the Russian Empire that it is frequently used as firestarter. Yes, we have SO MUCH VODKA that we can't drink it all.
