Any citizen may vote by passing a literacy test, which is usually taken with final exams at 14 (after which they go to the University of Munkchester). Conscription begins at 16, but they won't experience actual front-line combat until 20 (which is the university leaving age). Also, "old enough to fight, old enough to vote" is a meme that nobody should take seriously.
